Arousing aspirations and promoting the role of farmers as subjects in developing modern rural ecological agriculture and civilized farmers

PV: Dear comrade, the 2018-2023 term has been marked with many outstanding results in the work of the Association and the farmers' movement of the province. Could you please tell us about the outstanding marks?

Comrade Dinh Hong Thai: During the past term, the Association's work and the farmers' movement continued to develop and innovate strongly in both content and methods of operation, thereby promoting the core role, solidarity and creativity of cadres, members and farmers, effectively participating in the implementation of political tasks, and performing well the representative function of taking care of the legitimate and legal rights and interests of members and farmers.

As a result, 12/12 targets set by the 6th Congress were completed and exceeded, some targets were exceeded. The propaganda work to implement the Party's guidelines and policies, the State's laws and policies, and the emulation movements of the Association were deployed extensively, promptly, in many appropriate and effective forms, and the application of information technology in propagating the Association's activities was enhanced. The work of building the Association's organization continued to be consolidated and developed, the organization and staff were rearranged in the direction of being streamlined, efficient, and the quality of activities of branches, associations and members was increasingly improved.

100% of the grassroots associations are classified as strong; 8/8 district and city Farmers' Associations are annually classified as having fulfilled their tasks well or better. The Association actively innovates the content and methods of operation, focuses on leadership and direction with a focus, key points, strongly oriented towards the grassroots; diversifies forms of gathering farmers, building a strong Association.

During the term, over 16,000 members were admitted, bringing the total number of members in the province to 134,095, reaching a gathering rate of 81%. The role and responsibility of the Association in building the peasant class are increasingly affirmed. The emulation movement launched by the Association continues to develop in both breadth and depth, improving in quality. Practical, effective and timely support activities for farmers help farmers access and integrate into the new situation. Associations at all levels strengthen the organization of service activities, consulting and supporting farmers to develop production and business.

Notably, the implementation of the Project "Ninh Binh Farmers Say No to Dirty Food" with a chain of safe agricultural product stores; the development of capital sources for the Farmers Support Fund at all levels. There are many social security activities, taking care of members and farmers, especially during the period heavily affected by the COVID-19 pandemic.

During the past term, the Farmers' Association at all levels in the province has built 317 sustainable poverty reduction models; mobilized members to help each other with nearly 27,000 working days, support seeds, seedlings, agricultural materials... with a total value of nearly 3 billion VND; helped 3,579 farming households escape poverty, contributing to reducing the poverty rate of the province by the end of 2022 to 2.36%. The position and prestige of the Association are increasingly affirmed in the political system and social life in rural areas. The activities of the Farmers' Association have actively contributed to the tasks of Party building and political system building, maintaining political stability, ensuring security and defense, and effectively implementing the socio-economic development goals set forth in the Resolution of the 22nd Provincial Party Congress.

During its term, the Provincial Farmers' Association was awarded the Second Class Independence Medal by the President; the Emulation Flag by the Prime Minister; the Flag of Excellent Unit by the Central Committee of the Vietnam Farmers' Association and the Provincial People's Committee; many individuals and collectives were honored to receive Certificates of Merit from the Prime Minister, the Central Committee of the Association and the Provincial People's Committee.

Reporter: It can be affirmed that the results achieved in the past term have contributed to helping farmers access and integrate in the current period, thereby continuing to enhance the role and position of the Association. Could you share the lessons and experiences learned in leading and directing the implementation of the Resolution of the 6th Provincial Farmers' Association Congress?

Comrade Dinh Hong Thai: From the results of the past term, the Association has drawn many lessons and experiences, namely:

First: The Associations at all levels must grasp the Party's directives and resolutions, the State's policies and laws, and seek the guidance of the Associations at higher levels, the leadership of Party committees at all levels, and the facilitation of the government to apply them creatively and appropriately to the practical situation of the farmers' movement in each locality. Proactively coordinate closely with the sectors, the Fatherland Front, unions, and enterprises to create a combined strength in implementing and carrying out the work of the Association and the farmers' movement.

