The coordination program between the Committee for Ethnic Minorities and the Ministry of Science and Technology (MOST) in scientific research activities has recently achieved many positive results. Scientific research activities have effectively served the construction and implementation of ethnic policies, serving the socio-economic development in ethnic minority and mountainous areas.

Tan Hung Commune, Long Phu District, Soc Trang Province is the locality surveyed and selected to build a pilot model of a natural agricultural village adapting to climate change (CC), within the framework of the research topic: "Developing a natural agricultural village model adapting to climate change in ethnic minority and mountainous areas" chaired by the Vietnam Academy of Agriculture, the Committee for Ethnic Minorities is the management agency.
Tan Hung is located near Tran De estuary, heavily affected by drought and saltwater intrusion, especially in the dry season. This is also a commune with a high proportion of Khmer people, whose livelihoods mainly depend on rice cultivation and cattle and pig farming. Faced with drought and saltwater intrusion, local authorities at all levels have called for a change in crop structure and the application of new solutions and techniques in agriculture to gradually respond to climate change.
Based on the local situation and needs, the Vietnam Academy of Agriculture in collaboration with the Ethnic Minorities Committee of Soc Trang province and Can Tho University investigated, surveyed and designed a model of a Climate-Adaptive Agricultural Village (CSV model) focusing on KoKo and Tan Quy B hamlets in Tan Hung commune. The CSV model combines 8 climate-adaptive agricultural solutions (CSA) into 3 main activities: transferring techniques for growing gray oyster mushrooms using local resources, raising adaptive cattle and converting from rice to upland crops in the third crop.
According to the research team's assessment, after implementation, the CSV model was formed. In the livestock group, Khmer ethnic households were trained in beef cattle raising techniques, and practiced composting straw as feed for fattening beef cattle. Part of the waste is used as raw material for biogas tanks, the rest is sold to local earthworm farms. At the earthworm farm, finished earthworms are used as feed for black chickens, and earthworm bedding is collected as organic microbial fertilizer in rice and vegetable production, thereby closing the cycle right in the locality.
In mushroom growing activities, we also supported training costs and selected 03 households as demonstration sites. The finished mushrooms were consumed locally right after the first plantings. The product is also in high demand locally because there are many vegetarians here. Mushroom growing is relatively suitable for families with few workers, and the elderly contribute to creating jobs on the spot.
In an effort to convert to dryland crops, the project also introduces techniques for growing dryland crops that are potential alternatives to the third crop and are suitable for the farming characteristics of the Khmer people. Some potential crops identified are beetroot, lotus and watermelon. People are also trained to connect with the market and learn from natural business models.
The implementation of a number of provincial-level science and technology tasks in Gia Lai in the social and humanistic fields has been highly applicable to the work of preserving ethnic minority cultural values and contributing to tourism development, improving the livelihoods and socio-economic life of ethnic minority areas. In April 2024, the inspection team of the Committee for Ethnic Minorities visited and worked directly with households demonstrating the model, worked with local authorities and the project implementation team to acknowledge the initial positive results from the model. The team also discussed with the project implementation team, supported to remove difficulties to continue the next activities, towards official acceptance.
In Tuyen Quang province, in the period of 2021-2023, over 80 science and technology topics and projects have been implemented, including 74 provincial-level topics and projects; 11 projects under the Central Rural and Mountainous Areas Program; 03 national-level topics and projects; 01 project under the Intellectual Property Development Program. Topics and projects focus on applying technical advances and effectively exploiting the province's potential advantages; serving the development of agricultural and forestry commodity production, focusing on key products and specialty products that ensure standards, quality, and high added value associated with new rural construction; scientific research in the field of ethnic affairs; Research and develop socio-economic development models in ethnic minority and mountainous areas as a basis for advising local Party committees and authorities to direct and implement mechanisms, policies, tasks and solutions in the field of ethnic affairs to serve socio-economic development in ethnic minority and mountainous areas in the period 2021-2030.
Some typical topics focus on researching the folk knowledge of some ethnic minorities in the province such as Tay, Dao, Pa Then, San Diu... to serve the socio-economic development of ethnic minority areas associated with sustainable tourism development of the province, such as: "Preserving and promoting the traditional cultural values of the Pa Then ethnic group associated with tourism development in Linh Phu commune, Chiem Hoa district, Tuyen Quang province"; "Researching and exploiting local knowledge of some ethnic minorities associated with preserving and promoting the value of intangible cultural heritage to serve sustainable tourism development in Tuyen Quang province" ...; "Application of science and technology to build a model of raising black chickens of the Mong ethnic group (breeding and commercial) associated with processing and developing into OCOP products in Na Hang district, Tuyen Quang province"...
