The Department of Planning and Investment said that in the process of developing a plan to use additional medium-term public investment capital for the 2021-2025 period, relevant agencies have not yet prioritized capital balance for the above 3 projects to implement the next investment procedures.

Regarding the solution to connect high-speed railway to the center of Hanoi, the leader of the Ministry of Transport emphasized that, in principle, high-speed railway needs to connect to the hub station to ensure convenient collection and clearance of passengers through other means of transport. Based on actual conditions, related planning unanimously proposed Ngoc Hoi station as the hub station.

Regarding train organization solutions, to increase passenger convenience, we request consultants to study and research models around the world, forecast transportation demand; analyze and select optimal train organization solutions for each period.

The leader of the Ministry of Transport said that the Prime Minister has approved the Railway Network Planning and the Hanoi Capital Transport Planning, including the location of Lac Dao Station. Therefore, the Vietnam Railway Authority, consulted to carefully review the transportation needs, develop a train operation plan to determine the specific scale of the functional areas; work with relevant agencies of Hung Yen province to agree on the location, scope and scale of the station; propose the Ministry of Transport to meet with the People's Committee of Hung Yen province (if necessary).

Regarding the adjustment of the function of Bac Hong station, it is necessary to analyze and clarify the effectiveness of the location of the railway industrial development facility in the hub area, determine the specific scale, and evaluate the feasibility of the land fund to make appropriate proposals.

Regarding the plan to jointly operate 1,435mm gauge national passenger trains with urban trains on the Yen Vien - Ngoc Hoi and Gia Lam - Lac Dao sections, the Deputy Minister of Transport requested coordination with relevant agencies of the Hanoi People's Committee to study the principle of maximizing the efficiency of the invested urban railway infrastructure, creating convenience for passengers to move to the center.

Proposal to increase "huge" capital at the Project to Upgrade and Restore the Landscape of Than Tho Lake Tourist Area

Lam Dong Province Department of Construction has just commented on the proposed adjustment of the Project to Upgrade and Restore the Landscape of Than Tho Lake Tourist Area (invested by Thuy Duong Company Limited).

Than Tho Lake tourist area
A corner of Than Tho Lake tourist area, Da Lat, Lam Dong province.

According to the document requesting adjustment of the investment project, Thuy Duong Company Limited proposed to adjust the objective of the Project to Upgrade and Restore the Landscape of Than Tho Lake Tourist Area from "upgrading and restoring the landscape of the scenic relic area, using it for the purpose of organizing outdoor sightseeing and entertainment activities" to "upgrading and restoring the landscape of Than Tho Lake Tourist Area, using it for the purpose of organizing outdoor sightseeing and entertainment activities; forming an international and regional-scale tourist area, imbued with national identity, suitable for the flower and light festival space typical of Da Lat; investing in the construction of urban resort works, sightseeing and entertainment, ... to serve domestic and international tourists to stay, visit and relax".

According to the Department of Construction of Lam Dong Province, based on the project of adjusting the general planning of Da Lat city and the surrounding area until 2030, with a vision to 2050 (approved by the Prime Minister in Decision No. 704/QD-TTg dated May 12, 2014), the area with an area of about 39 hectares is identified as land for landscape park and water surface (lake lake), oriented as a large urban landscape, which is a large urban landscape, the famous urban landscape is connected to the landscape of the urban landscape, the famous urban landscape is connected to the landscape of the urban landscape, the famous landscape of the urban landscape is connected to the landscape of the urban landscape for the name of the urban landscape, the famous urban landscape is connected to the landscape of the urban landscape, the famous landscape of the urban landscase , big festival, preservation space, education and natural ecological sightseeing, display space, education and organizing cultural - artistic activities, space for sports events ”) is appropriate.

For the remaining area, there is an area of about 79 hectares (not yet allocated land) is determined to be green landscape land and mixed tourist land (oriented "high -class resort tourism" with high -class resort accommodation facilities). The language is consistent with the "resort resort" function orientation instead of "resort urban project".

According to the proposal to adjust the investment project, Thuy Duong Co., Ltd. proposed to adjust the project size of about 118 hectares, including 31.5 ha of area I (protecting monuments), 86.5 ha of area II (upgrading, embellishment, exploitation, etc.) including specific stages of implementation, but there is no contents of the project scale for areas with an area of about 39 hectares /10/2023 but not yet clearly defined the construction investment scale in the area of 39 ha.

Therefore, the Department of Construction proposes to supplement the investment in construction of the project project according to the approved detailed planning project;

For areas with an area of about 79 hectares (not yet allocated land), the Department of Construction of Lam Dong province said that there is no basis to consider the appropriateness because there is no detailed detailed plan.

Thuy Duong Co., Ltd proposed adjusting the total investment from VND 29,637,000,000 to VND 4,544,157,402,000, of which the preliminary determination of the total investment of works is determined by the provider of the provider is not suitable for the cost management as prescribed (Decree No. 10/2021/ND-CP of February 9, 2021 of the Government).

Regarding the technical infrastructure system, the current status of the area has the route of Xuan Huong lake (20m width) across the project center;

The plan to install a separate wastewater pipeline, connecting to the wastewater collection and treatment system in Da Lat city is appropriate, but the collection solution needs to meet the requirements of environmental protection as prescribed, absolutely do not let wastewater leak into the environment, especially in the lake water source.

According to the Department of Construction, the project of upgrading and restoring the landscape of the lake tourist area in the upstream area of the lake lake, so it is necessary to have solutions to protect and do not have emission activities causing water pollution.

Therefore, the Department of Construction suggested that the investor adds a high level, minimizing the leveling of natural terrain; the slope along the roads with vehicles runs guaranteed ≤10%; assessing the impact of climate change and updating the meteorological data in recent years. Dynamic in water regulation when necessary and environmental protection; contact the unit management units in the area (traffic, power supply, water supply, water drainage, information) to agree on the connection plan;

Regarding the project's ability to connect traffic to the surrounding areas, the plan to connect and connect technical infrastructure and social infrastructure, currently, the project of upgrading and restoring the landscape of the lake lake tourist area is only connected to the surrounding areas through Ho Xuan Huong route, the North leading the suburbs of Da Lat city (ward 11, 12) with low population density, low -level traffic volume.

However, the south of the route connected to the center of Da Lat city, when the number of tourists and vehicles increased and entered the city center, it would increase the pressure on the transportation system and urban infrastructure.

The current status of the transportation system and urban infrastructure of Da Lat city is showing signs of overload, not meeting the urban development speed (in recent years, some local traffic congestion points appear, some local flooded points).

However, the authorities have also had many solutions (such as expanding roads, building ring roads, opening new inner -city roads, installing signal lights, dividing traffic flow, expanding canals, improving air -conditioning lakes, etc.); Landscape of Lake Lake Tourist Area).
