Science and technology are the foundation and driving force for the development of Da Nang city.

Implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, Da Nang is accelerating the process of digital transformation, applying science, technology and innovation in all fields; at the same time, identifying this as a top important breakthrough, the main driving force for the city's socio-economic development.

Lesson 1: Increase investment, improve infrastructure

Resolution No. 57-NQ/TW emphasizes that infrastructure is one of the key and core areas that need to be completed and taken one step ahead. Developing infrastructure, especially digital infrastructure and digital technology, is based on the principle of “modernity, synchronization, security, safety, efficiency, and avoiding waste”. Recognizing the importance of infrastructure, Da Nang city has been increasing investment to develop science and technology.

Development of telecommunications and information technology infrastructure

According to data from the i-Speed ​​Internet access speed measurement platform of the Vietnam Internet Center (Ministry of Information and Communications, now the Ministry of Science and Technology) announced in early February 2025, Da Nang continues to lead the country with an average mobile broadband network speed of 95.81 Mbps, maintaining the top position for 8 consecutive months. To achieve the above results, the city has set up 2,577 mobile base stations in the area, ensuring 4G mobile coverage to 100% of residential areas in the area and fixed broadband fiber optic cable coverage to 100% of residential areas. Currently, the city continues to deploy 5G and has 266 commercial stations in the area concentrated in the central area, tourist areas, covering 15/56 wards and communes.

Da Nang has a submarine optical cable station landing in Hoa Hai ward (Ngu Hanh Son district) with 2 optical cable lines SMW and APG, with a total current capacity of 55.132Tb/s, accounting for 14.37% of the total capacity of 8 submarine optical cable lines in Vietnam, which can be expanded to reach a capacity of 40% for Vietnam's international connections. In particular, the international optical cable station and the international submarine optical cable landing in Da Nang are being invested in by the Military Industry - Telecommunications Group, with a cable bandwidth of 90Tbps, which will be started in the first quarter of 2025. This is an important infrastructure to form a digital transformation center of the ASEAN region. Currently, the city has built an urban network (MAN) with a total length of 450km of underground optical cable, connecting 191 agencies, units and organizations. The city has a public wifi system with a total of 344 devices from Da Nang wifi and 1,000 devices from socialized investment enterprises.

Regarding data infrastructure, the new Da Nang Data Center has been upgraded and expanded on a cloud computing platform, with an additional investment of 17 servers, increasing the total storage capacity of the center to about 300TB, serving the processing of smart applications and rapid expansion, ensuring e-government operating resources, equipped with specialized information security systems such as firewalls, IDS/IPS devices, load balancing. Regarding data centers operated by enterprises: VNPT Data Center with a floor area of ^​​800m2 , arranged with 100 racks - storage devices and management of electronic devices at data centers; CMC Data Center with a floor area ^{of ​​200m2} , 11 racks; Viettel Data Center with 100 racks; FPT Data Center...

The two centers VNPT and CMC have achieved Tier-III standards for design, operation, and management of a data center's infrastructure. In particular, the IDC Da Nang Data Center with a scale of 1,000 racks and a load capacity of 18 MW of International Data Center Joint Stock Company has been approved for investment in principle by the end of 2024, initially forming a regional data center and a regional data center in Da Nang.

To develop data infrastructure, the city has completed a low-energy Internet of Things (Lora system) connection system with 20 transceiver stations. The city's public service portal has connected and integrated 1,381 online public services onto the National Public Service Portal. The city has deployed 94% of level 3 online public services, full-process, of which 100% of eligible online public services have been deployed at the full-process level.

The city has nearly 260,000 electronic citizen accounts created with a personal data warehouse. The city expands the Shared Data Warehouse with the ability to collect and process camera data, Internet of Things (IoT), sensors, social networks, etc. to share with sectors and localities for use in directing, operating, and providing better services to the people.

Promote key projects

On January 16, 2025, the city held the opening ceremony of Da Nang Software Park No. 2 and put into use the ICT1 building with 8 floors, a total floor area of ​​over 39,000m2, an exploitation area of ​​21,000m2, in which priority is given to strategic partners, strategic investors, small businesses, innovative businesses in the field of semiconductors and artificial intelligence.

At the 22nd session (special session) in mid-February 2025, the City People's Council agreed on the policy of putting into early exploitation the information infrastructure of Da Nang Software Park No. 2 (for completed construction items).

With the early exploitation of Danang Software Park No. 2 and 3 concentrated information technology zones recognized by the Government (Danang Software Park, Danang Concentrated Information Technology Zone - Phase 1, FPT Office Complex), the city's science and technology infrastructure basically meets investors' requirements.

Currently, the city government is actively implementing procedures to soon form 3 new information technology zones: the creative space project in Hoa Xuan ward, Cam Le district with an area of ​​17.3 hectares (investment policy has been approved); Viettel Da Nang building in Hoa Cuong Bac ward, Hai Chau district with an area of ​​1.07 hectares (expected to start construction in the second quarter of 2025); Da Nang Bay Information Technology Park in Hoa Minh ward, Lien Chieu district with an area of ​​3.5 hectares (investment policy is being implemented).

In addition to the concentrated information technology zones, the city continues to prioritize investment resources to develop the High-Tech Zone according to Decision No. 4621/QD-UBND dated October 14, 2019 of the City People's Committee on approving the Master Plan for the Development of Da Nang High-Tech Zone to 2030 and Decision No. 129/QD-UBND dated January 18, 2023 of the City People's Committee on approving the project of the Program to link Da Nang High-Tech Zone with enterprises in industrial parks and economic zones in the Central region for the period 2021-2025, with a vision to 2030. Accordingly, the city continues to transfer technology at the High-Tech Zone, including factory block No. 1 of the High-Tech Incubation Center (Research and Development Zone).

Mr. Tran Van Ty, Deputy Head of the Management Board of the High-Tech Park and Industrial Parks, said that in 2025, the management board will apply the BIM information model in state management, and at the same time complete the regulations on incubation management and support for incubation projects at the High-Tech Park. Thereby effectively exploiting the infrastructure to promote the development of science and technology.

The city continues to invest in and upgrade information technology and communications infrastructure to serve digital government such as: Smart City Monitoring and Operation Center (IOC), Specialized Monitoring Center; City Data Center, Information Security Monitoring System (SOC), City Metropolitan Area Network (MAN), terminals and internal networks of agencies (LAN)...

Mr. Le Son Phong, Deputy Director of the Department of Information and Communications, said that according to Plan No. 229/KH-UBND dated November 14, 2024 of the City People's Committee on implementing digital transformation tasks in the area, in 2025, the city will deploy a City Data Center to serve digital transformation in the direction of using cloud computing technology according to a set of criteria and technical indicators of cloud computing platform serving e-Government. In addition, the Plan for developing digital infrastructure in Da Nang city for the period 2025-2030 will be deployed, in which the key tasks are to deploy a 5G network to ensure coverage for industrial parks and High-Tech Parks; build a 5G Private model for smart manufacturing.