Second: Regularly strengthen the Association's organization, diversify its operating models and forms of membership gathering to attract a large number of farmers to participate in the Association. Pay attention to training and fostering the Association's staff at all levels, ensuring that they have political, professional and technical qualifications to meet the requirements of the task. Regularly strengthen and improve the quality and effectiveness of the Association's activities, especially at the grassroots level.

Third: Actively innovate the content and methods of operation, the Association's cadres must be bold, dare to think, dare to do, regularly stay close to the grassroots, grasp the thoughts of the members, promptly direct the movement in accordance with the specific conditions of each locality, strengthen propaganda and mobilization work associated with service activities, consulting, vocational training and support for farmers in terms of capital, agricultural materials, scientific and technical guidance, production and business development. In leadership and direction, there must be a focus, key points, and orientation towards the grassroots; discover, foster, summarize and replicate advanced models in the Association's work and the farmers' movement.

PV: To promote the outstanding results in the past term, especially promoting the role of farmers as the main subject in developing ecological agriculture , modern countryside, and civilized farmers, could you please tell us about the important directions and tasks that need to be focused on in the coming time?

Comrade Dinh Hong Thai: In the coming time, the Provincial Farmers' Association determines to continue to improve the quality of activities of all levels of the Association, gather and unite a large number of members and farmers, build a strong Farmers' Association in all aspects, be the center and core in the farmers' movement, build advanced new rural areas, model new rural areas, build civilized urban areas; expand and improve the quality of service activities, consulting, vocational training, support farmers in economic development. Effectively carry out the role of farmers as the main subject in developing ecological agriculture, modern rural areas, civilized farmers, contributing to building Ninh Binh province into a fairly good province in the Red River Delta region.

To achieve this goal, the Association at all levels focuses on innovating working style and methods, promoting the exemplary role of Association officials; diversifying forms of gathering and developing members. Promoting the establishment of professional farmer association branches and groups. Activities are strongly directed towards the grassroots.

Innovate and improve the quality of activities of Farmers' Associations and groups to ensure practicality, efficiency, and suitability with mission requirements. Continue to coordinate and mobilize resources to train, foster, and equip members and farmers with sufficient knowledge and capacity to master and promote the role of the subject in developing ecological agriculture, modern countryside, and civilized farmers.

The focus is on supporting farmers to effectively implement the policy of restructuring agriculture, implementing linkages and cooperation along the value chain, forming cooperative groups and cooperatives, guiding farmers to organize production according to technical processes, and protecting farmers' interests. Mobilizing farmers to actively participate in competitions for farmers' technical innovation and ideas, honoring agricultural products, honoring outstanding farmers, and replicating typical examples of farmers' innovation.

Continue to effectively implement the project "Farmers say no to dirty food", maintain and improve the efficiency of the "Safe agricultural products store" chain. Establish the "Club of good farmers in production and business" at the district level, the "Club of billionaire farmers" at the provincial level. Build the model of "Model farmers in sorting waste at source".

Promote activities to support farmers in terms of capital, technology, digital transformation, legal advice, legal aid, help farmers grasp and understand the law to participate in joint ventures, associations, and effective cooperation in agricultural production, digital transformation, etc. Continue to promote the role of farmers as the main subjects in protecting heritages, tourist areas and spots, historical and cultural relics. At the same time, take advantage of the leadership and direction of Party committees, the attention and facilitation of authorities at all levels, closely follow the actual situation to deploy emulation movements among farmers, especially the movement of good production and business, becoming a driving force in socio-economic development.

Strengthen propaganda and education to raise awareness of national defense and security tasks in the new situation. Mobilize members and farmers to be vigilant, not to participate in "strange religions", and not to let hostile forces take advantage of religious and democratic issues to incite and divide the great national unity bloc.