In Hoa Binh province, the Department of Science and Technology increases information on new scientific and technological research results related to ethnic work, economic models that can be applied in ethnic minority areas and areas with special difficulties so that the Ethnic Committee can direct ethnic work in districts and cities, and guide communes to integrate ethnic policy capital sources into the application of scientific and technological advances in production development in ethnic minority areas.
In the period of 2021-2023, the province will implement a number of science and technology topics and projects, notably in 2023, the project "Application of information technology to support ethnic minorities in socio-economic development and ensuring security and order in Hoa Binh province" will be implemented with the following specific objectives: clarifying the theoretical basis, practical basis and lessons learned on the application of information technology in ethnic minority areas; assessing the current status of information technology application to support ethnic minorities in socio-economic development and ensuring security and order in Hoa Binh province; analyzing factors affecting the application of information technology to support ethnic minorities in socio-economic development and ensuring security and order in the province; proposing solutions to enhance the application of information technology to support ethnic minorities in socio-economic development and ensuring security and order in Hoa Binh province.
In Gia Lai province, the results of the coordination program between the Department of Science and Technology and the Ethnic Minorities Committee are clearly demonstrated through the application of science and technology to develop production and improve the lives of ethnic minorities as a result of national science and technology tasks under the Program to support the application and transfer of scientific and technological advances to promote socio-economic development in rural mountainous areas and ethnic minority areas in the period 2016-2025 and provincial-level scientific tasks. That is to implement 14 projects under the Program to support the application and transfer of scientific and technological advances to promote socio-economic development in rural, mountainous and ethnic minority areas in the period of 2016-2025, of which 04 projects managed by the Central Government have been accepted (for example: applying scientific and technological advances to build specialized citrus growing areas according to VietGAP in Chu Puh district, Gia Lai province; Building a model of applying water-saving irrigation technology for coffee and pepper trees in ethnic minority areas, Gia Lai province...).
At the same time, 03 projects authorized for local management have been recognized by the Provincial People's Committee for their results (Application of science and technology to build a socio-economic development model in the extremely disadvantaged commune of Ayun, Chu Se district, Gia Lai province; Building a model of applying scientific and technological advances to develop coffee, pepper and avocado in Chu Prong district, Gia Lai province; Application of scientific and technological advances in the production of some agricultural crops in Dak Po district, Gia Lai province).
Along with that, implementing a number of provincial-level science and technology tasks in the social and humanistic fields with high applicability to the work of preserving ethnic minority cultural values and contributing to tourism development, improving livelihoods and socio-economic life in ethnic minority areas such as: "Current situation and solutions to build a core force of oral propaganda at the grassroots level in Gia Lai province", "Collecting, researching and developing folk dance art of Ba Na and Jrai ethnic groups in Gia Lai province associated with tourism development", "Collecting and translating prayers in traditional ceremonies of Ba Na and Jrai ethnic groups in Gia Lai province"...
Besides, the province has applied scientific research results as a source of documents to implement contents related to the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period...
In Kien Giang province, to promote the potential and strengths of ethnic minority areas, many scientific research results have been transferred and applied to agricultural production, helping to reduce investment costs, contributing to increasing profits and bringing high economic efficiency. Of the 254 topics and projects that have been and are being implemented in the province, about 4% of the topics and projects are directly implemented for ethnic minority areas in the province, the remaining topics and projects also have a significant contribution to improving production activities, increasing efficiency and product quality for ethnic minority people.
Through scientific research and technological development activities, especially models of applying science and technology in practice, ethnic minorities have improved their techniques and production levels, increased efficiency, and improved their lives. Topics and projects are mainly implemented in the fields of agriculture and social sciences. The agricultural sector mainly focuses on perfecting technical processes for producing high-quality rice varieties and rice; effective agricultural production models are transferred to ethnic minority people. The social sector focuses on researching and finding solutions to preserve and promote the value of historical and cultural relics of ethnic minorities; and finding solutions to promote the role of prestigious people in the ethnic minority community.
In addition, the Ethnic Minorities Committee and the Department of Science and Technology of other localities have also proactively coordinated well in advising, proposing and organizing the implementation of scientific and technological topics and tasks related to the development and implementation of ethnic policies in localities such as: Bac Giang, Quang Ninh, Phu Tho, Khanh Hoa, Can Tho, Binh Phuoc, Kon Tum, Phu Yen...
The Ethnic Minority Committee and the Department of Science and Technology of localities have also closely coordinated and effectively advised the Provincial People's Committee in developing, promulgating and implementing mechanisms and policies to encourage and support the application of science and technology, integrating them into the implementation of support policies, building new production models; organizing research to discover and select effective production models for the community and people to visit, learn, exchange experiences... creating a very positive spillover effect, thereby increasing the practical application of science and technology research in the field of ethnic affairs and implementation of ethnic policies.
