On April 10, the survey delegation of the Standing Committee of the Provincial People's Council had a working session with the Department of Home Affairs on the implementation of the policy on rearranging administrative units and organizing local governments at two levels in Ca Mau province.

Accordingly, the work of disseminating, advising competent authorities or issuing documents under authority is carried out by the Department of Home Affairs in accordance with regulations, fully updated, ensuring progress and task requirements for directive documents of the Central and the province.
Focusing on urgently deploying and implementing the review and preparation of conditions for implementing the Project "Arrangement of administrative units at all levels and building a 2-level local administrative organization model" and the Central's orientation, the Department of Home Affairs has reviewed and reported to the Provincial People's Committee the current status of commune-level administrative units in the province; developed and submitted to the Provincial People's Committee a draft dossier of the Project on arrangement and reorganization of grassroots administrative units in Ca Mau province, coordinated with the Provincial People's Committee Office to organize a meeting of the Steering Group on the implementation of the arrangement of commune-level administrative units in Ca Mau province.
Conduct consultation with subjects according to regulations on a number of contents related to the Project on rearranging and reorganizing grassroots administrative units in Ca Mau province.

At the time of reporting, the Department of Home Affairs coordinated with relevant departments and branches to urgently complete and submit to the Provincial People's Committee the draft dossier of the Project on rearranging and reorganizing commune-level administrative units of Ca Mau province to submit to the Standing Committee of the Provincial Party Committee for approval as soon as possible.
The implementation of the policy of arranging administrative units and organizing local governments at two levels has favorable conditions thanks to the attention and direction of the Provincial Party Committee, the Provincial People's Committee, and the Department of Home Affairs, promptly advising the Provincial People's Committee to deploy relevant documents on arranging administrative units at all levels and building a basic two-level local administrative organization model in accordance with regulations.
Coordination between relevant departments, branches, People's Committees of districts and Ca Mau city is ensured to be close, smooth with a high sense of responsibility. Up to the time of reporting, there have been no related reflections or recommendations on the arrangement of administrative units at all levels and the construction of a 2-level local administrative organization model.

Comrade Nguyen Phuong Dong, Standing Member, Head of the Culture - Social Committee, Provincial People's Council, is concerned about the issue of correctly and fully understanding policies and guidelines related to the implementation of the policy of streamlining and streamlining the organizational apparatus.
Based on the survey results at 3 district-level units and the Report of the Department of Home Affairs, the members of the monitoring delegation discussed and raised a number of issues that the Department of Home Affairs needs to pay attention to. Accordingly, it is necessary to proactively update, monitor and promptly advise the Provincial People's Committee to implement the contents of the conclusions of the Politburo, the Central Executive Committee, the Resolution of the Government and related directives on the arrangement of administrative units to ensure the correct progress according to the direction of competent authorities. Advise the Provincial People's Committee to organize the collection of comments in appropriate forms for district-level and commune-level officials and the People.
The Provincial People's Committee has issued a document guiding the process, procedures, evaluation criteria, and consideration for officials and civil servants to retire according to Decree 178 of the Government. The Department continues to review to provide timely guidance if there are any problems, especially at the district level. Deploy preparations for the implementation of the policy to end the activities of part-time officials at the commune level such as: reviewing the subjects; proposing regimes and policies; and directions for arranging and reorganizing these subjects.
"The Chief urgently speeds up the progress of project development and implementation of the process of merging commune-level administrative units to ensure timely completion of documents to submit to the Provincial Party Committee for comments and the Provincial People's Council for consideration and approval according to regulations," emphasized Comrade Le Thi Nhung.
The survey team requested the Department of Home Affairs to accept comments and contributions, complete the report, add missing content, especially the content pointed out by the survey team members; and send it back to the survey team no later than April 11, 2025.
