Science and technology are the foundation and driving force for the development of Da Nang city - Part 2: Improving the quality of human resources in science and technology

In the context of the 4th industrial revolution and the development requirements of the city entering a new era, the use of scientific and technological intellectual human resources is extremely important. This is also the core content mentioned in Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation.

Focus on developing high quality human resources

According to the Department of Science and Technology, Da Nang currently has 12 universities, institutes and training faculties under Da Nang University, research institutes, training facilities, and training partnerships with universities outside the city.

Among these, Danang University has the largest number of intellectuals with more than 2,566 staff and employees (142 professors and associate professors, 792 PhDs, 1,074 masters). The proportion of lecturers with a PhD or higher is more than 48.24% (high compared to the national average of about 33%). Next is Duy Tan University with more than 1,000 staff and employees, including more than 50 professors and associate professors, 170 PhDs and 470 masters. Most of the lecturers of the schools have studied and researched at prestigious universities in the world, have the mindset, skills and capacity to work in an international environment.

The number of cadres, civil servants and public employees in Da Nang with a university degree or higher accounts for nearly 80% (more than 60 PhDs and more than 2,400 masters). The cadres in the four high-tech sectors have recently received attention from leaders at all levels for training, especially in the two fields of information technology and biotechnology, most of whom are young cadres. At the same time, the intellectual force is also widely distributed in enterprises (more than 143,000 people)... In addition, there are experts who are Vietnamese intellectuals abroad who are cooperating with agencies and units in Da Nang. In addition, the City's Union of Science and Technology Associations has 32 member associations with nearly 160,000 members participating in consulting, criticism and social appraisal activities.

Mr. Le Duc Vien, Director of the Department of Science and Technology, said that the city regularly reviews, supplements, and perfects mechanisms and policies, creating an open legal corridor to promote the potential and creative thinking of intellectuals, encouraging intellectuals to participate in the cause of building and developing the city. Da Nang also invests in infrastructure, renovating headquarters and equipment, improving capacity, serving the State management of science and technology such as: establishing and investing in the Center for Biotechnology, Center for Supporting Innovative Startups... The city is promoting the establishment of the National Center for Supporting Innovative Startups in Da Nang; creating a favorable working environment and planning a reasonable team of highly qualified staff, meeting the needs of management and implementation of scientific and technological tasks in the new period.

Focus on incubation and training human resources

As the leading university of science and technology in the Central Highlands region, the University of Technology (University of Danang) has been implementing many solutions to ensure the scale and quality of training high-quality human resources in the field of science and technology. Associate Professor, Dr. Nguyen Huu Hieu, Rector of the University of Technology, said that the school has a rate of lecturers with doctoral degrees or higher of 67.43% (the highest in the University of Danang).

Regarding training, the school opens training majors and specialties in line with the country's development orientation such as Microcircuit Design (Electronic Engineering) in 2024 and plans to open more majors such as Energy Management (Thermal Engineering), Railway - Metro Construction (Transportation Engineering) in 2025. In particular, the school focuses on developing interdisciplinary STEM human resources to meet the human resource needs in the current era of the 4th industrial revolution.

“Resolution No. 57-NQ/TW will positively impact the creativity and potential of lecturers and scientists at higher education institutions through many aspects. Specifically, the resolution helps promote investment and flexible financial mechanisms, with universities accessing more abundant funding for innovative projects and reducing administrative barriers in project management, creating conditions for lecturers to proactively propose ideas and conduct research.

In training and human resource development, the resolution helps promote postgraduate training, foster interdisciplinary research skills, digital technology and creative startups; encourage Vietnamese scientists abroad and international experts to participate in teaching and research.

In addition, the resolution also encourages innovation through incentive mechanisms and the building of a culture of innovation; at the same time, it expands multilateral cooperation in university-enterprise linkages and international integration. Thereby, lecturers and scientists have better conditions to innovate and contribute to the development of national science and innovation," said Associate Professor, Dr. Nguyen Huu Hieu.

Meanwhile, Songhan Incubator (SHi) has been a pioneer in creating and contributing to the formation of a dynamic and quality innovative startup ecosystem in Da Nang and the Central region over the past 8 years. To date, the center has incubated more than 70 startup projects and advised and consulted dozens of businesses.

SHi implements many activities to promote the startup ecosystem such as: cooperating with components of the startup ecosystem (government, universities, startup support organizations) to organize startup activities; supporting universities; organizing acceleration activities and advising startup projects...

Mr. Ly Dinh Quan, General Director of SHi, shared that leading businesses and startups to build strategies and plans that are suitable for the market, build operating systems, create new products, new services, and new business models. SHi continues to connect and support comprehensive resources for businesses from accessing investment capital, support policies, specialized experts, market development partners, technology partners, personnel search, brand building, etc.

“According to Action Program No. 43-CTr/TU dated February 14, 2025 of the Da Nang City Party Committee on implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, the city will develop mechanisms and policies to attract, employ and retain scientists, experts and talented people to contribute to the city. In addition, it will organize, train, foster, train and improve the quality of civil servants, public employees, workers as well as high-quality human resources of the city related to science and technology, innovation and digital transformation.

The program also assigned Danang University and universities in the city to develop plans and training programs related to science and technology, innovation and digital transformation; focusing on some important fields such as semiconductors, artificial intelligence, blockchain technology, automation technology, etc. Thereby, ensuring high-quality human resources, especially in fields where the city has potential and strengths for development in the coming time," said Mr. Le Duc Vien.
