Urgent decision to establish the National Center for Supporting Innovative Startups in Da Nang

DNVN - Prime Minister Pham Minh Chinh assigned the Ministry of Science and Technology to urgently decide within its authority the establishment of the National Center for Supporting Innovative Startups in Da Nang City.

Resolution 136/2024/QH15 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang City will take effect from January 1, 2025. In Notice 417/TB-VPCP (dated September 13), the Government Office said that Prime Minister Pham Minh Chinh requested relevant ministries, agencies and Da Nang City to urgently, proactively, and make determined efforts to organize implementation to ensure timely and effective implementation of the mechanisms, policies and tasks assigned by the National Assembly in this Resolution.

Prime Minister Pham Minh Chinh chaired a working session with the Standing Committee of the Da Nang City Party Committee on September 1, 2024.

In particular, the Ministry of Science and Technology is assigned to urgently decide within its authority the establishment of the National Center for Supporting Innovative Startups in Da Nang City according to the conclusion of the Prime Minister at the working session of the Government Standing Committee with the leaders of Da Nang City (Notice 02/TB-VPCP dated January 4, 2022 of the Government Office).

The Ministry of Industry and Trade and the Ministry of Science and Technology shall study and handle the proposal of Da Nang City on building a regional industrial support center and expanding and upgrading the Biotechnology Center to serve research and development in the South Central region, and report to the Prime Minister on issues beyond their authority (if any).

The Ministry of Education and Training studies and develops a plan to train high-quality human resources for Da Nang City; to be completed in the fourth quarter of 2024. The Ministry of Labor, Invalids and Social Affairs develops a plan to train and improve vocational skills and abilities related to emerging industries (semiconductors, artificial intelligence, cloud computing, etc., new growth drivers such as digital transformation, green transformation, circular economy); to be completed in December 2024.

Prime Minister Pham Minh Chinh also requested that by December 2024, the Ministry of Science and Technology complete the research and development of a plan to promote scientific and technological research, innovation and flexibly and effectively apply the achievements of the 4th industrial revolution; the Ministry of Information and Communications complete the research and development of a plan to develop the production of IT products, semiconductor chips, artificial intelligence, and cloud computing.

For Da Nang, to develop quickly, comprehensively, harmoniously and sustainably in the coming time, Prime Minister Pham Minh Chinh requested the city to make three pioneering breakthroughs, leading the way. The first is to contribute to perfecting the socialist-oriented market economic institution, especially mobilizing resources outside the state budget to develop strategic infrastructure.

The second is innovation, flexibly applying the achievements of the 4th industrial revolution to the specific conditions of Da Nang, thereby focusing on developing digital economy, green economy, circular economy, knowledge economy, sharing economy, and night-time economy.

And thirdly, pioneering breakthroughs in decentralization and delegation of power along with resource allocation, improving enforcement capacity; promoting administrative reform, especially administrative procedure reform, reducing compliance costs and harassment for people and businesses; building a clean team of cadres who dare to think, dare to do, dare to innovate, dare to sacrifice for the common cause, especially leaders.

“At the same time, Da Nang must be more aware of the role, position, potential and importance of the city; more clearly define its mission as an important locomotive, a pioneer in breaking through and paving the way, a development pole of the Central Highlands - Central region and the whole country,” Prime Minister Pham Minh Chinh concluded.
