Inauguration of the Memorial House of People's Armed Forces Hero, Martyr Dao Phuc Loc

On the morning of April 22, in Mong Cai City, General Department II coordinated with Mong Cai City and Vietnam Joint Stock Commercial Bank for Industry and Trade (Vietin Bank) to organize the inauguration ceremony of the Memorial House of People's Armed Forces Hero, Martyr Dao Phuc Loc (aka Hoang Minh Dao).

Attending the inauguration ceremony were comrades: Major General Nguyen Duc Loi, Party Secretary, Political Commissar of General Department II (Ministry of National Defense); Vu Quyet Tien, Deputy Secretary of the Provincial Party Committee; Cao Tuong Huy, Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of local Party committees and authorities, along with the family of Martyr Dao Phuc Loc and people of Hai Xuan commune.

Hero of the People's Armed Forces, Martyr Dao Phuc Loc was born on August 4, 1923, in Vuon Trau village, Van Xuan commune, Mong Cai district, Hai Ninh province, now Hai Xuan commune, Mong Cai city, Quang Ninh province, in a patriotic family. He joined the revolution in 1936 (when he was only 13 years old) and was active in the patriotic youth and student movement. In 1939, comrade Dao Phuc Loc was introduced by comrade To Hieu and admitted to the Indochinese Communist Party (when he was 16 years old). From then until the day of the general uprising to seize power across the country, he participated in leading the building of revolutionary organizations and seizing power in the locality.

He established the first Party cell in Mong Cai named after Tran Hung Dao and served as its Secretary. In 1943, he presided over the establishment of the Mong Cai Viet Minh District Committee and directly led and promoted the revolutionary movement in the Hai Ninh region, nurturing and training many red seeds for the revolution, many of whom became core cadres of the Army and military intelligence.

The Memorial House of People's Armed Forces Hero and Martyr Dao Phuc Loc was designed and built with a usable area of 128 square meters.

After the success of the August Revolution, comrade Dao Phuc Loc was assigned to the position of Head of the Intelligence Department (General Staff). He was one of the first people to build the foundation of the Vietnamese military intelligence sector in the early years of the resistance war against French colonialism. During his revolutionary activities, he was mobilized and held many positions such as Standing Member of the Saigon - Gia Dinh Regional Party Committee, Political Commissar and Secretary of Zone 5; Secretary and Political Commissar of Zone 1, Saigon - Gia Dinh Special Zone Party Committee, Cu Chi area.

On the night of December 24, 1969, on the way back to the Central Bureau for work, the group of cadres and soldiers of comrade Dao Phuc Loc was ambushed by the enemy. He and his comrades fought bravely and sacrificed themselves on the Vam Co Dong River. In recognition of his outstanding achievements and contributions to the revolutionary cause, the President of the Socialist Republic of Vietnam posthumously awarded him the title of Hero of the People's Armed Forces and the Ho Chi Minh Medal.

With the consent of the General Department of Politics of the Vietnam People's Army and local authorities, General Department II has invested in building the Memorial House of People's Armed Forces Hero and Martyr Dao Phuc Loc in Village 9, Hai Xuan Commune, Mong Cai City. The project has a total investment of over 8.4 billion VND sponsored by the Vietnam Joint Stock Commercial Bank for Industry and Trade.

The project includes main items: Memorial House, auxiliary works (Gate, fence, internal road, trees). In which, the Memorial House is designed with a usable area of ^128m2 , including 3 rooms: The main room in the middle of ^40m2 is the space to worship President Ho Chi Minh and Hero, Martyr Dao Phuc Loc; 2 side rooms are the space to display the achievements of the Vietnam National Defense Intelligence Agency in 2 struggles for national liberation and to display the life and activities of Hero of the People's Armed Forces, Martyr Dao Phuc Loc.

Many officials, party members and people came to visit the Memorial House of People's Armed Forces Hero Martyr Dao Phuc Loc.

After being inaugurated and handed over to local management, the Memorial House of People's Armed Forces Hero and Martyr Dao Phuc Loc will be a red address, a place for political activities, traditional education, and fostering revolutionary ideals for generations in the province in general and Mong Cai City in particular.
