Exploiting the highway reasonably

Báo Thanh niênBáo Thanh niên15/05/2023

As reported by Thanh Nien , the Vietnam Expressway Administration (Ministry of Transport) has just reported to the Ministry of Transport to study and evaluate the overall possibility of increasing the operating speed (maximum allowed speed) for the 4-lane expressway with a lane width of 3.5 m from the current 80 km/h to 90 km/h.

Mai Son - QL45 Expressway has 4 lanes, maximum speed allowed is 80 km/h

Accordingly, many North-South expressways in the East, Ha Long - Van Don - Mong Cai, Bac Giang - Lang Son, Trung Luong - My Thuan, My Thuan - Can Tho have recently been put into operation. In the context of economic resources remaining difficult, in order to be consistent with the ability to balance capital sources and ensure investment efficiency, the National Assembly and the Government have approved the policy of dividing investment into phases to build a number of routes with a cross-section of 4 lanes and a design speed of 80 km/h. Based on a comparison of the national highways currently operating at 80 km/h and the regulations, the Vietnam Expressway Administration believes that the increase in the maximum speed of expressways in the phase of 4 lanes from 80 km/h to 90 - 100 km/h is reasonable.

Answering the question "high speed"

Receiving information from the Vietnam Expressway Administration, reader Minh Nghia said he felt his previous questions about "expressway speed" were cleared. Minh Nghia shared: "I used to not fully understand why there were many 4-lane expressway projects with a maximum allowed speed of only 80 km/h. Now I understand that it is just a specific phase, corresponding to the current resources, but it is completely possible to develop in the next phases, and considering the possibility of raising the maximum allowed speed to 90 - 100 km/h is a proof." Sharing this opinion, BĐ Trường Lê noted that the newly inaugurated Phan Thiet - Dau Giay expressway has a maximum speed limit of 120 km/h, but because all the intersections, access roads, fences, etc. have not been completed, there is still a proposal to reduce the maximum speed limit to 100 km/h during the initial period of operation: "Depending on the actual operation, the management unit can propose to increase or decrease the maximum speed limit, this is reasonable, as long as it is close to actual needs".
Certainly, there will be many problems in the beginning of operation. It will take a while for the highway to be completed and operate smoothly.

If it's a highway, there can't be 3-way or 4-way intersections. There must be an overpass to make it smooth.

Minimize traffic jams on the highway, because that doesn't mean shortening travel time.

Dear Dinh

From the above analysis, BĐ mtrangg7773 expressed his personal opinion: "Anyway, a highway with a maximum speed of only 90 km/h has not yet shown its full investment efficiency. Only when it reaches 120 km/h can it be called a standard highway." Agreeing, BĐ Tuan An hopes that the next phases will be implemented soon so that all highways have enough capacity to meet the need to increase travel speed.

Dealing with 4-lane highways

While waiting for the development of the next phase, many BĐs also proposed management measures to effectively exploit the 4-lane highway, in addition to considering increasing the maximum allowed speed. BĐ Quang Nguyen stated: "In my opinion, any 4-lane highway that does not have an emergency lane should open an emergency stop every 5-10 km on the right corner, in a concave U-shape, that can accommodate 2-3 vehicles, so that in case of an incident, the highway can still operate normally". Commenting on the solutions to "deal with 4-lane highways", BĐ Kha Luan said that in reality, highway rescue teams all have plans to clear vehicles when an unfavorable traffic situation occurs. However, reality also proves that even this force sometimes has to "stand still" in the traffic flow due to the lack of an emergency lane. From there, Kha Luan Real Estate proposed a solution: "In the immediate future, localities with 4-lane highways passing through can study opening more intersections, overpasses, and access roads to coordinate effective exploitation."
