Speaking at the opening of the training, Lieutenant General Nguyen Trong Binh said: In recent years, due to the impact of climate change, weather conditions and natural disasters have become more complex, extreme and unpredictable. Storms, heavy rains, floods, flash floods, landslides, droughts and forest fires have increased nationwide, with great devastation, causing many losses in human lives and property of the State and people, negatively affecting the country's socio-economic development and affecting military and defense activities.

The training was organized to improve command and staff capacity; awareness and responsibility for the overall dike system, dam safety management and emergency response; determine the responsibility of the Army in dike protection, ensuring communication in isolated terrain, collapsed infrastructure, and difficult conditions.
To organize the training course successfully, Lieutenant General Nguyen Trong Binh requested the Organizing Committee to conduct the training according to the program and plan; evaluate the compliance with discipline and regulations of the cadres participating in the training; and summarize the report to the Chief of the General Staff.

The comrades who reported prepared their lectures carefully, specifically, and meticulously; fully conveyed the content of the overview of the dike system, dam safety management, and emergency response work for irrigation reservoirs; the responsibility of the Army in dike protection work, handling dike incidents; work to ensure military communications in overcoming the consequences of incidents, natural disasters, and search and rescue. The process of conveying the content needs to be based on practical experience and the current situation to prove it.
Lieutenant General Nguyen Trong Binh also requested the officers participating in the training to actively study, research, and contribute opinions on issues that are still inadequate; supplement the current situation and difficulties in disaster prevention and control for the Organizing Committee to study and direct in a unified manner. Strictly comply with the regulations of the Organizing Committee, military discipline, and ensure safety in all aspects.

The cadres of the training class promoted a sense of responsibility in managing students, directing the squad to complete the training content and program, strictly complying with military discipline and regulations of the Organizing Committee, ensuring absolute safety.
The training content includes the following topics: Military communication system and organization to ensure communication in overcoming consequences of incidents, natural disasters, search and rescue; safety management and emergency response of dams and reservoirs; overview of the dike system, the role and responsibility of the military force in dike protection work, techniques for handling the first hour of some dike incidents and visiting a model team practicing overcoming dike and dam breaches. The training will last until April 17, 2025.
