The annual Khai Ha Festival of the Muong ethnic group in Hoa Binh province is an opportunity to promote and publicize the unique cultural values of Hoa Binh province.
Hoa Binh province has 6 main ethnic groups, of which the Muong ethnic group accounts for over 63%. The ethnic groups have their own cultural features, creating a diverse character. The province has a long-standing historical and cultural tradition with many festivals. Typical festivals include: Tien Pagoda, Khai Ha of the Muong ethnic group, Bo Temple, Xen Muong... The world-famous "Hoa Binh Culture" has existed since prehistoric times, a land with 4 large Muong regions: Bi, Vang, Thang, Dong. Hoa Binh is also the cultural cradle of the Vietnamese people, where hundreds of bronze drums and nearly 10 thousand precious gongs are preserved. This is also the birthplace and still preserves the epic poems "De dat - De nuoc" of the Muong people...
Identifying culture as a driving force for sustainable development, the province has implemented solutions to promote the values of Muong culture and Hoa Binh culture, especially focusing on comprehensive human development, considering this as the center and goal of development. The Provincial Party Committee has issued many action programs to foster ethics, lifestyle, patriotism, and civic awareness, thereby forming a class of Hoa Binh people who are "both red and professional". The hardworking, loyal, and creative Hoa Binh people are becoming the core of all development policies, a bridge between tradition and modernity. The beauty of family tradition is honored, becoming a place to nurture personality. Building a healthy cultural environment is identified as a key task. The movement "All people unite to build a cultural life" has spread widely.
Comrade Quach Thi Kieu, Director of the Department of Culture, Sports and Tourism, said: In recent years, the province has paid attention to the work of preserving and promoting traditional cultural values. In the province, there are 41 relics ranked at the national level; 71 relics ranked at the provincial level; 303 relics and scenic spots have been inventoried and put into protection; there are 786 types of intangible cultural heritage of 5 ethnic minorities (Muong, Thai, Tay, Dao, Mong). Up to now, the province has 1 relic ranked at the special national level; 5 national intangible cultural heritages, of which the Muong mo cultural heritage contains many unique and valuable values and has been approved by the Prime Minister to prepare a scientific dossier to submit to UNESCO to be included in the list of heritages in need of urgent protection. Up to now, the Government has sent a document to UNESCO.
In order to promote propaganda, promotion and investment attraction, socio-economic development, the Provincial People's Committee has issued projects and plans on image communication of Hoa Binh province. The Provincial Party Committee Standing Committee issued Resolution No. 04-NQ/TU, dated October 11, 2021 on preserving and promoting the cultural heritage values of ethnic groups in Hoa Binh province for the period 2021 - 2025, with a vision to 2030; directing the Provincial People's Committee to issue a Project on preserving and promoting the cultural values of the Muong ethnic group and the "Hoa Binh Culture" for the period 2023 - 2030.
The province has also proactively aroused the spirit of creativity in the community. Thousands of literary, artistic and painting works have been created; mass art competitions and festivals take place regularly; the young generation is educated about local history and culture right from school. Models such as "Cultural clans", "Residential self-management groups", or clubs preserving Muong mo and Muong gongs have demonstrated the strong vitality of traditional culture in contemporary life. One of the important breakthroughs is to combine cultural preservation with tourism development. Localities such as Tan Lac, Mai Chau, Lac Son have become attractive destinations for domestic and foreign tourists thanks to the effective exploitation of indigenous culture. Community tourism not only helps promote the image of Hoa Binh, but also opens up job opportunities and increases income for people.

Culture is becoming a strategic internal force to promote economic development, social stability and improve the quality of life of the people.
