Khanh Hoa strengthens management of aquaculture activities

Faced with the reality that many households are farming aquatic products outside the planning area, the leaders of Khanh Hoa Provincial People's Committee have directed coastal localities and functional agencies to strengthen management and strictly handle violations.

According to the review report of coastal localities of Ninh Hoa town, there are currently 317 households raising aquatic products in the form of cages, stakes, and ropes to raise oysters and mussels with a total area of ​​over 1.64 million m². However, only 65 households in Ninh Ich commune are located in the planned area, occupying 125,994 m², the remaining 252 households are still raising outside the permitted area, with an area of ​​up to over 1.52 million m².

Each type of seafood such as lobster, sea fish, and mollusks requires a specific farming environment, making it difficult to plan centrally.

Although authorities at all levels have recently organized propaganda and mobilized people to dismantle and relocate illegal cages, the results have been limited. Some localities have established working groups to inspect the current situation and handle illegal encroachment on water surface. The Provincial People's Committee has resolutely directed not to allow new cages to arise outside the planning area; at the same time, organize the dismantling of illegal aquaculture works.

The representative of Ninh Hoa town's leadership said that the locality currently has planned aquaculture areas including 180ha in the southwest of Hon Cha La, 26ha in Bai Giong, 20ha in Hon Thi and 40ha in the southwest of Hon Lang - Hon Giua (sea area up to 3 nautical miles); 71ha in the south of Hon Cha La (sea area from 3 to 6 nautical miles). Through mobilization, some households have agreed to relocate to the planning area. However, people are raising many different types of aquatic products such as lobsters, sea fish, mollusks..., each with its own specific environmental requirements. Concentrating all of them in one area can lead to biological conflicts, affecting farming quality. Therefore, people recommend that the province needs to have detailed planning, specific zoning for each farming object to ensure harmony of interests and sustainable development.

On a provincial scale, there are currently 3,547 households using cages and rafts for aquaculture (including 3,349 households in the province and 198 households outside the province), with a farming area of ​​over 1.74 million m². Of these, many cases are still operating outside the planning area, causing great pressure on state management and posing potential risks to the marine ecological environment.

Faced with the above situation, the Department of Agriculture and Environment has proposed the Provincial People's Committee to direct the tightening of aquaculture management, on that basis, the province has established an interdisciplinary inspection team to monitor compliance with the law in localities. Along with that, the Department has developed an inspection plan, focusing on the sea area up to 3 nautical miles; requiring localities to regularly update the current status of aquaculture, count the number of relocated households, establish inspection teams to handle violations, and at the same time rearrange cages according to the plan, associated with propaganda to raise awareness, towards sustainable aquaculture development and in accordance with regulations.
