Also attending were members of the Provincial Party Standing Committee; leaders of the Provincial People's Council and People's Committee; comrades in the Steering Committee, Organizing Committee, sub-committees assisting the training course; representatives of the Standing Committees of the District Party Committees, City Party Committees, and Party Committees directly under the province; leaders of the Provincial Vietnam Fatherland Front Committee and provincial-level socio-political organizations, along with 89 comrades planned to be members of the Provincial Party Executive Committee for the 2020-2025 and 2025-2030 terms.
Speaking at the opening ceremony of the training course, Associate Professor Dr. Hoang Phuc Lam, Deputy Director of the Ho Chi Minh National Academy of Politics, emphasized: The Resolution of the 13th National Party Congress has identified 3 strategic breakthroughs for national development, namely: institutions, infrastructure, human resources; especially focusing on human resources for leadership and management at all levels. Therefore, organizing a training course for source cadres for the Provincial Party Committee in the next term is the concretization of the Resolution of the 13th National Party Congress into the reality of the province.
He also said: In recent years, Ninh Binh has made remarkable progress in all fields. This is thanks to the special attention paid to human resource training; at the same time, promoting human resources, turning difficulties and challenges into resources and opportunities for development.
The 20 topics selected for teaching and discussion at the training course are all newly updated issues related to party organization and building, human resource development, local development management as well as new points in the development orientation of Ninh Binh province until mid-century; comprehensive, visionary, and complete according to the regulations and instructions of the Politburo and the Secretariat. The training course sets out 3 goals: Knowledge, skills, methods, spirit and attitude.
The Deputy Director of the Ho Chi Minh National Academy of Politics requested the reporters and lecturers to focus on updating the Party's new theories as well as the world's developments, updating the practical connections of the domestic situation and Ninh Binh province; the students should promote a positive spirit and attitude, proactively exchange to effectively acquire knowledge.
Speaking at the training course, Comrade Doan Minh Huan, Member of the Party Central Committee, Secretary of the Provincial Party Committee, emphasized the importance of training and fostering cadres, which has been consistently affirmed by our Party in all periods. This training course is of great significance in preparing resources for the Provincial Party Executive Committee for the 2025-2030 term.
In that spirit, the Provincial Party Secretary raised a number of issues for the class Steering Committee to focus on directing and for each lecturer and each student to promote the highest sense of responsibility in teaching and learning.
The Provincial Party Secretary suggested that lecturers increase interaction with students; students need to promote positivity, proactively come up with solutions to handle problematic situations, and avoid being passive in learning. In addition, classroom discipline must be strictly established for all students, without exception. Learning outcomes must be synthesized, filtered, and individualized through serious and careful collection and evaluation.
The Standing Committee of the Provincial Party Committee will directly read, give comments and assessments on the achievements of each comrade, thereby contributing to discovering, evaluating the quality and differentiating the thinking level of each source cadre in preparation for the next Congress term, especially proposals and recommendations with breakthrough values, different ideas that are respected and commended. Each comrade proposes a good idea, a feasible breakthrough solution, the province will have a lot of useful knowledge to apply to perfecting the province's development policies, strategies and projects.
Building a millennium heritage urban area, a creative city, taking tourism, cultural industry, heritage economy as spearheads, the automobile mechanical industry as a driving force, innovative startups as breakthroughs, multi-value ecological agriculture as a pillar,... are arduous and challenging tasks to revive the cultural values of the ancient capital Hoa Lu, so that the past heritage becomes an asset serving the present and the future, so that the aspiration of Ninh Binh becomes a reality.
To do this, we must rely on the great responsibility of today's generation of leaders, of the future cadres with profound knowledge, long-term vision, and strong will. Therefore, shaping a lifelong learning regime, updating knowledge, and promoting a reading culture will help each leader and manager always renew themselves, always modernize and traditionalize themselves, become the core for promoting internal strength, connecting, attracting external resources, transforming external forces into internal forces, enhancing traditional values, turning challenges into opportunities, and turning heritage into assets. The character and stature of leaders and managers will become an important component of the cultural value of the Ancient Capital, even a constructive and guiding part.
The Provincial Party Secretary suggested that after the course, the Provincial Party Committee's Organizing Committee should continue to advise on organizing classes to update in-depth knowledge on very new issues of the province to enhance the capacity of leaders and managers, such as local governance, urban and heritage urban management, heritage economic development - brand economy, cultural industry development, innovative startups, development of multi-value ecological agriculture, urban agriculture, lifelong learning and knowledge management, public ethics and self-management, cultural identity and core values of Ninh Binh people.
The 2024 provincial-level cadre training course will take place from May 22 to June 11, 2024.
Students participating in the training course will study 20 topics: Training and fostering cadres capable of working in an international environment to meet the requirements of the 4.0 Industrial Revolution; Comprehensively perfecting and synchronizing institutions for developing a socialist-oriented market economy in the spirit of the 13th National Party Congress; managing media crises in leadership and management; global risk issues and context for Vietnam's development goals; vision, goals and orientations for national development to the mid-21st century and applying them to local development practices; the current situation of religion and religions in our country; democratic centralism - a fundamental principle for building a clean and strong Party; decentralization and delegation of power in leadership and management; ensuring national security, proactively preventing and responding to risks of non-traditional security - cyber security before the impact of the Fourth Industrial Revolution (4.0); Environmental issues associated with sustainable development in Vietnam today and requirements for Ninh Binh province today; new issues on ideological work in the context of digital economy and digital society; some issues on the goals and perspectives for the development of Ninh Binh province until 2035, with a vision to 2050; regional planning, provincial planning, regional linkage between Ninh Binh and other provinces and cities in the current period; future thinking and forecasting; basic issues on leadership, management and use of tools, skills and arts in implementing leadership and management; Party building and rectification work and the political system of the province, results of implementing the Resolution of the Ninh Binh Provincial Party Committee since the beginning of the term; developing digital economy, green economy, circular economy, for the goal of sustainable development; Policy lessons from the analysis of the Provincial Competitiveness Index (PCI) and the Provincial Governance and Public Administration Performance Index (PAPI), suggestions for attracting investment in Ninh Binh province; experience in handling political situations in leadership and management at the grassroots level; planning work and planning of Ninh Binh province for the period 2021-2030, with a vision to 2050; controlling power and preventing and combating corruption and negativity in our country today. |
