Survey on perfecting the legal framework for United Nations peacekeeping operations

On April 14, the working delegation of the National Assembly's Committee on National Defense, Security and Foreign Affairs had a working session with the Ministry of Public Security's Standing Office on United Nations Peacekeeping, to serve the survey and preparation for reviewing the draft Law on Participation in United Nations Peacekeeping.

Reporting at the meeting, the representative of the Ministry of Public Security's Standing Office on United Nations Peacekeeping Operations (UNPKO) said that in recent times, the unit has proactively and actively advised and proposed the Central Public Security Party Committee and the Ministry of Public Security to effectively implement the Politburo's projects related to Vietnam's participation in UNPKO. At the same time, it has coordinated the implementation of the tasks of the Inter-sectoral Working Group on Vietnam's participation in UNPKO activities; gradually expanding the scale, area, form, and field of participation in UNPKO activities in 2025 and the following years.

The work of selecting officers and soldiers to ensure that human resources have sufficient professional capacity, political qualities, and meet the standards for participating in UN peacekeeping operations has been carried out systematically and effectively. Officers of the Ministry of Public Security when participating in the UN peacekeeping force have all completed their tasks excellently; ensuring good internal political security and absolute safety during their work at UN missions.

According to the representative of the Ministry of Public Security's Standing Office on UN peacekeeping, the fact that Vietnam in general and the Vietnamese Ministry of Public Security in particular have sent forces to participate in UN peacekeeping activities in recent times has brought about important and substantial contributions to the implementation of the foreign policy of the Party, State and Government .

This activity not only contributes to protecting the Fatherland early and from afar, but also affirms Vietnam's position, role and capacity in participating in handling major, complex global issues such as conflict resolution and maintaining a peaceful environment. At the same time, this is also a testament to the increasingly profound and effective contributions of the Vietnam People's Public Security Force (CAND) in the international arena.

The development of the Law on Participation in UN Peacekeeping Forces aims to perfect the legal framework for Vietnam's participation in UN peacekeeping activities; promptly institutionalize the Party's guidelines and policies, the Constitution, policies, laws of the State and international treaties to which Vietnam is a member. The development of the Law project also aims to overcome limitations and shortcomings in current regulations; improve the effectiveness of management, command, operation and implementation of peacekeeping tasks. At the same time, ensure reasonable policies and regimes for participating forces; simplify legal processes and procedures in the assignment, adjustment, extension of working terms, withdrawal of forces, especially forces in emergency cases and effectively handle arising issues in the area.

Speaking at the meeting, Lieutenant General Do Quang Thanh, Vice Chairman of the National Defense, Security and Foreign Affairs Committee, Head of the survey delegation, highly appreciated the achievements of the Public Security Forces in participating in the UN peacekeeping mission. According to Lieutenant General Do Quang Thanh, these results come from the awareness of responsibility and efforts in training, drills and exercises of officers and soldiers. He also shared the difficulties and challenges of the force in the process of carrying out the missions.

Lieutenant General Do Quang Thanh stated that the survey provided the Delegation with important and useful information to help the Committee complete the review and revision of the draft Law on Participation in the UN Peacekeeping Force. Thereby, it contributes to perfecting the legal system, creating the best legal corridor for performing tasks and participating in the UN Peacekeeping Force.
