Survey and assessment of economic development, urban, infrastructure, environmental resource protection in Hai An District and Hai Phong Port Joint Stock Company
(Haiphong.gov.vn) – On the morning of October 10, Survey Group No. 01 of the Socio-economic, National Defense - Security, Foreign Affairs Group led by Comrade Le Anh Quan, Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Committee, conducted a survey and assessment of the leadership and direction of economic development, urban areas, infrastructure, and environmental protection at the Hai An District Party Committee and the Hai Phong Port Joint Stock Company Party Committee. Also attending the meeting were leaders of relevant departments, agencies, localities, and units.
Implementing the Resolution of the 13th National Party Congress and the Resolution of the 16th National Party Congress of the City, Comrade Duong Dinh On, Deputy Secretary of the District Party Committee and Chairman of the People's Committee of Hai An District, said that the district has completed and exceeded 4/4 groups of targets with a total of 14/15 specific targets, reaching 93.3% of the Resolution. The economy in the district has developed dynamically, achieving a high growth rate compared to other districts and the city's average, the socio-economic infrastructure has many positive changes, creating a premise for rapid and sustainable development, specifically: the growth rate of economic sectors in the area in the period of 2021 - 2025 increased by an average of 30.89%/year, exceeding 2.88% compared to the target of the Resolution of the Congress for the term of 2021 - 2025; The growth rate of economic sectors managed by the district increased by an average of 25.6% per year, exceeding 2.83% compared to the target of the Resolution of the Congress for the 2021-2025 term. Budget collection has many positive changes, especially in 2022, Hai An district rose to become the top locality in terms of budget collection of the city; total state budget revenue in the area in the period of 2021-2025 reached over 14,000 billion VND, an average increase of 15.9% per year, exceeding 4,750.6 billion VND compared to the Resolution...
Hai An District has also completed 23 traffic works and completed a number of technical infrastructures, such as: Resettlement Project of 2.6 ha in Dong Hai 1 Ward; Resettlement Area of 9.2 ha in Thanh To Ward; completed 02 model roads; focused on resolving some existing problems in the field of land and environmental management... The above results have contributed to the rapid and comprehensive development of Hai An District, affirming the position and role of the district in the overall development of the city.
At the meeting, Hai An district proposed that the city soon direct the sectors to complete the adjustment of the planning of the Nga Nam - Cat Bi Airport New Urban Area Project to remove difficulties and obstacles for people using land in the planning area; soon have a roadmap to implement the Level Differential Intersection Project between Bui Vien Street and Le Hong Phong Street; deploy Lach Tray Ho Dong route, ensuring convenience for traffic and exploitation of urban land funds on both sides of the route....
Reporting at the meeting, comrade Pham Hong Minh, Party Secretary, Chairman of the Board of Directors of Hai Phong Port Joint Stock Company, said that the Party Committee of Hai Phong Port Joint Stock Company has focused on leading and directing the implementation of comprehensive tasks in all fields, the targets of output, revenue, profit, and average income of workers continue to maintain high growth compared to the Congress targets: the annual cargo output accounts for over 30% of the total cargo output through the Ports in the area; profit grows by an average of 9.8%/year; the average income of workers increases by 3.5-10%/year... Port infrastructure continues to be invested in and built in a synchronous and modern direction, especially information technology infrastructure. The project of berths 3 and 4 of Hai Phong International Gateway Port in Lach Huyen is currently being implemented very urgently by the contractor, ensuring the workload according to the plan and construction progress of the Project. It is expected that in the first quarter of 2025, Hai Phong Port will put part of the Project into operation and is determined to devote all its efforts to complete and put the entire Project into operation in 2025...
At the meeting, the Party Committee of Hai Phong Port Joint Stock Company proposed that the city have a regulation on coordination with the Party Committee of the Central Enterprises Bloc so that the Party Committee of Hai Phong Port can have better conditions in leading and directing all aspects of the Party Committee's activities; pay attention to and support Hai Phong Port in improving the capacity to receive large-tonnage ships to handle cargo at Chua Ve Port, Dinh Vu Port and Tan Vu Port...
After listening to the leaders of Hai An district and Hai Phong Port Joint Stock Company report on the implementation of the Resolution of the 13th National Party Congress and the Resolution of the 16th National Party Congress of the City, along with the opinions exchanged and participation of representatives of leaders of Departments, branches and enterprises, Standing Vice Chairman of the City People's Committee Le Anh Quan stated that Hai An is a locality with an important strategic position, a key area for industrial, service and seaport development of the city with all 5 types of transportation, and has advantages in terms of land fund for development.
The Standing Vice Chairman acknowledged and highly appreciated the outstanding and impressive results in socio-economic development and investment attraction in the district, in the general context that the district has clearly demonstrated its position in the city's development map. That demonstrates the determination and efforts of the Party Committee, government, people and business community in the district.
The Standing Vice Chairman of the City People's Committee pointed out a number of limitations and suggested that Hai An District and Hai Phong Port Joint Stock Company should continue to promote their own strengths in the coming time, promote socio-economic development towards improving efficiency, quality and sustainability. In particular, pay special attention to and improve planning work, especially the planning of logistics service networks associated with seaport and industrial park activities in the area. Maintain and effectively implement the district's development orientation towards service-industry to promote the advantages of seaports and airports. Continue to pay attention to promoting investment in embellishment and development of urban infrastructure and cultural institutions such as parks, trees, drainage, lighting, etc. Hai An District strengthens land management and construction order, including thoroughly handling outstanding violations and preventing new violations from arising. At the same time, pay attention to environmental protection and build civilized and modern urban areas on the basis of promoting natural values and heritage.
Regarding the recommendations of Hai An district and Hai Phong Port Joint Stock Company, the Standing Vice Chairman of the City People's Committee said that the Working Group will receive and synthesize them to report to the Document Subcommittee of the 17th City Party Congress./.
