Khanh Hoa assigned departments to review and propose funding to support pedagogical students.

On April 23, the Departments of Finance, Education and Training, and Khanh Hoa University received an urgent dispatch from the Provincial People's Committee on consulting on funding to support pedagogical students admitted under the form of training according to social needs from 2022 and 2023, but so far, the funding has not been allocated.

Previously, Khanh Hoa University reported on the financial support situation for pedagogical students enrolled in training under the form of provincial assignment and enrollment based on social needs according to the Government's Decree (No. 116/2020/ND-CP).

After consideration, according to the urgent document of Khanh Hoa Provincial People's Committee (April 21), Vice Chairman of the Provincial People's Committee Dinh Van Thieu gave instructions on the above matter.

Accordingly, the province assigned the Department of Finance to preside over and coordinate with the Department of Education and Training and Khanh Hoa University to review the implementation process, based on current regulations to advise the Provincial People's Committee on proposing to provide funding to support tuition and living expenses for pedagogical students recruited and trained by Khanh Hoa University, which are beyond the province's assigned targets for the school.

All pedagogical students trained according to social needs in Khanh Hoa have been enrolled and trained by the school since 2022 (course 7) and 2023 (course 8), but up to now, they have not received the amount of money "supported by the State of 3.36 million VND/month to cover living expenses during their study at the school" according to the Government's policy for pedagogical students nationwide (in Decree 116/2020/ND-CP).

According to Khanh Hoa University, all 26 pedagogical students who have not received their study support payments have been recruited and trained by the school according to the quota announced by the Ministry of Education and Training, permitted by Government regulations, in order to have enough minimum number of students to open a training class.

However, since enrolling (September 2022 and September 2023) until now, the above pedagogical students have not received the monthly study support (VND 3.36 million/student) once, because the school has not been approved to provide funding to pay for those pedagogical students.

Therefore, all of the above-mentioned Khanh Hoa pedagogical students have not received monthly study support from 2022 - 2023 until now. On April 21, the provincial leaders issued an urgent directive as mentioned above.

Khanh Hoa Department of Finance gives reasons for not spending support funds for students

After not being granted funding to pay support for pedagogical students training according to social needs, under the direction of the province, Khanh Hoa University sent a document requesting guidance on implementing Decree 116/2020/ND-CP of the Government and went to Hanoi to work directly with the Ministry of Education and Training.

After receiving instructions from the ministry, in May 2024, the school sent a document to the Khanh Hoa Provincial Department of Finance requesting funding to support the above-mentioned pedagogical students, but the Department of Finance "remained silent" and did not respond.

By February 2025, the school continued to send a document requesting the Department of Finance to consider funding to pay for study support for pedagogical students in 2 courses from 2022 and 2023.

The total monthly study support amount (VND 3.36 million/student) according to Government regulations for 26 Khanh Hoa pedagogical students trained according to social needs (13 students per course, from September 2022 and September 2023 to the end of December 2025) is nearly VND 2.69 billion.

On February 28, 2025, the Department of Finance responded in writing to the school that "the Provincial People's Committee has not yet had a basis to resolve the assignment of enrollment quotas according to social needs for the pedagogical code of Khanh Hoa University".

Therefore, "Khanh Hoa Department of Finance has no basis to submit to the Provincial People's Committee to supplement funds as requested by Khanh Hoa University" to pay for study support for the 26 mentioned pedagogical students.
