Faced with illegal gold mining and deforestation that has been taking place for many years in the Kit area, Kit village, Lung Cao commune (Ba Thuoc), authorities at all levels and functional forces have been urgently implementing many solutions to prevent and absolutely ensure the security of forests and national mineral resources.

According to the people of Lung Cao commune (Ba Thuoc), the illegal gold mining and deforestation in the Kit area (in Kit village) has been going on for many years with different levels and frequencies. This is a special-use forest area in the core zone of Pu Luong Nature Reserve, bordering Na Lut village, Thanh Son commune, Mai Chau district (Hoa Binh). From the center of Kit village to this area, you can only walk, with a time of 4 to 5 hours. Meanwhile, from the center of Na Lut village, it takes less than 1 hour. The situation of gold mining and panning here has been going on since the 90s of the last century, led by Hien "silver hair" and has been prevented. Many years later, illegal gold mining here recurred, causing many consequences, typically the case of 3 gold miners dying in a deep cave in 2016. Authorities had to work hard for many days to bring the victims' bodies to the surface.
According to Truong Van Vinh, Deputy Head of the Department of Agriculture and Rural Development of Ba Thuoc District, in recent years, Ba Thuoc District and Mai Chau District have held many meetings to plan coordination, combat, and prevent illegal gold mining and deforestation in this area. However, the subjects operate very sophisticatedly, ready to fight back against the authorities when discovered and pursued.
Specifically, since the end of 2020, the authorities of Ba Thuoc district have discovered 5 subjects who have cut down forests and dug and panned land for the purpose of mining gold in this area. By early 2021, the Investigation Police Department of Ba Thuoc district police had prosecuted 1 suspect for forest destruction and made a report requesting the Provincial People's Committee to impose administrative sanctions on 5 subjects in a criminal case of illegal mining of minerals (gold). Then, in May 2021, through patrol work, Lung Cao commune police and Pu Luong special-use forest management department discovered a number of subjects gathering tools and machinery, setting up camps, illegally digging and panning for gold in this area. When they discovered the authorities, the subjects fled into the forest, leaving behind their machinery and tools.
In fact, the cause of illegal gold mining and deforestation here is very difficult to prevent completely, because the area where the violation occurs is far from residential areas, and traffic is very difficult. The subjects participating in gold mining are mainly hired workers, the name of the leader is unknown, when discovered by the authorities, they take advantage of the dense forest to hide. Meanwhile, the subjects often disassemble machinery and equipment and hire people in Hoa Binh province to transport them to the mining area, then reassemble them. When discovered, the authorities in Thanh Hoa province find it very difficult to take these machines out. In addition, some subjects in charge of gold mining management often reside in many areas of Hoa Binh province, causing difficulties for the authorities in Thanh Hoa province. Therefore, although the authorities and local authorities have organized many raids, this situation has not been completely prevented.
According to the report of the People's Committee of Ba Thuoc district, in early February 2023, in the Kit area, about 20 subjects appeared again, mainly from other provinces, carrying out illegal gold mining activities. These subjects arbitrarily cut down trees, set up camps, brought machinery and equipment to dig and pan for gold at many locations in sub-area 250 of Pu Luong special-use forest. The People's Committee of the district has developed a plan to inspect and hunt down the subjects, with the participation of many functional forces. According to Chairman of the People's Committee of Ba Thuoc district Ngo Dinh Hai, the subjects have now withdrawn from this area, stopping illegal gold mining activities.
On May 25, 2023, the Provincial People's Committee issued a plan, mobilizing the participation of many departments, branches, functional forces and local authorities to coordinate many solutions to prevent illegal gold mining at Kit beach. Accordingly, the plan aims to complete the destruction of illegal caves and tunnels in Kit beach area before June 12, 2023, assigning Ba Thuoc District People's Committee to coordinate with agencies, units and People's Committees of neighboring districts of Hoa Binh province to propagate and mobilize people not to participate in illegal gold mining activities...
Immediately after issuing the plan, the Provincial People's Committee established a Steering Committee to handle illegal gold mining activities in Ba Thuoc district, headed by Comrade Le Van Dien, Member of the Provincial Party Standing Committee, Commander of the Provincial Military Command. The Steering Committee will advise the Provincial People's Committee on plans, organize forces, means, logistics, and medical care to handle illegal gold mining activities, ensuring political security and social order and safety in the area.
