The groundbreaking ceremony was attended by Prime Minister Pham Minh Chinh, Minister of Planning and Investment Nguyen Chi Dung, Minister of Transport Nguyen Van Thang, Minister of Health Dao Hong Lan, Secretary of Bac Ninh Provincial Party Committee Nguyen Anh Tuan, and leaders of central and local ministries and branches.
The provincial road investment project is an important project of Bac Ninh province to implement Resolution No. 43/2022/QH15 of the National Assembly and Resolution No. 11/NQ-CP dated January 30, 2022 of the Government on the Socio-economic Recovery and Development Program; approved by the People's Council of Bac Ninh province in the investment policy in Resolution No. 126/NQ-HDND dated June 15, 2022.
These routes have a total length of about 20 km, connecting the Northeastern region of Bac Ninh province with the national highway system in the area, creating a convenient traffic direction with the Hanoi capital region such as Bac Giang, Thai Nguyen provinces... The route meets the standards of a level 3 plain road, has 6 roundabout-shaped at-grade intersections and 1 road bridge over Cau River.
The project has a total budget of VND 1,496 billion, of which the central budget is VND 900 billion and the provincial budget is VND 596 billion. Directly implementing the project, Bac Ninh plans to complete all site clearance work in 2023, striving to simultaneously implement construction along the entire route by the end of 2023 and complete the project in 2025.
This project is expected to create a strong development momentum for Bac Ninh province, especially industrial parks in Yen Phong district and new urban areas, contributing positively to the process of recovery and socio-economic development of the province after the Covid-19 pandemic.

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh emphasized the importance of strategic infrastructure development - one of three strategic breakthroughs identified at the 13th Party Congress.
The Prime Minister emphasized that this task is even more important for provinces developing industry and striving to become centrally-run cities like Bac Ninh.
According to Prime Minister Pham Minh Chinh, the investment project of Bac Ninh provincial roads also helps to strengthen intra-provincial and regional connectivity, create new development space, new industrial parks, new urban areas, new service areas, create jobs and livelihoods for people. The Prime Minister also pointed out the task for Bac Ninh to become a satellite city of Hanoi, first of all, it must meet the requirements, contributing to solving the problems that the capital is overloaded with such as traffic, population, infrastructure, environment, etc.

Welcoming the leaders of Bac Ninh province for proactively building the project and resolutely and making efforts to implement the steps to start the project, the Prime Minister requested that the next step is for the province to focus on leading and directing this project; reviewing the work, focusing on completing site clearance, stabilizing people's lives and livelihoods, ensuring that people who give up their land for the project have new housing that is better than or equal to their old housing, etc.

On this occasion, the Prime Minister requested the province to urgently complete the work of establishing and submitting for approval the planning of Bac Ninh province according to the Law on Planning, exploit and maximize the new development space opened up by the project, develop the province in a green and sustainable direction, contributing to the successful implementation of the Politburo's resolutions on socio-economic development and ensuring national defense and security in the Red River Delta and on the direction and tasks of developing the capital Hanoi.
