Promoting exemplary role

Cao Binh is the most remote and disadvantaged hamlet in Hung My commune. Previously, getting to Cao Binh required climbing mountains and traveling by motorbike. But now, concrete roads stretch from the beginning of the hamlet to every house.

The Party Secretary and Head of Cao Binh village, Mr. Ly Tien Thang, shared: "We recognized that 'hardening' the roads would contribute to promoting the restructuring of the agricultural and rural economy, and increasing trade. Therefore, the village identified the new rural development program as a 'golden opportunity' for Cao Binh to make a breakthrough and harden rural roads. Based on the Party branch's resolution, the village began implementing, publicizing, and mobilizing people to contribute money and labor to harden the roads. However, due to the high contribution costs and the large area of ​​land to be cleared, Cao Binh faced many difficulties. In addition to publicizing at village meetings and through daily loudspeakers, the Party branch directed the Front Committee and political and social organizations to publicize and mobilize members through their meetings. In particular, the Party branch emphasized the role and responsibility of the leaders; and the pioneering and exemplary spirit of the cadres and Party members." Accordingly, cadres and Party members were the pioneers in contributing money, donating land, and providing labor; poor and disadvantaged households would contribute in installments. Through this approach, in three years, Cao Binh village mobilized the people's efforts to concrete over 3 km of internal village roads and alleyways.

Mr. Ma Van Sanh's family, one of the households actively donating land, labor, and resources to pave village roads with concrete in Cao Binh, happily said: "When the policy is right, benefits the people, and officials and Party members set an example by leading the way, we cannot help but follow. My family has donated more than 500 square meters of garden and rice field land for the road without demanding any compensation."

The day we arrived in Cao Binh coincided with the time when the Party Committee, People's Committee, and political organizations of Hung My commune came to the village to help the people pave the roads with concrete. We learned that this is a regular activity of the Party Committee, government, and political organizations and agencies implementing the "Three Together" principle with the people. According to Comrade Ma Van Ty, Deputy Secretary of the Party Committee of the commune, in parallel with the propaganda and mobilization of cadres, Party members, and people to utilize their internal resources to complete the infrastructure for building new rural areas, the commune's Party Committee has directed political and social organizations to go to the grassroots level on weekends to support the village in building new rural areas.

With sweat dripping from his face, Mr. Ty spread out his dirty, blistered, and reddened hands and said with a smile, "I was mixing mortar this morning! When officials come down to the village for community work, you have to work; you can't play around."

According to a report by the People's Committee of Hung My commune, implementing the motto "The people do the work, the State supports it," from 2011 to 2022, Hung My commune has concreted over 7 km of commune-level main roads and over 38 km of village, hamlet, and field roads. This achievement is due to the effective work of the Party committees at all levels, the commune government, and the village-level mass mobilization teams. In particular, the Party committees at all levels have promoted the role and responsibility of the leaders; and the pioneering and exemplary spirit of the cadres and Party members. As a result, unity and consensus have been fostered among Party branches, Party members, and the people during the road construction process.

Transforming from awareness to action

The changes in awareness and actions of cadres, Party members, and people in the area in learning and following Uncle Ho's teachings have made a significant contribution to the successful implementation of grassroots political tasks, especially the new rural development program, shared Ma Van Ty, Deputy Secretary of the Party Committee of Ma Van Ty commune.

Each year, the Party Committee selects study topics appropriate to the local situation. At the same time, it requires cadres and Party members to register specific models and tasks to follow. This fosters unity and cohesion within the Party, and brings about a clear transformation in the working style and methods of the political system. Cadres and Party members promote the role of "setting an example," "matching words with actions," and staying close to the people.

The study and emulation of President Ho Chi Minh's ideology, ethics, and style in the villages are linked to the new rural development movement and the effort to escape poverty. For example, in Hung Dung village, the people united to eliminate temporary and dilapidated houses and clean up village roads and alleys; in Bau and Rom villages, they transformed the structure of crops and livestock; in Nam Kep, Hung Tien, Hung Cuong, and Dinh villages, they concreted roads, built political systems, and developed economic models...

According to Ly Thi Xuan, Deputy Secretary of the Party Branch and Head of the Fatherland Front Committee of Hung Dung village: "For policies and guidelines to be implemented effectively and create consensus among the people, the Party branch committee and the village development committee must first be united, and cadres and Party members must set a good example." In the three years from 2020 to 2022, the village mobilized the people to collect and process over 3.2 tons of waste, made 2,700 eco-bricks for building flowerbeds, gardens, and fences; and demolished four dilapidated houses. Ms. Xuan's family was one of the first households in Hung Dung village to buy a car to serve their business and develop their family economy...

In the economic field, many exemplary cases have emerged of converting inefficient crop land to livestock farming. A prime example is Luong Hai Tuyen, the Party Secretary of Nam Kep village. Initially, he only raised 5 buffaloes for fattening, but now his family has expanded to over 20 buffaloes and cows. He also gathered 7 buffalo and cow farming households in the area to establish the Thanh Cong Agricultural and Forestry Cooperative in Hung My commune, linking with cooperatives throughout the province to achieve high economic efficiency and stable output. Examples like Mr. Tuyen have created a vibrant atmosphere of competition, promoting local economic development. To date, the average per capita income in Hung My commune is 43 million VND/person/year, and the poverty rate has decreased to 11.48%.

Hung My today has undergone many changes, from roads, schools, and health stations to the appearance of its villages. The commune shortened the process of achieving its goals by 8 years compared to the plan. The efforts of the cadres, Party members, and people are clear evidence of the strength of the spirit of national unity, just as President Ho Chi Minh advised, "Even the most difficult tasks can be accomplished with the people's support."
