Opening of the 8th Meeting of the Big Data Working Group of the International Organization of Supreme Audit Institutions

On the morning of September 10, in Ninh Binh, the State Audit of Vietnam organized the 8th Conference of the Big Data Working Group of the International Organization of Supreme Audit Institutions (INTOSAI WGBD) with the theme: "Data governance - a new effective tool in auditing - from the perspective of data quality".

Attending the conference, Vietnam's representatives included Mr. Bui Quoc Dung, Deputy General Auditor of Vietnam; representatives of the Ministry of Information and Communications, Viettel Military Telecommunications Group...

International delegates: Mr. Ma Wen Hui, Deputy Auditor General of China; and 43 delegates from 21 supreme audit institutions (SAIs) and 3 international organizations: African Organization of English-Speaking Supreme Audit Institutions (AFROSAI-E), INTOSAI Development Initiative (IDI) and European Organization of Supreme Audit Institutions IT Working Group (EUROSAI IT).

Speaking at the opening of the conference, Mr. Bui Quoc Dung, Deputy Auditor General of the State Audit of Vietnam, shared: Over the years, INTOSAI WGBD has made significant progress, especially in knowledge sharing activities on high-quality auditing through the use of advanced technologies, making useful contributions to the INTOSAI community in general and its members in particular.

In the new context of international integration, the 4.0 industrial revolution and emerging issues, the State Audit of Vietnam (SAV) is increasingly striving to further improve audit quality; actively promote the role of the national public finance and public asset audit agency; as well as contribute more to the community of regional and international supreme audit agencies. To meet the requirements of the new situation, the SAV has developed and issued fundamental mechanisms and policies, as a basis for the implementation of information technology (IT) activities; and initially built the database architecture of the SAV.

The implementation of the project to build database architecture, develop synchronous IT infrastructure, a Data Center that meets technical standards, apply IT to serve management, operation and support audit activities as well as ensure information security at each level is a breakthrough step of the State Audit of Vietnam, in line with the digital transformation process and initially forming a new audit field based on Artificial Intelligence with new audit methods, direct access to IT systems and original data, organizing systematic and national Big Data comparison and inspection.

Deputy Auditor General of Vietnam Bui Quoc Dung emphasized: Participating as an observer since 2020, by October 2023, the State Audit of Vietnam had become an official member of INTOSAI WGBD and had made positive contributions to the activities of the Working Group.

Most recently, the State Audit of Vietnam attended the 7th Annual Meeting of the Working Group, held in Egypt with 70 delegates from 26 members/observers attending, sharing on the topic "Application of big data in auditing", with many practical contents and articles, of great value in terms of both professional knowledge and practical experience.

Following the success of the 7th Conference, at this Conference, the State Audit of Vietnam coordinated with the State Audit of China - Chairman of INTOSAI WGBD, to organize the 8th Conference with the theme "Data governance - a new effective tool in auditing - from the perspective of data quality".

On the first working day, delegates listened to the representative of the Chinese auditor - Chairman of INTOSAI WGBD report on the progress of the WGBD Working Group; the representative of the Brazilian auditor reported on the progress of the Research Project on "Application of Big Data in the Field of Health Services and Social Security"; the representative of the Indian auditor reported on the progress of the Research Project on "Artificial Intelligence in the Audit Process".

Within the framework of the conference, there will be 18 representatives of supreme audit agencies and international organizations, 4 experts from Vietnam have registered to speak at the conference, to share knowledge and experience on challenges, opportunities, successful lessons and valuable experiences to improve data management in particular and big data auditing in general. In addition, the conference will have many bilateral activities on the sidelines, practical programs in Hanoi and cultural programs in Ninh Binh province.

The successful organization of the 8th INTOSAI WGBD Conference will contribute to enhancing the position of the State Audit of Vietnam in the international arena, promoting the building of a network of experts and creating a foundation for future cooperation projects on big data.
