Accordingly, the whole province will deploy digital report cards in all primary education institutions. Particularly for primary schools in Truong Sa district, they will continue to use paper report cards according to current regulations until they have sufficient information technology infrastructure (computers, transmission lines, internet...) to implement digital report cards.

The digital transcript technical model must be consistent across all levels of general education and continuing education. Digital transcripts must ensure legal value; the implementation of digital transcripts must be associated with the use and implementation of administrative procedures related to transcripts in the digital environment; ensuring convenience in the use, management, search, and authentication of online transcripts.

Localities participating in the implementation of digital transcripts must ensure conditions for information technology infrastructure, facilities and human resources; when implementing, there will be no service costs for digital transcripts for learners.

As planned, in February, the Department of Education and Training will deploy documents and guidance materials on the implementation of digital transcripts to education and training departments and primary education institutions.

In March, a report will be issued to assess the current situation and make recommendations and proposals for strengthening direction and promulgation; in April, training will be provided on the operation and use of the digital student record system; in May, support will be provided, inspections will be organized, and the implementation process will be monitored in districts, towns, and cities; and in July, the implementation results will be evaluated.
