On the morning of February 4, at the Government Office, Prime Minister Pham Minh Chinh - Head of the Steering Committee for the construction of nuclear power plants chaired the second meeting of the Steering Committee. Also attending was Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son, Deputy Head of the Steering Committee.
Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh emphasized that green development and sustainable development are the goals set by the Party and the State; the climate change situation in recent years has been very extreme; our country is one of the countries greatly affected by this climate change situation, as shown by storm No. 3 (Yagi), in addition to subsidence, landslides, drought, saltwater intrusion, water shortages, etc. These are urgent requirements for development, requiring us to focus on leadership and direction to reduce the impact of climate change on our country in particular and the world in general.
In 2025, the Central Government decided to achieve a growth rate of at least 8%, creating the premise, momentum, and motivation for the 2026-2030 period to achieve double-digit growth, so the requirement for electricity growth must ensure at least 12-16%. In 2024, growth reached more than 7% but electricity growth has reached 12-13%. Electricity growth is an urgent requirement today.
We are deploying artificial intelligence (AI), cloud computing, the Internet of Things based on database platforms... which requires stability in energy growth. Therefore, rapid and sustainable energy development is an urgent requirement for our country today. Therefore, developing nuclear power is one of the solutions that must be done; the world is currently following this trend. Therefore, the Steering Committee for the construction of nuclear power plants has been established and has held its first meeting.
At this meeting, the Prime Minister assigned ministries, branches and localities based on their assigned functions and tasks to urgently review and develop detailed implementation plans: it is necessary to clarify who will do it, what is the progress, what are the products? The Ministry of Industry and Trade synthesizes and submits to the Steering Committee at this second meeting. The People's Committee of Ninh Thuan province focuses on investing in developing synchronous infrastructure to serve the nuclear power project, urgently implementing site clearance and resettlement to ensure the overall progress of the project.
The Prime Minister directed that annual and five-year plans must be developed to complete construction. Nuclear power plant project. This meeting needs to discuss further the proposals of ministries and branches, clarify what problems? What issues need to be directed to resolve? Provide a roadmap for how many years to complete the construction of one or two plants? In that process, the issue of technology transfer is also raised, there must be human resources, calculating the need for additional concentrated training according to industry and products; human resources include engineers, construction workers, skilled workers... The Prime Minister also raised the issue of capital, who will do it...?
According to the Prime Minister, not only Vietnam Electricity Group (EVN) but also Petrovietnam Group, Vietnam National Coal and Mineral Industries Group (TKV) are also doing many energy projects..., in which Petrovietnam is a national energy group so it needs to participate in this process. Currently, we only discuss how to do it, who will do it, how long it will take to complete it, what money is needed, what mechanism is needed, what roadmap to put forward... to stick to the roadmap, hold monthly meetings to review each specific task, and from there urge implementation.
The Prime Minister re-emphasized the experience of implementing the 500kV Line 3 Quang Trach-Pho Noi project, mobilizing the entire political system to participate, closely following the progress and quality to complete the project according to the set goals; another thing is to have a specialized support team (not holding concurrent positions) to assist the Steering Committee; assign 5 clear tasks: "clear people, clear work, clear responsibilities, clear progress, clear products"; develop a plan to produce a product, a nuclear reactor, in how many years, from there calculate back in time, each time point must complete specific tasks, not general ones.
On the occasion of the New Year, the Prime Minister hopes that the Steering Committee will have new results and new products; must have new and urgent ways of behaving, must have an offensive mindset with specific programs and plans, mobilize capital, human resources, transfer technology, work with whom, how to do it... to implement; beyond authority, report to competent superiors; any problems must be resolved there; especially, must end the situation of ministries and branches giving "circular" and general answers, but must answer clearly, with a specific deadline. The Deputy Prime Minister - Deputy Head of the Steering Committee and the Minister of Industry and Trade must be responsible for working with ministries and branches; request to strengthen discipline and administrative discipline in the working process of the Steering Committee.
The Prime Minister affirmed that building a nuclear power plant is a big, difficult, sensitive issue, of national significance, therefore, the sense of responsibility of each individual and collective here is very high, and the interests of the nation and people must be put above all. The Prime Minister hopes that the Steering Committee will work seriously, responsibly, and produce results. The Ministry of Industry and Trade needs to review and stabilize the structure of the Steering Committee, and needs good experts to advise and assist; each meeting of the Steering Committee must achieve specific goals in order to achieve the common goal.
