North-South high-speed railway to start construction before December 31, 2026

The Government has just issued Resolution No. 106/2025 on the implementation plan of Resolution No. 172/2024 dated November 30, 2024 of the National Assembly , on the project investment policy. North-South high-speed railway.

According to the resolution, the scale build North-South high-speed railway with a total length of over 1,540 km, design speed of 350 km/h, load capacity of 22.5 tons/axle; 23 passenger stations, 5 freight stations; investment in vehicles and equipment to transport passengers; meeting dual-use requirements for national defense and security, and being able to transport goods when necessary.

Regarding project implementation, the resolution clearly states: Ministry of Construction is the governing body, coordinating with relevant ministries, branches and localities, organizing the preparation and submission to the Prime Minister for approval of the project and organizing its implementation to meet the required schedule.

The overall expected progress of project implementation is according to Appendix II of this resolution, in which the milestones for implementing some main tasks and works are as follows:

Organization selects the contractor Consulting to conduct survey work, prepare Feasibility Study Report and perform related work, presentation Prime minister Feasibility study report in August 2026.

The State Appraisal Council appraises and submits to the Prime Minister for approval of the project's Feasibility Study Report in September 2026.

Localities and Vietnam Electricity Group shall carry out compensation, support, resettlement, and relocation of power lines affected by the project, basically completing before December 2026 to site handover for construction contractors.

Organize contractor selection for project implementation phase, signing contract and ensure conditions for construction to start before December 31, 2026.

Implement construction, purchase, and installation of equipment, basically complete the project and put it into operation. operate from 2035 according to Resolution No. 172/2024 of the National Assembly.

Regarding the urban development model following the orientation of public transport development (TOD) at high-speed railway stations, based on the location plan of high-speed railway stations in the area, localities proactively coordinate with the Ministry of Construction to urgently review and adjust the planning of the area surrounding the railway station. At the same time, adjust the planning, architecture, technical infrastructure, and social infrastructure indicators (if necessary) to implement the land exploitation project according to the TOD model.

Localities organize the establishment and approval of land exploitation projects according to the TOD model at high-speed railway stations.

Arrange local budget capital to implement independent public investment projects to carry out compensation, support, and resettlement work according to the planning of the area surrounding the railway station to create auctioned land funds for urban development.

Organization Land auction in the vicinity of the station Railways for urban development according to the law, to create budget sources for local and central reinvestment.

The North-South high-speed railway project with a total investment capital of more than 67 billion USD was approved by the National Assembly in November 2024. The project is expected to be completed in 2035 with state budget capital allocated in the medium-term public investment plan for about 12 years.

According to the approved policy, the National Assembly allows the project to apply 19 specific and special mechanisms and policies. Regarding the scale, a new double-track railway line, 1,435mm gauge, electrification, and a design speed of 350 km/h will be built. The North-South high-speed railway project has a total length of more than 1,540 km, starting in Hanoi (Ngoc Hoi station) and ending in Ho Chi Minh City (Thu Thiem station), passing through 20 provinces and cities.
