Le Thanh Tan Kien social housing project started after 5 years of waiting for obstacles to be resolved
After 5 years of pursuing legal procedures, Le Thanh Tan Kien social housing project of Le Thanh Company officially started construction.
On the morning of August 29, Le Thanh Construction Trading Company Limited held a groundbreaking ceremony for the Le Thanh Tan Kien social housing project in Tan Kien commune, Binh Chanh district, Ho Chi Minh City.
The project is built on a scale of 5 hectares, phase 1 covers 2.3 hectares, including: 4 blocks of 18-storey social housing apartments and 2 blocks of commercial services.
The project will be implemented from now until 2026. When completed, Le Thanh Tan Kien will provide the market with 1,445 social housing apartments under a 49-year lease, with an average area of 45 m2. up to 50 m2, suitable for the needs of low and middle income people.

Talking to the reporter of Investment Electronic Newspaper - Baodautu.vn , Mr. Le Huu Nghia, Director of Le Thanh Company said that the Le Thanh Tan Kien project is the passion of Le Thanh Company, with the desire to bring people the opportunity to have a place to settle down, contributing to solving the housing problem for low-income people in Ho Chi Minh City.
“This is a project that Le Thanh has been pursuing for a long time, taking almost 5 years to complete the legal procedures. This is also the only social housing project in Ho Chi Minh City to break ground in 2024,” he said.
According to Mr. Nghia, Ho Chi Minh City has Resolution 98/2023/QH15 on special mechanisms that have helped businesses make progress in developing social housing. The city is also applying Resolution 98 to remove difficulties for businesses and the Le Thanh Tan Kien social housing project is one of the projects that the city is interested in supporting to complete.
“In addition to this project, it is expected that in the next 4 months, the company's Le Thanh Tan Tao 2 project in Binh Tan district will have its legal procedures cleared to start construction,” said Mr. Le Huu Nghia, at the same time expecting that in the coming time, with the mechanisms in the new Laws that have just come into effect, especially the Housing Law, there are very good legal policies. This is a strong point for social housing projects to be promoted faster.
Mr. Le Hoang Chau, Chairman of the Ho Chi Minh City Real Estate Association, also assessed that if the City did not have Resolution 98/2023/QH15 , it would be very difficult for the Le Thanh Tan Kien social housing project to completely resolve the problems related to procedures for approving investment policies and adjusting the 1/2,000 scale zoning plan.
Speaking at the groundbreaking ceremony, Mr. Bui Xuan Cuong, Vice Chairman of Ho Chi Minh City People's Committee, highly appreciated the efforts and pursuit of the social segment of Le Thanh Company in recent times, contributing to solving the housing needs of people, especially low-income workers, helping people settle down and stabilize their lives.
Mr. Cuong said that the City is entering a new cycle when adjusting the general construction plan until 2040, with a vision to 2060. The City will focus on reviewing and adjusting plans, including plans for housing development. This will create new conditions to attract investors to develop housing.
According to Mr. Cuong, the City's goal by 2030 is to build nearly 70,000 social housing units. From now until April 30, 2025, the City will focus on removing difficulties and obstacles as well as completing procedures to be able to start construction on 5 to 6 more social housing projects with a scale of about 6,000 units.
In addition, in the coming time, the City People's Committee will coordinate with departments and branches to complete legal procedures and regulations on the development of commercial housing and social housing. At the same time, focus on removing difficulties and obstacles related to the renovation of old apartments, houses along and on canals. Especially, reforming administrative procedures to create favorable conditions for investors to participate.
“The new laws related to housing investment taking effect from August 1, along with Resolution 98/2023/QH15 , hopefully the City will enter a new development cycle, especially the real estate market,” said Mr. Cuong.
