Construction began on the morning of June 25th in all three localities of Hanoi , Bac Ninh, and Hung Yen. The 112 km long Ring Road 4 of the Capital Region includes both elevated and ground-level sections.
Exactly one year after the National Assembly passed a resolution on the investment policy for the construction of the Ring Road 4 in the Capital Region (June 2022), the project has been launched at 6 locations.

In Hanoi, the four commencement points include the intersection of Ring Road 4 and National Highway 2 in Thanh Xuan commune, Soc Son district; the intersection with the Thang Long Boulevard service road in Song Phuong commune, Hoai Duc district; the southern axis intersection at Km45+700 in Tam Hung commune, Thanh Oai district; and the intersection with the old National Highway 1A at Km52+600 in Van Binh commune, Thuong Tin district.
Bac Ninh held a groundbreaking ceremony at kilometer marker 35+200 on the section connecting the Noi Bai - Ha Long expressway, Khac Niem ward, Bac Ninh city. Hung Yen selected Van Giang district as the starting point for the Ring Road 4 project passing through the province.

As required by the Government, localities are to complete land clearance for 70% of the land area before the commencement of construction. To date, all three localities have exceeded the target, with Hanoi and Bac Ninh achieving over 81%, and Hung Yen over 70%.
Local authorities have also approved projects for compensation, support, resettlement, and the construction of parallel roads (urban roads) within their jurisdictions. Specifically, the expressway construction project under the public-private partnership model, which falls under the jurisdiction of Hanoi City, is expected to be approved in September, with contractor and investor selection and commencement scheduled for the first quarter of 2024.
Hanoi Party Secretary Dinh Tien Dung, head of the project's steering committee, stated that the groundbreaking ceremony is just the beginning, intended to announce the results of the work done so far. The important thing is to continue implementing the tasks in the coming period. "I want to emphasize that once construction begins, it must start immediately and must be continuous. The investor must require the contractor to prepare all necessary machinery and materials to organize the construction," Mr. Dung said.

The Capital Region's Ring Road 4 is 112 km long, passing through Hanoi, Hung Yen, and Bac Ninh. This includes a 58.2 km section through Hanoi, over 19 km through Hung Yen, over 25 km through Bac Ninh, and a 9.7 km connecting route. The project starts at the junction with the Hanoi-Lao Cai Expressway and ends at the junction with the Noi Bai-Ha Long Expressway. The total investment is over 85,000 billion VND. The project commenced in 2022, with the basic goal of completion in 2026 and commissioning in 2027.
The project is implemented in seven independent sub-projects. Hanoi is responsible for three sub-projects: compensation, support, and resettlement; construction of parallel roads (urban roads) within Hanoi's territory; and investment in the construction of the expressway system using the PPP (Public-Private Partnership) method. Hung Yen and Bac Ninh provinces are each responsible for two sub-projects: compensation, support, and resettlement; and construction of parallel roads (urban roads) within their respective provinces.
