On December 4th, Prime Minister Pham Minh Chinh chaired a Government conference to review and implement Resolution No. 18-NQ/TW of the 12th Central Committee of the Communist Party of Vietnam on "Some issues concerning the continued reform and restructuring of the organizational apparatus of the political system to be streamlined, effective, and efficient." The Prime Minister requested that political and ideological work be carried out effectively, and that policies for cadres, civil servants, public employees, and workers be ensured during the restructuring and streamlining of the organizational apparatus.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that streamlining the administrative apparatus is a difficult, even very difficult, task, but it is unavoidable and must be done no matter how difficult. The current apparatus is cumbersome, with many intermediate levels and administrative layers, leading to many bottlenecks in work.
The Prime Minister requested that ministers and heads of agencies uphold a sense of responsibility, working together with Party committees and agencies under their respective ministries and sectors to thoroughly understand and effectively implement the plan, ensuring a scientific approach with appropriate and effective steps and timelines.
According to the Prime Minister, this restructuring and streamlining of the government apparatus must be linked to promoting the individual responsibility of each member of the Government, ministers, heads of agencies, and individual leaders of agencies; linked to downsizing the workforce, restructuring and improving the quality of the contingent of cadres, civil servants, and public employees; linked to selecting the right and appropriate cadres; promoting the individual responsibility of each person for their assigned tasks; improving the effectiveness and efficiency of operations; and placing the common good above all else. "The Party has directed, the Government has agreed, the National Assembly has concurred, and the people support it, so we should only discuss and proceed, not retreat," the Prime Minister stated.
Based on that, the Prime Minister requested that ministries, sectors, and agencies thoroughly understand the directives of the Central Steering Committee and the Government Steering Committee, and promptly establish steering committees with working groups within their respective ministries and sectors to organize the review of Resolution 18 and promote proactiveness in restructuring according to the Central Committee's roadmap and general guidelines. Ministers should dedicate time and focus on leading and directing this work effectively, while maximizing their individual functions, duties, powers, and responsibilities.
Based on the directives of the Central Steering Committee and the Government Steering Committee, the Prime Minister requested the Ministry of Interior to develop a specific plan with clear dates and times for implementation by ministries and agencies. In addition, ministries and agencies should coordinate with the Ministry of Interior to resolve any arising issues and immediately report any issues beyond their authority.
Specifically, the Prime Minister instructed the Deputy Prime Ministers, according to their assigned fields, to proactively work with ministries and agencies to implement and regularly monitor the work. The Government's Steering Committee meets weekly to implement the work, monitor the situation, and resolve any difficulties.
Regarding the plan for streamlining the administrative apparatus, the Prime Minister instructed that it should closely adhere to Resolution 18 and the directives of the Central Steering Committee. The Prime Minister clarified that the overall goal is to complete the early establishment of the functions, tasks, powers, and organizational structure of each agency in a suitable, efficient, and streamlined manner, utilizing a more skilled workforce. The plan also includes organizing multi-sectoral and multi-field ministries, reducing intermediate steps, and essentially ending the model of general departments directly under ministries. The chosen names for ministries and agencies should be concise, comprehensive in function and task, and reflect historical continuity, especially for merged ministries.
Regarding state-owned corporations and enterprises, the Prime Minister stated that it is necessary to summarize and promote successful models, research and select suitable models to effectively manage capital, develop state capital, and focus on investment, evaluating the performance of state-owned enterprises based on overall efficiency.
The Prime Minister also noted the importance of effectively carrying out political and ideological work, ensuring policies for officials, civil servants, and employees when implementing organizational restructuring and personnel reduction. He emphasized the need to review legal documents to avoid legal loopholes and develop plans so that work can begin immediately after the restructuring is complete. "We must promote the sense of responsibility of ministers and heads of agencies. If the leaders set a good example, their subordinates will trust them and this spirit will spread throughout all agencies, for the common good, the national interest," the Prime Minister stressed.
On December 4th, the 17th Executive Committee of the Hanoi City Party Committee held its 20th meeting to review and disseminate many important contents. Speaking at the meeting, regarding the draft work program for 2025 of the City Party Committee and the Standing Committee of the City Party Committee, Ms. Bui Thi Minh Hoai – Member of the Political Bureau and Secretary of the Hanoi City Party Committee – stated that in December and early 2025, the City Party Committee will focus its leadership with the highest determination to summarize and streamline the organizational structure for effective and efficient operation, in accordance with the directives of the Central Committee and General Secretary To Lam.
