"Skillful" maneuvering leads to greater success.

Over the years, effective "people mobilization" models in building new rural areas in Vinh Linh district have made positive progress, contributing to changing the face of rural areas and improving people's lives. Thanks to skillful mobilization, many projects serving the people's needs and developing the local economy have been implemented, thereby changing people's awareness and encouraging them to actively participate in building a better life.

At over 80 years old, Mr. Nguyen Duc Co, from Tan An village, Hien Thanh commune, is still very sharp-minded. So when we asked about the Tan An village football field project, for which his family donated 150 square meters of land, he immediately led us to the site (a few hundred meters from his house) to continue the story.

Mr. and Mrs. Co belong to the near-poor household in the locality. Not living with their children, they take care of each other in their old age. When asked why, despite their modest circumstances, they generously donated land to the village, he smiled and said, "Money is always spent eventually. Besides, even if I sold that much land in the countryside, I wouldn't get much, but donating it to the village to expand the football field will leave a more lasting value." Mr. Co shared that he was born and raised in this village, so he always felt a deep connection to his homeland, and therefore, he participated in whatever way he could. When the village officials proposed donating land to expand the football field, he immediately agreed. "My house isn't far from the field, and in the afternoons, I can walk here to watch everyone practice, which is fun. The village is filled with laughter, making life even more joyful," Mr. Co said.

The construction and renovation of the Tan An village football field is a model of effective community mobilization that was commended in Vinh Linh district in 2024. Besides donating land, the villagers contributed over 86 million VND and 330 man-days of labor, divided into two phases. Mr. Le Van Sam, Head of the Tan An Village Front Committee, said: "Immediately after registering the model, the Party branch held a meeting with the villagers to gather opinions, and 100% of households agreed with the village's plan at the meeting. After the project was inaugurated in October 2024, Tan An village organized a women's football tournament. At this event, the villagers continued to contribute over 76 million VND to support the tournament's closing ceremony, with the remainder used to fund the teams' activities."

Many other projects in the area bear witness to the unity and solidarity of the people of Tan An village. Mr. Sam cited another example: the village's Community Learning Center. The State invested 240 million VND in this project, while the villagers contributed over 180 million VND to purchase interior equipment and pave the center's grounds with stone.

This village has also consistently ranked among the top in the commune and district's competitions for bright, green, clean, and beautiful residential areas for many years. At night, it resembles a miniature neighborhood with the main road brightly illuminated by LED lights. The village has encouraged residents along this road to hang LED lights on trees; during Tet (Lunar New Year), they hang New Year's poles ordered from the North.

This transformation not only brings joy to the people but also delights those who have left their hometowns and return home, as their homeland has been modernized. Mr. Sam affirmed: "Skillful people mobilization requires skillful and flexible work, not only skillful in speaking but also skillful in action." The criteria set by the village Party branch is that all plans must be transparent, open, serve the people, and bring spiritual benefits to them. As a result, the people are always united and trust the Party committee and the government, so any model launched receives high consensus.

In Vinh Giang commune, over the years, the Party Committee has consistently identified the "skillful mass mobilization" movement as a crucial task in improving the quality of mobilizing the people, gathering and uniting cadres, Party members, and the general public to participate in socio-economic development, maintaining security and order, and building national unity.

In 2024, the model of mobilizing people to donate land for the construction of rural roads in Tung Luat village was commended by the Vinh Linh District Party Committee as an outstanding model in the "Skilled People's Mobilization" emulation movement.

According to Nguyen Van An, Secretary of the Party Committee of Vinh Giang commune, the campaign to encourage people to donate land for rural road construction has contributed to bringing the new rural development movement in the commune to its goals early. To date, the commune's rural road system is basically complete. The previously muddy dirt roads have now been concreted and widened from 3-5 meters, enough for two lanes of cars.

“In 2024, 1 km of asphalt road from Tung Luat village to Tan An will be completed. This is the first asphalt road section in the commune, with 2 billion VND invested by the State and land donated by the people to expand the entire road,” Mr. An said.

According to Le Van Tan, Secretary of the Tung Luat Village Party Branch, over 1,600 square meters of land were donated to expand the rural road to 6 meters wide. The entire residential area demolished over 1,200 meters of solidly built fences and gates worth more than 1 billion VND. After the road was opened, in addition to the support from the village's management board, most families rebuilt their gates, fences, drainage ditches, and planted flowers and trees. The difficulty lies in the fact that many families had previously built solid structures, so the demolition resulted in significant economic losses for the residents.

“Previously, donating land for rural road construction was not uncommon, but for this project, the people were more affected economically. Initially, some families, while agreeing with the policy, were hoping for support from higher levels. These concerns were raised at a community meeting, and the Party branch explained them thoroughly, so the people understood and agreed immediately, without needing to go door-to-door to persuade them,” Mr. Tan shared.

According to the Party Secretary of Tung Luat village, this result was achieved thanks to the flexible application of various forms of local propaganda. Importantly, the Party committee and government helped the people understand their roles and benefits, thereby voluntarily donating land, contributing labor, and providing resources to create new roads. "With any successful model of people mobilization, the people's voluntary compliance speaks most clearly to the effectiveness of the model," Mr. Tan expressed.

In implementing the "Effective Mass Mobilization" emulation movement in 2024, Vinh Linh district has 70 registered models in grassroots Party organizations. Surveys show that many models operate effectively and have a wide-ranging impact.

Currently, the entire district has 221 "effective mass mobilization" models for the 2021-2025 period across various fields: 47 economic models, 82 socio-cultural models, and 8 national defense and security models. The "effective mass mobilization" emulation movement has made a significant contribution to the implementation of the local socio-economic development tasks, while also spreading positive values ​​and practices in the lives of the people.
