This is the 4th time the P4G Conference has been held and the first multilateral Green Growth Summit hosted by Vietnam.
The Partnership for Green Growth and the Global Goals (P4G) was established in 2017 on the initiative of the Danish Government.
P4G's current focus on priority areas is: Reducing food loss and waste; climate-smart agriculture; sustainable water resources; renewable energy and zero-emission transport.
Attending the opening ceremony, on the host country Vietnam were General Secretary of the Communist Party of Vietnam Central Committee To Lam; Politburo member, Prime Minister Pham Minh Chinh; Secretary of the Party Central Committee, Chief of the Party Central Committee Office Le Hoai Trung, Secretary of the Party Central Committee, Head of the Party Central Committee's Policy and Strategy Commission Tran Luu Quang; Member of the Party Central Committee, Deputy Prime Minister, Minister of Foreign Affairs Bui Thanh Son. Also attending were leaders of ministries and sectors of Vietnam.
International guests included Ethiopian Prime Minister Abiy Ahmed Ali, Lao PDR Prime Minister Sonexay Siphandone; Cambodian Deputy Prime Minister Neth Savoeun; UN Deputy Secretary-General Amina J. Mohammed, along with leaders of more than 40 countries, including P4G countries and partners, representatives of international organizations, ambassadors, and many experts and scholars in various fields.
General Secretary To Lam delivered a policy message at the opening ceremony. Politburo member and Prime Minister Pham Minh Chinh delivered the opening speech at the conference.
International guests also delivered live speeches, while many international leaders sent online speeches to the opening ceremony.

Opening the policy message at the Vietnam P4G Summit 2025, General Secretary To Lam expressed his gratitude to the leaders, distinguished guests, and delegates who attended the 4th Summit of the Partnership for Green Growth and the Global Goals (P4G) in the thousand-year-old capital of Hanoi, Vietnam. "For me, attending a large-scale multilateral conference like today with you is a great joy, reminding me of the vibrant emotions, determination, and confidence when I and global leaders witnessed the birth and adoption of the Future Compact at the United Nations - a historic document of humanity adopted at the Future Summit in September 2024. I see the practical significance of the compact for life, that is, on the basis of a common vision and aspiration for a sustainable future for humanity, we continue the spirit of solidarity, cooperation, sharing, and joining hands to act for the common prosperity of the peoples on this planet," General Secretary To Lam said.
At the same time, General Secretary To Lam affirmed that, in the face of the great and rapid changes of the world today, Vietnam is making constant efforts to reach an era of strong and prosperous development of the nation, standing shoulder to shoulder with the world's great powers, successfully building a socialist society for the goal of a rich people, a strong country, democracy, fairness, civilization, and happiness. By 2030, Vietnam will become a developing country with modern industry and high average income. By 2045, it will become a developed socialist country with high income.
According to General Secretary To Lam, with 40 years of experience in renovation, Vietnam has determined that the path to realizing the above goals must ensure the principles of "sustainability, inclusiveness, and harmony", including: Rapid development must go hand in hand with sustainability, high quality, and harmony between economic development and culture, society, environmental protection, and adaptation to climate change. National development must go hand in hand with international responsibility, contributing more and more to peace, stability, and development of the region and the world, for the happiness of humanity and global civilization. International cooperation is based on the principle of: Win-win, the development process must take people as the center, goal, and driving force of all policies and strategies. People must be the beneficiaries of the fruits of development.
The General Secretary stated that, with that viewpoint, Vietnam is focusing on promoting strategic solutions for national development:
Firstly, promoting institutional reform is the breakthrough of breakthroughs; focusing on reform, opening up, removing bottlenecks, liberating all resources for development, especially socio-economic development, creating conditions for economic sectors to develop together, paying attention to the private economy, creating conditions for deeper international integration.
Second, promoting the development of science, technology, innovation and national digital transformation is the top important breakthrough, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, in which data is a new resource, the air and light of the new era, and new means of production. Digital transformation is a tool to innovate production and business methods, innovate productive forces, and innovation is the "magic wand" to achieve prosperity and sustainability.
Regarding green transformation, thanks to the right and timely approach, green growth strategy, and 10-year socio-economic development strategy, despite being a developing country with a transitional economy and limited resources, Vietnam has initially achieved some important results:
As a leading country in supplying renewable energy in ASEAN, with wind and solar power capacity accounting for about 2/3 of ASEAN's total capacity; a good example of promoting green and sustainable agriculture, with a project of 1 million hectares of high-quality, low-emission specialized rice, a pioneering model that many partners and international organizations are interested in and refer to.
As an active and responsible member of all multilateral mechanisms and major initiatives on green growth and energy transition, such as the Paris Agreement on climate, the Partnership for a Just Energy Transition, P4G, etc.
"In particular, in terms of institutions, we have basically built the necessary mechanisms and frameworks for green growth, including national planning, energy master planning, strategies and plans for industry and spearhead development, a list of key projects and decrees to remove difficulties for the energy sector and green growth," General Secretary To Lam emphasized.
However, General Secretary To Lam also acknowledged that as a developing country with a transitional economy, Vietnam also faces challenges in terms of financial resources, technology, human resources, and resilience to the impacts of climate change and geopolitical fluctuations globally.
