On the afternoon of April 4, Working Group No. 2 of the National Assembly Standing Committee's Supervisory Delegation, led by Mr. Nguyen Truong Giang, Deputy Chairman of the National Assembly's Law Committee, surveyed the implementation of policies and laws on ensuring traffic safety and order (TTATGT) from 2009 to the end of 2023 in Hoang Hoa district.

The delegation included comrades Mai Xuan Liem, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Mai Van Hai, member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation; representatives of member sectors of the Provincial Traffic Safety Committee and Hoang Hoa district.

Following the guidelines and directions of the province and the Provincial Traffic Safety Committee in the period of 2009-2023, Hoang Hoa district has actively implemented solutions to ensure traffic safety in the area. The District Traffic Safety Committee and its member units have done a good job of grasping the situation, proactively advising on many solutions to ensure traffic safety in order to control and reduce traffic accidents, stabilize the situation, and prevent traffic safety incidents from becoming prominent. In particular, the district has done a good job of clearing traffic safety corridors according to the Directive of the Government and the Provincial People's Committee on preventing encroachment on roadsides and sidewalks, ensuring traffic safety.

Resolutely control vehicle load, vehicles that arbitrarily convert into containers and strictly handle according to the provisions of law. Propaganda work is regularly carried out by Hoang Hoa district, with positive effects, and is supported by public opinion, all levels, sectors and the masses. The work of inspecting and urging communes and towns to implement traffic safety work is always of interest and carried out regularly, thereby promptly correcting and preventing violations.

However, from July 1, 2009 to December 31, 2023, there were 269 road traffic accidents in Hoang Hoa district; killing 184 people; injuring 134 people. The main causes were speeding, not keeping a safe distance, and using alcohol, beer, and stimulants while participating in traffic. The traffic safety situation in the district is still complicated, violations of traffic rules and road and railway traffic safety corridors still occur...

The work of propaganda and dissemination of legal education is not diverse and rich, the awareness of self-compliance with traffic safety of a part of the youth is still limited. Some communes and towns have not paid attention to the management of traffic safety corridors in the management area, and have not been determined in handling cases of re-encroachment of traffic safety corridors. A part of the people participating in traffic have not been highly aware of compliance, such as driving motorbikes and electric bicycles without helmets, speeding, driving on the wrong side of the road; using alcohol, beer... Traffic infrastructure has not yet met practical requirements, some routes are in the process of repair, expansion, upgrading... posing a potential risk of traffic accidents...

During the survey, the survey team members analyzed and clarified the contents of traffic safety work in Hoang Hoa district, especially the implementation of directives from superiors and investment in traffic infrastructure; coordination in handling traffic safety violations and handling "black spots" by functional forces to reduce the number of traffic accidents; management of electric vehicle operations in tourist areas...

Concluding the survey, Vice Chairman of the National Assembly's Committee on Law Nguyen Truong Giang highly appreciated the results of implementing policies and laws on traffic safety in Hoang Hoa district. At the same time, he requested the locality to clarify the difficulties and obstacles in implementing current laws in ensuring traffic safety. Along with that, Hoang Hoa district arranged and supplemented the road traffic signal system, overcame unreasonable traffic organization, and did not let "black spots" of traffic accidents form in the area. Additional funding was provided for traffic safety activities, especially in the propaganda and dissemination of legal knowledge on traffic safety for the people... Vice Chairman of the National Assembly's Committee on Law received recommendations and proposals from Hoang Hoa district in the process of implementing policies and laws on ensuring traffic safety and synthesized a report to the National Assembly.

At the same time, he requested Hoang Hoa district to synthesize, supplement and complete the contents of the report.
