On June 24, two sand mines in Vinh Long province with a total reserve of more than 1.9 million m3 were handed over under a special mechanism to serve the North-South expressway project in the eastern phase of 2021-2025, the Can Tho - Ca Mau section (Can Tho - Ca Mau expressway) and began to be exploited.
The contractor started mining on the Hau River in Tich Thien and Luc Si Thanh communes.
That is the sand mine on Hau River (left branch) in Thien My and Luc Si Thanh communes (Tra On district) with a reserve of about 0.758 million m3. Trung Nam Construction and Installation Joint Stock Company (Trung Nam Company) is the investor and operator.
The second sand mine is located on the Hau River in Tich Thien and Luc Si Thanh communes (Tra On district) with a reserve of about 1.175 million m3. VNCN E&C Construction and Engineering Investment Joint Stock Company (VNCN E&C Company) is the investor in the exploitation.
These are two of the contractors constructing the Can Tho - Ca Mau expressway.
Both of the above mentioned sand mines are exploited by the dredge method. Mining hours are from 7am to 5pm daily, not at night.
Mining capacity is divided into two phases. Specifically, in the first three months, each mine uses two scrapers to mine with a capacity of 1,250m3/day.
According to plan, by October 2024, the Can Tho - Ca Mau expressway must complete the main route reinforcement.
During this period, after considering the stable exploitation situation and no landslides on both river banks in the exploitation area, the number of dredgers will increase to three, and the capacity will increase to 1,666m3/day.
The mining process is strictly monitored through monitoring equipment, ensuring that the mining and supply for the expressway project is in accordance with the registration of VNCN E&C Company and Trung Nam Company. In addition, Vinh Long Provincial Police also arranges forces to monitor activities throughout the sand mine's operation.
Previously, in February 2024, the People's Committee of Vinh Long province handed over three sand mines with a total reserve of more than 2.4 million m3 under a special mechanism to the contractor for exploitation to serve the Can Tho - Ca Mau expressway project.
After the urgent process of implementing procedures, especially after the working trip of Deputy Prime Minister Tran Hong Ha and Minister of Transport Nguyen Van Thang, the first sand mine with a reserve of about 0.563 million m3 start mining in mid-May 2024.
The remaining two mines are the sand mine on the Hau River (left branch) in Thien My and Luc Si Thanh communes; the sand mine on the Hau River in Tich Thien and Luc Si Thanh communes cannot yet be exploited due to people's concerns about landslides.
The project needs about 18.4 million m3 of sand for foundation. According to the Prime Minister's direction, An Giang, Dong Thap, Vinh Long have identified a source of about 16 million m3 of sand from a 50% increase in the capacity of the mines currently being exploited and granted 17 mines.
However, in reality, up to now, the contractor has only exploited and accessed more than 4.5 million m3 of sand at the construction site. Meanwhile, according to the approved construction plan, by October 2024, the embankment and loading of the entire 110km main route must be completed. This is to ensure that the project will be completed by 2025 according to the direction of the Prime Minister.
