Accordingly, regarding the immediate solution, the Provincial People's Committee requested the Provincial Traffic Project Management Board to coordinate with the construction unit of DT719B road. At the same time, together with the locality, clear and dredge the riverbed at the bottom of Mang bridge; upstream and downstream from the location of Mang bridge crossing Cat river about 50 - 100 m, to increase the ability to quickly drain floods. Check and have a drainage solution for the upstream area of Mang bridge on the left bank of Cat river (upstream area of the drainage culvert on DT719B road at Km0 + 258) to overcome the situation of deep flooding and slow drainage when rain and floods occur in the coming time.
The Provincial People's Committee requested the People's Committee of Ham Thuan Nam district to urgently inspect, survey, and develop a budget for dredging and clearing trees along the Cat River in the upstream area of Mang Bridge and downstream from the foot of Mang Bridge to Phu Khanh Bridge in Ham My Commune, Ham Thuan Nam District. At the same time, report to the Provincial People's Committee for consideration and financial support from the province's Natural Disaster Prevention Fund to implement immediately in September 2024. Phan Thiet City People's Committee shall inspect and handle encroachment on the Cat River in Tien Loi Commune.
Regarding long-term solutions, the Provincial People's Committee assigned the Department of Planning and Investment to preside over and coordinate with the Department of Agriculture and Rural Development and the Provincial Management Board of Investment Projects for Construction of Agricultural and Rural Development Works to study and propose solutions to the flooding situation in the entire Cat River basin when there is heavy rain in the coming time.
Previously, the Department of Agriculture and Rural Development had reported on the cause of flooding in Ham My commune. Accordingly, from August 24 to 28, 2024, there was very heavy rain in the Cat River basin and neighboring basins in Ham Thuan Nam district. The total rainfall in 5 days was approximately equal to the average rainfall of many years in August in this area. Due to continuous heavy rain for many days, floodwaters from many places gathered, this was the main cause of flooding and deep inundation in the Cat River basin.
Through actual inspection and report of the Traffic Construction Management Board, at the location of the Mang bridge across the Cat River on the DT719B route, the Mang bridge bottom span is 31m wide, but the Cat River bed at the upstream and downstream locations is very narrow, winding, the upstream side is right next to the bridge pier on the right, there is a mound of soil encroaching on the river, greatly affecting the flow direction and flood drainage capacity. Inspection along the Cat River shows that the riverbed is being filled up, in some locations people have dumped soil to encroach on the riverbed. At the same time, there are many trees (many large trees) and bushes growing encroaching on the flow along the river. This is also the cause of direct impact on the flow and flood drainage of the Cat River when there is heavy rain.
Previously, as reported by Binh Thuan Newspaper, from August 27-28, 2024, heavy rain and strong winds occurred in Ham Thuan Nam district, causing localized flooding in many places, affecting crops, property, and houses of people. The affected areas include Ham My, Ham Minh, Ham Cuong, Ham Kiem, Tan Lap communes and Thuan Nam town. In addition to crop damage of over 1,100 hectares (mainly dragon fruit), the district had 385 flooded and damaged houses. Of which, in Ham Minh commune, 3 houses had their fences collapsed; in Ham Kiem commune, 74 houses were flooded; in Ham My commune, about 307 houses were flooded...
