Accordingly, the whole province will deploy digital transcripts in all primary education institutions. Particularly for primary schools in Truong Sa district, they will continue to use paper transcripts according to current regulations until they have sufficient information technology infrastructure (computers, transmission lines, internet...) to implement digital transcripts.

The digital transcript technical model must be unified in all levels of general education and continuing education. Digital transcripts must ensure legal value; the implementation of digital transcripts must be associated with the use and implementation of administrative procedures related to transcripts in the digital environment; ensuring convenience in the use, management, lookup, and authentication of online transcripts.

Localities participating in the implementation of digital transcripts must ensure conditions for information technology infrastructure, facilities and human resources; when implementing, there will be no service costs for digital transcripts for learners.

According to the plan, in February, the Department of Education and Training will deploy documents and guidance materials on the implementation of digital transcripts to education and training departments and primary education institutions.

In March, a report will be deployed to assess the current situation and make recommendations and proposals for contents that need to be strengthened in direction and promulgation; in April, training will be provided on the operation and use of the digital transcript system; in May, support will be organized, inspections will be organized, and supervision of the implementation process in districts, towns, and cities will be organized; and in July, implementation results will be evaluated.
