On July 3, Lieutenant Colonel Nguyen Trung Hai, Head of the Department of Investigation Police on Corruption, Economic Crimes, and Smuggling, said that Binh Dinh Provincial Police had initiated a case and prosecuted Mr. Truong Van Hoa (48 years old), residing in Phu Trung village, Cat Thanh commune, Phu Cat district, Binh Dinh province, to investigate and clarify the violation of regulations on research, exploration, and exploitation of natural resources.
Subject Truong Van Hoa was arrested with the mining vehicle at the time of arrest in April 2023.
According to Lieutenant Colonel Nguyen Trung Hai: “ This is a major case, which occurred over a long period of time and the subjects committed continuous violations. The Economic Police Department of Binh Dinh Province Police is determined to crack down on it and has prosecuted one suspect, which has been approved by the People's Procuracy of Binh Dinh Province. The Investigation Agency will then expand the investigation to handle a number of other subjects .”
In April 2023, the Police Department investigating crimes of corruption, economy, and smuggling of Binh Dinh Provincial Police coordinated with functional units of Phu Cat district to inspect the scene where Truong Van Hoa illegally exploited sand.
This agency also requested an asset valuation to the Asset Valuation Council in criminal proceedings of Binh Dinh province to value more than 9,500 m3 of illegally exploited sand. The Asset Valuation Council concluded that more than 9,500 m3 of illegally exploited sand is worth more than 1.9 billion VND.
The Department of Investigation Police on Corruption, Economic Crimes, and Smuggling of Binh Dinh Provincial Police determined that from January 2021 to December 2022, Mr. Truong Van Hoa hired 2 people to drive a motorbike to exploit sand at the sandbank location east and west of the Km 31 milestone of Provincial Road 639, Phu Cat District (Binh Dinh).
The area where sand was illegally mined is managed by Nam De Gi Minerals Enterprise - Binh Dinh Minerals Joint Stock Company located in Chanh Thien village, Cat Thanh commune, Phu Cat district, Binh Dinh province. In fact, the amount of money that Mr. Truong Van Hoa earned from selling illegally mined sand was only over 627 million VND with a volume of over 9,500 m3 of sand, much less than the result of the Asset Valuation Council's conclusion (1.9 billion VND).

Currently, the Department of Investigation Police on Corruption, Economic Crimes, and Smuggling of Binh Dinh Province Police has initiated a case, prosecuted the accused, and banned Truong Van Hoa from leaving his place of residence to investigate and clarify the crime of violating regulations on research, exploration, and exploitation of natural resources.
On July 1, Prime Minister Pham Minh Chinh signed Official Dispatch No. 607/CD-TTg requesting ministries, branches and localities to proactively prevent and combat landslides, ensuring the safety of people's lives and property before and during the flood season.
The Prime Minister requested the Chairmen of the People's Committees of provinces and cities to strictly handle cases of illegal exploitation and gathering of sand, gravel and construction materials in accordance with the law.
The dispatch clearly stated the tasks assigned by the Prime Minister to the Chairmen of the People's Committees of provinces and centrally-run cities. Strictly manage, strengthen inspection and supervision of licensing and sand and gravel exploitation on rivers, streams, canals and ditches to limit landslides, while ensuring the supply of construction materials, especially for key national projects and transport infrastructure projects; strictly handle cases of illegal exploitation and gathering of sand, gravel and construction materials in accordance with the provisions of law.
According to the Prime Minister's dispatch, the Ministry of Public Security directed local police to coordinate with relevant agencies to increase patrols, detect and strictly handle cases of illegal and unlicensed sand and gravel mining on rivers and coastal areas in accordance with the law; promptly prosecute violations causing serious consequences.
