In order to promote and develop reading culture in the area, every year, the Provincial People's Committee directs the Department of Culture, Sports and Tourism (VHTT&DL), the Department of Education and Training to coordinate with sectors and localities to organize many activities and programs to contribute to spreading reading culture in the community.
Diversify book promotion and introduction activities
Recently, the Department of Culture, Sports and Tourism has directed the Provincial Library, requiring district and commune level libraries to organize various activities such as: exhibitions, displays, book introductions; innovating the form of mobile library services; requiring the Provincial Library to coordinate with the Provincial Cultural Center; the Provincial Museum to organize activities to bring books to the grassroots and integrate experiential activities; requiring the Provincial Library to increase book introductions on the unit's website.
Ms. Pham Minh Hanh, Deputy Director of the Provincial Library, said: In order to improve the quality and attract readers to the library, the unit has innovated its book promotion and introduction activities. Before 2010, the library only introduced books on the bulletin board, but now the library has applied information technology to introduce and digitize over 1,000 book documents to serve readers. In particular, if before 2020, book exhibitions at the Provincial Library were still very limited (from 1 to 3 events/year), from 2021 to now, the Provincial Library has organized more than 10 exhibitions and art book arrangements every year. Exhibition activities are not only carried out at the Provincial Library but also in districts and cities.
In parallel, mobile library trips to the grassroots level were also carried out with many combined contents through the connection between units such as the Provincial Library, the Provincial Cultural Center, and the Provincial Museum, creating an attraction for reading activities among the young generation. From 2024 to present, the Provincial Library has served nearly 100 sessions by mobile library in difficult areas, border posts, Provincial Police Detention Centers and schools in the province. At the same time, the Provincial Library has increased coordination with agencies and school units to organize many book learning competitions such as: Reading Culture Ambassador; drawing; storytelling based on books...
Ms. Hua Thi Ngoc, principal of Quan Ban Primary and Secondary School, Loc Binh District, said: Not only are there simple book reading sessions, but the current mobile trips also have book reading groups, science film viewing groups, historical document experience groups, and book practice groups... I find these activities very useful and meaningful because they encourage reading, learning, and building appropriate reading habits, skills, and methods, as well as creating conditions for students to access many good books.
Recently, reading books online has become a trend of choice for many people, therefore, the development of reading culture through the application of information technology is increasingly promoted. The Provincial Library also regularly updates and posts exhibition activities on the fangape page with the name: "Lang Son Library". Up to now, the Library has digitized nearly 3,000 pages of documents, equipped 6 computers on mobile library vehicles, serving the Internet access needs of readers in remote areas... Thanks to that, in the first quarter of 2025, the Provincial Library served over 20,000 readers, circulating over 22,000 books to circulation points in the province. Up to now, the library has nearly 6,000 reader cards.
Promote the application of information technology
In order to apply information technology to learning, from 2021 to present, in addition to maintaining traditional libraries, the Department of Education and Training encourages schools to focus on instructing students on skills to exploit documents in electronic libraries and search, select, and use information on the Internet, contributing to spreading the reading culture in schools.
Based on the guidance of the department, along with investment in information technology equipment, schools from primary to high schools have actively promoted students to read e-books; set up internal information pages and posted articles, documents, and books on the pages. Many schools such as Huu Lung High School (Huu Lung district); Mai Pha Middle School, Vinh Trai Primary School (Lang Son city) ... maintain the column "5 minutes of good books every day" on fanpages, classroom zalo groups. Through that, students and teachers introduce books, share favorite excerpts, and inspire reading.
Mr. Dang Ngoc Tu, Principal of Hoang Van Thu High School, Lang Son City, said: The school has posted learning materials, stories, and shared learning experiences on the school's website. Here, students not only read but also express their opinions, comments, and feelings about the knowledge they have read and can share their favorite books on social networking sites such as Zalo, Facebook, etc. That has positively spread the reading movement among students.
Through propaganda and guidance from schools and teachers, along with Internet access devices, students from primary school and above in the province have gradually learned how to access and read e-books. Chu Hai Nam, a 6A1 student at Le Quy Don Primary and Secondary School in Lang Son City, shared: In addition to study time, I take advantage of the time to go online to search for good books to read. At the same time, I registered for an ebook page to read books online, thanks to which, I can find many books on the Internet in all fields, including reference books, textbooks, etc.
In 2025, in response to Vietnam Book and Reading Culture Day (April 21), all localities of the province are bustling with activities to spread books and reading culture in the community. The activities take place continuously from April to May 1, 2025, focusing on April 15 to May 1, 2025.
Typically, Lang Son City People's Committee organized programs to respond to Vietnam Book and Reading Culture Day for 2 days (April 8-19) at Ky Lua Walking Street with innovations and flexibility in book introduction activities such as: performing ethnic costumes; activities to experience traditional folk games, performing role-playing and storytelling based on books... In particular, the Youth Union members also guided people to scan QR codes to access the electronic library to read books online for free, and at the same time, shared soft files of digitized books on the City Youth Union's social networking sites.
Ms. Do Lan Anh, Vinh Trai Ward, Lang Son City said: I took my child to Ky Lua Walking Street on April 18 and was instructed to scan the QR code to read books. After scanning the code with my phone, I was quickly guided to the bookstore of nhasachmienphi.com with thousands of books and stories of various genres. I find this activity very useful and practical.
Along with Lang Son city, many units in the province also organized Book and Reading Culture Day with a variety of activities. It is known that from the beginning of April 2025 to now, over 90% of agencies, units, and schools in the province have organized response activities in many forms, typically: Van Lang High School, introducing books online with videos on the school's fanpage; Hoang Van Thu High School organized a book display and introduction contest, broadcast propaganda at the beginning of the class on the unit's loudspeaker, broadcast propaganda about the meaning of reading books...
The efforts of all levels and sectors in innovating and diversifying activities to bring books to the community have contributed to arousing the passion for reading as well as promoting the reading movement among all classes of people to build a learning society, improve people's knowledge, and form a healthy lifestyle in the community.
