By October 18, Thai Binh province had harvested nearly 60,000 hectares of winter-spring rice, reaching nearly 80% of the area; of which: Kien Xuong district harvested 9,000 hectares of winter-spring rice, Tien Hai district harvested 2,300 hectares of winter-spring rice. Winter crops had been planted on 19,950 hectares, concentrated in Quynh Phu, Hung Ha, Vu Thu, and Thai Thuy districts.

Inspecting and urging the harvest of winter-spring rice in Kien Xuong town and Tien Hai town, the Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue requested districts and cities to direct localities to urgently mobilize maximum human resources and means to harvest winter-spring rice and harvestable crops according to the motto "greener at home than ripe in the fields" to protect production, while protecting the planted winter crops. This is an important task that needs to be urgently directed and implemented by Party committees and authorities at all levels in the prevention and control of storm No. 5. Irrigation system management units assign staff to be on duty 24/7 to monitor water levels, close irrigation sluices, open drainage sluices, release water flow, and thoroughly drain water in the system to prevent heavy rains from flooding rice, crops, and low-lying areas, industrial parks, urban areas, and concentrated residential areas. Deploy key protection plans for dikes, embankments, and critical culverts at river estuaries and sea dykes; if unsafe structures are discovered, proactively mobilize forces, means, and materials to handle and reinforce them immediately.

According to the report of the Provincial Border Guard Command, as of 3:00 p.m. on October 18, there were a total of 1,014 ships and boats with 2,888 workers operating at sea in the area; of which, 94 vessels with 271 workers were operating along the coast, 38 vessels with 189 workers were operating outside the province, 869 vessels with 2,313 workers were anchored at ports in the province, and 13 vessels with 115 workers were anchored outside the province.
To proactively respond to the developments of storm No. 5, Thai Binh has banned going to sea from 6:00 a.m. on October 19. The Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue requested units and localities to urgently call, count, arrange and guide ships and boats to safe shelters, avoid collisions and sinking at anchorage; evacuate workers in clam farming, aquaculture, seafood farming and fishermen on fishing vessels to safe places before 5:00 p.m. on October 19.
