On December 14, the Provincial People's Committee issued Decision No. 62/2024/QD-UBND amending and supplementing a number of contents of Decision No. 42/2019/QD-UBND dated December 27, 2019 of the Provincial People's Committee on regulating land prices in the province from January 1, 2020 to December 31, 2024 and adjusting a number of locations in the land price list of land types according to the provisions of Clause 1, Article 257 of the Land Law No. 31/2024/QH15 dated January 18, 2024.
The Decision has some main contents as follows: Adjusting some contents in Decision No. 42/2019/QD-UBND to ensure compliance with Decree No. 71/2024/ND-CP dated June 27, 2024 of the Government; Adjusting some contents in the Land Price List issued under Decision No. 42/2019/QD-UBND and other decisions.
Accordingly, the total number of adjusted locations is 7,059 locations (adjusted according to price list x land price adjustment coefficient is 6,870 locations, accounting for 97.3%; adjusted according to specific land price is 189 locations, accounting for 2.7%).
Some adjustment principles are as follows: Adjust land prices for locations in the current land price list with a land price adjustment coefficient in 2024 > 1 (greater than 1) by multiplying the current land price with the corresponding adjustment coefficient (issued under the 2013 Land Law); update the land price list with locations that have specific land price decisions according to local proposals, giving immediate priority to locations to serve resettlement arrangements and auctions of land use rights in 2025; review and adjust names and place names of some locations due to administrative boundary mergers, renaming of streets and administrative unit names, adjusting locations to form new routes, adjusting some locations that have invested in upgrading infrastructure.
The Provincial People's Committee requests departments, branches, localities and relevant agencies to promptly implement the settlement of administrative procedures on land for people and businesses based on Decision 62/2024/QD-UBND. At the same time, continue to review land price locations in the area. If there are any problems or shortcomings or there are grounds for immediate adjustment of locations in the land price list, submit to the Provincial People's Committee for consideration and continued adjustment in 2025, ensuring compliance with reality and legal regulations, ensuring harmony of interests of the state, people and businesses, avoiding the risk of loss of state budget.
It is known that the results of handling administrative procedures on land in the province from August 15, 2024 to December 14, 2024 as recorded by the Provincial Land Registration Office are as follows: The total number of records received by the branches is 12,588 records; the number of records completed is 12,009 records; the number of records that the Tax Department is processing is 579 (accounting for 4.5%, focusing on processing according to the prescribed process and deadline).
The above records do not include the first issuance of certificates and changes in land use purposes by district-level Departments of Natural Resources and Environment.