"Looking to the future, Vietnam is rapidly promoting strategic breakthroughs, making efforts to best prepare for the development process, which is both fast and green, inclusive and sustainable. We will strongly transform political commitments into practical actions, creating motivation for businesses and the whole society to participate in green economic development, in which green institutions are the decisive foundation, green technology is the driving force for breakthroughs and green human resources play a key role," the General Secretary stated.
According to General Secretary To Lam, Vietnam's development path cannot be separated from the general trend of the world and human civilization. Vietnam advocates placing itself in the flow of the world, skillfully combining national strength and the strength of the times, creating Vietnamese strength in the era of rising up.
"We will continue to promote the opening up process, proactively and actively integrate into the international community in a synchronous, comprehensive, deep and effective manner," the General Secretary emphasized.
General Secretary To Lam commented that hosting the 4th P4G Conference is of utmost importance to Vietnam:
Firstly, to promote the role of being a good friend, a reliable partner, and a responsible member of P4G and the international community.
Second, to reaffirm our commitment to sustainable development and energy transition towards carbon neutrality by 2050.
Third, to contribute to raising awareness of international cooperation, promoting the role and voice of developing countries in the field of green growth and sustainable development.
"I believe that the conference will create new momentum to promote cooperation between P4G and partners, between countries in the Northern and Southern Hemispheres, and between the public and private sectors to promote green transformation and sustainable development of green finance," General Secretary To Lam emphasized.
Expressing the desire for a "bright, green, clean, beautiful " world
Speaking at the opening of the conference, Prime Minister Pham Minh Chinh highlighted the role of the P4G Vietnam Summit 2025 - the world's leading forum for promoting public-private cooperation, connecting governments, businesses and social organizations to jointly develop breakthrough solutions for green growth, contributing to the implementation of the United Nations Sustainable Development Goals by 2030.
The Prime Minister stated that since its first event in Copenhagen (Denmark) in 2018, the P4G Summit has demonstrated the far-reaching influence of a world-leading forum on promoting public-private cooperation, connecting governments, businesses and social organizations to jointly develop breakthrough policies and solutions on green growth, contributing to the implementation of the United Nations' sustainable development goals by 2030.
According to Prime Minister Pham Minh Chinh, in the context that the world continues to face unprecedented challenges in natural disasters, climate change, epidemics, environmental pollution, resource depletion, population aging, etc., green transformation and sustainable development are inevitable trends, top priorities and strategic choices of countries and peoples around the world.
The theme of "Sustainable green transformation, taking people as the center" of this Conference expresses the aspiration towards a bright, green, clean and beautiful world with the viewpoint emphasizing the human factor as the center, the subject, the goal, the driving force and the resource for development, for the greening process and sustainable development on the beautiful green planet.
Prime Minister Pham Minh Chinh emphasized that the green transformation journey of humanity in the past time has not been easy, there have been successes and failures, but it has left valuable and important lessons; it is a valuable asset to guide us into a new stage of greener, more inclusive and more sustainable development worldwide.
The first is to ensure a comprehensive, global, inclusive approach that leaves no one behind, especially vulnerable groups, in the green transition. A green economy needs green businesses, a green society needs green citizens, a green world needs green nations.
Second , science and technology, innovation and digital transformation play a key role; the market plays a leading role; social awareness plays a fundamental role in promoting green transformation. This is clearly demonstrated and is the fundamental factor leading to success in many countries around the world.
Third, uphold the principles of equality, fairness, and responsibility in green transformation. This is a process that requires steadfastness in goals but proactiveness and flexibility in methods and roadmaps, taking into account different conditions and capacities of countries.
"For Vietnam, along with digital transformation, we identify green transformation as an objective necessity, a key factor and a breakthrough driving force to promote rapid green growth and sustainable development, realizing the strategic goal of becoming a developing country with modern industry and high middle income by 2030, and a high-income developed country by 2045," said the Prime Minister.
In the coming time, to contribute to gradually realizing the goal at COP 26 of bringing net emissions to zero by 2050, as the host country of the fourth P4G Summit, to promote the green, people-centered transition, Vietnam has put forward 3 proposals:
Firstly, promote the improvement of green thinking, focusing on developing science and technology, innovation, digital transformation associated with green growth, identifying green resources originating from green thinking, green growth drivers originating from green transformation, and green power originating from green awareness of people and businesses in countries, regions and globally.
Second, build a responsible green community, in which the government plays a guiding and encouraging role to ensure stable institutions that are favorable for green growth. The private sector is the core in technology investment, popularization of green standards, the scientific community is a pioneer in developing green technology and training green human resources. People are constantly raising their green awareness, and are truly the beneficiaries of the results of green transformation.
Third, promote international cooperation and strongly develop multi-stakeholder green cooperation models, especially public-private partnerships, South-South cooperation, North-South cooperation, multilateral cooperation frameworks, etc., to remove institutional barriers, increase access and accelerate the speed of green capital, green technology and green governance.
“Today, we are holding in our hands the responsibility and glorious mission of preserving and protecting the Earth - the home of humanity” - Prime Minister Pham Minh Chinh emphasized and said that Vietnam hopes and believes that the spirit of solidarity, unanimity, courage to rise up and creative intelligence of nations will truly become an unparalleled strength, contributing to promoting green transformation and inclusive, sustainable development globally, all for people, by people and by people, for the happiness and prosperity of all people on our beloved green planet.
