Urgently supplement and complete the Project on rearranging administrative units of communes and wards in the province.

Conference scene.

Comrade Ngo Chi Cuong, member of the Party Central Committee, Secretary of the Tra Vinh Provincial Party Committee chaired the conference. Attending the conference were comrade Kim Ngoc Thai, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; comrade Lam Minh Dang, Deputy Secretary of the Provincial Party Committee; comrade Le Van Han, Deputy Secretary, Chairman of the Provincial People's Committee and comrades in the Provincial Party Committee Standing Committee; comrade Chau Van Hoa, Vice Chairman of the Provincial People's Committee; leaders of the Department of Home Affairs.

Implementing Conclusion No. 127-KL/TW, dated February 28, 2025 of the Politburo and Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system; Conclusion No. 137-KL/TW, dated March 28, 2025 of the Politburo and Secretariat on the Project on reorganizing administrative units at all levels and building a 2-level local government organization model.

Accordingly, Tra Vinh province currently has 104 commune-level administrative units (CAUs). According to the Project, after the rearrangement, it is estimated that there will be 41 CAUs left, a reduction of 63 CAUs, reaching a rate of 60.58%.

Specifically, Tra Vinh province will establish Long Duc ward on the basis of merging 02 commune-level administrative units including Long Duc commune and Ward 4, Tra Vinh city; establish Tra Vinh ward on the basis of merging Ward 1, Ward 3 and Ward 9 of Tra Vinh city; establish Nguyet Hoa ward on the basis of merging Ward 7, Ward 8 of Tra Vinh city and Nguyet Hoa commune of Chau Thanh district; establish Hoa Thuan ward on the basis of merging Ward 5 of Tra Vinh city and Hoa Thuan commune of Chau Thanh district.

Comrade Duong Hien Hai Dang, Provincial Party Committee member, Director of the Department of Home Affairs reported to clarify the Project on arranging administrative units at the commune level at the conference.

Establish An Truong commune on the basis of merging An Truong commune, An Truong A commune and Tan Binh commune of Cang Long district; establish Tan An commune on the basis of merging Tan An commune and Huyen Hoi commune of Cang Long district; establish Cang Long commune on the basis of merging Cang Long town, My Cam commune and Nhi Long Phu commune of Cang Long district; establish Nhi Long commune on the basis of merging Dai Phuoc commune, Nhi Long commune and Duc My commune of Cang Long district; establish Binh Phu commune on the basis of merging Binh Phu commune, Dai Phuc commune and Phuong Thanh commune of Cang Long district.

Establish Luong Hoa commune on the basis of merging Luong Hoa, Luong Hoa A and Song Loc communes of Chau Thanh district; establish Chau Thanh commune on the basis of merging My Chanh commune, Thanh My commune, Da Loc commune and Chau Thanh town of Chau Thanh district; establish Hung My commune on the basis of merging Phuoc Hao commune, Hung My commune and Hoa Loi commune of Chau Thanh district.

Comrade Nguyen Van Hieu, Member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee proposed to supplement some contents in the Project.

Establish Duyen Hai ward on the basis of merging Ward 1, Long Toan commune and Dan Thanh commune of Duyen Hai town; establish Truong Long Hoa ward on the basis of merging Ward 2 and Truong Long Hoa commune of Duyen Hai town; establish Long Huu commune on the basis of merging Long Huu commune and Hiep Thanh commune of Duyen Hai town; establish Long Thanh commune on the basis of merging Long Thanh town and Long Khanh commune of Duyen Hai town; establish Don Chau commune on the basis of merging Don Chau and Don Xuan communes of Duyen Hai district; establish Ngu Lac commune on the basis of merging Ngu Lac commune of Duyen Hai district and Thanh Hoa Son commune of Cau Ngang district.

According to the Project, Hoa Minh commune, Long Hoa commune of Chau Thanh district and Dong Hai commune, Long Vinh commune of Duyen Hai district are island communes, the province will not carry out the arrangement.

Based on the content of the Project, delegates contributed, discussed, and gave opinions on the names of commune-level administrative units after the merger. At the same time, they gave additional opinions on the Project. It is expected that the province will arrange and establish a number of additional commune-level administrative units based on research on historical factors, cultural traditions, ethnicity, religion, geographical location, natural conditions, population size, economic development level, national defense, and security. The arrangement of commune-level administrative units is not limited to the current administrative boundaries of commune and district levels.

Provincial Party Secretary Ngo Chi Cuong delivered a concluding speech at the conference.

Concluding the conference, Provincial Party Secretary Ngo Chi Cuong requested the Department of Home Affairs to absorb the delegates' comments; continue to study, review and supplement some contents agreed at the conference; urgently complete the Project to submit to the Central Government according to regulations.

The arrangement of commune-level administrative units of the province is closely linked to innovation and arrangement of the apparatus of the political system to be streamlined, effective and efficient; promoting potentials and advantages, expanding development space of administrative units to improve the efficiency of socio-economic investment, ensuring harmonious and sustainable development in the new period.
