Opinions exchanged at the seminar emphasized the need to promote stakeholders - from state agencies, businesses to end users - to participate in building and effectively exploiting VNeID, ensuring data security and optimizing user experience.
Through the discussion, the Organizing Committee hopes to spread practical perspectives, promoting the national digitalization process in a safe, transparent and effective direction. People-centered, data-driven
The seminar creates a forum and bridge for management agencies, technology experts, and businesses to discuss how to integrate and apply VNeID safely and conveniently.
The event also aims to clarify how VNeID contributes to building a safe, transparent, data-based and people-centered digital ecosystem. This is also an opportunity for parties to share experiences and propose solutions to optimize VNeID applications, towards the goal of comprehensive and sustainable digitalization.
At the seminar, delegates shared the benefits of connecting VNeID in essential areas of life such as healthcare, education, e-commerce, electricity and water services, etc.
Journalist Tran Xuan Toan, Deputy Editor-in-Chief of Tuoi Tre Newspaper stated: VNeID is a "super app" built and developed directly by the Department of Administrative Police for Social Order (C06), and to date has more than 62 million user accounts.
The "super app" VNeID is not only for a group of people but for all people, from children to the elderly. This is an electronic wallet, which includes many types of documents and instead of storing documents in safes or physical wallets, now, documents have been put into this digital platform for convenient use.
At the seminar, Major Tran Duy Hien, Deputy Director of the National Population Data Center (Department C06, Ministry of Public Security) shared that in the initial stage when the Center was established, it focused on building a national population data system to solve the problem of converting paper household registration books into electronic data and all people's information will be in the national population data system.
After collecting more than 104 million people's data and issuing identification numbers, a campaign to issue 100% of cards was launched. citizen identification chip-based identification (now known as ID cards) and electronic identification for citizens. The chip-based citizen identification card has replaced the 12-digit ID card. The chip-based citizen identification card has integrated many technologies such as QR codes and barcodes to facilitate people in declaring and receiving records and citizen information from agencies and organizations, and to ensure more security when integrating chip-based information. To date, more than 62 million electronic identification accounts have been issued and activated for citizens. The rate of VNeID users in 2024 and early 2025 is on average from 3 to 6 million/day.
In addition, identification accounts have been issued to organizations on VNeID. Because from July 1, agencies and organizations when performing public service activities must also have identification accounts like ordinary citizens. It is expected that identification accounts will be issued to foreigners from July 1.
Major Tran Duy Hien said that the VNeID App is a universal app, everyone can use it, but safety is the top priority, then convenience. For VNeID to operate safely and conveniently, there are 5 important requirements including legality, data, security, infrastructure, and resources.
In the healthcare sector, VNeID has deployed many utilities, from electronic health records to integrating birth certificates and death certificates into VNeID to serve the group of interconnected administrative procedures such as birth registration, permanent residence registration, health insurance card issuance for children; health examination certificates for issuing and renewing driver's licenses; referral papers, re-examination appointment papers, etc.
In addition, people can also buy medicine online on VNeID and can further implement online prescription and effectively manage health care information for the entire population.
Sharing at the seminar, FPT Retail Deputy General Director and FPT Long Chau CEO Nguyen Do Quyen said that FPT Long Chau pharmacy is the first pharmacy to be integrated on the VNeID application. Currently, there are more than 100 thousand customers using this application to purchase medicine.
After successfully integrating drug purchasing on the VneID application, FPT Long Chau is ready to share its experience in connecting VNeID with other pharmacy systems nationwide.
When successfully connected to VNeID and becoming a component of the electronic health book, people, patients, and customers have a trusted place to safely conduct drug purchases. Buying drugs through VNeID is confidential in all steps, and must have the consent and information sharing of the customer for the two parties to "flow" with each other.
Ms. Quyen said that in the past 3 days, pharmacists of the Long Chau pharmacy system have supported a large number of customers who did not come to buy medicine but asked to look up the medicine to see if the medicine they were using was fake. Many customers asked what a legal, registered pharmacy is… thereby showing that identifying pharmacies is very practical and necessary.
FPT Long Chau CEO Nguyen Do Quyen said that when a pharmacy is identified, it must have full legal status, meet drug distribution standards, all pharmacists must have a practice license, and must have a degree to provide consultation... Then people will feel secure buying medicine.
Vice Chairwoman of the National Assembly's Committee for People's Aspirations and Supervision Tran Thi Nhi Ha assessed that integrating drug purchases on VNeID is very convenient for people, but currently the Pharmacy Law only regulates the sale of non-prescription drugs on e-commerce platforms. In the list currently regulated by the Ministry of Health, about 80% are prescription drugs, while non-prescription drugs account for a very small proportion. Therefore, to make it convenient for people to buy drugs, it is necessary to issue appropriate legal documents. At the same time, there should be legal bases and regulations such as increasing electronic prescriptions.
"The legal basis needs to be completed. When promoted, electronic prescription will allow the sale of prescription drugs on e-commerce platforms. Only then will it be a way to perfect convenient services for people," Ms. Ha stated, hoping that the Ministry of Health will promote and pay attention to issuing appropriate regulations and policies.
