Deputy Minister Nguyen Duy Lam listened to the investor report on the progress of the Chi Thanh - Van Phong expressway project south of Tuy An tunnel.

"The project's geology has many disadvantages, but with their experience, contractors need to have appropriate and effective technical solutions to speed up the progress of drilling, digging and tunneling," said the Deputy Minister, noting that contractors working through weak ground areas need to carefully calculate the time and loading measures to ensure that they do not affect the overall progress of the entire project.

The Deputy Minister inspected the landslide at Km 10+00, Chi Thanh - Van Phong Expressway, and directed units and contractors to urgently fix it in August 2024.

At the end of the route (section through Hoa Xuan Dong commune, Dong Hoa town), the Deputy Minister noted that the contractor needs to take advantage of the construction site to quickly complete the items, and increase the mobilization of machinery and human resources on the route commensurate with the workload.

"Progress must be urgent and hasty. Construction work must be measured and calculated daily," said the Deputy Minister.

Regarding the relocation of technical infrastructure on the route, Deputy Minister Nguyen Duy Lam requested that the Phu Yen provincial government direct localities with the expressway passing through to urgently complete the relocation of electric poles out of the project area in August as directed by the Prime Minister.

Faced with difficulties related to some procedures for quarries supplying materials for highway construction, the Deputy Minister also requested Phu Yen province to direct the Department of Natural Resources and Environment to soon complete the exploitation procedures.

Particularly for materials from commercial mines, investors need to strengthen coordination with contractors, and act as a focal point to help contractors work with mine owners to promptly provide sufficient materials in sufficient quantity, ensuring quality standards for construction.

"Construction must be neat and tidy, creating the shape of the road. Contractors need to grasp all geological factors, and work while overcoming them. Construction must follow the spirit of the Prime Minister's instructions. Investors and contractors must strive to enhance the spirit of competition in labor, creating a bustling atmosphere of construction at the site," Deputy Minister Nguyen Duy Lam emphasized.

Previously, reporting to the Deputy Minister, Mr. Ho Xuan Thang, Executive Director of the Chi Thanh - Van Phong Expressway Project (PMU7) said that Phu Yen had handed over 100% of the land. By the end of August, the relocation of electricity poles on the route will be basically completed.

Deploying 45 construction sites, more than 1,800 engineers and workers push project progress

Taking advantage of the handed over site, contractors have mobilized 45 construction teams to the site, with more than 1,800 workers and nearly 740 machines and equipment. The cumulative output to date is more than 4,000 billion VND. The project progress has reached more than 52%, ensuring requirements.

However, Mr. Thang also said: Although the locality has handed over 100% of the land, there are still about 29 electric poles of all kinds, which affect nearly 1km of weak soil treatment and bridge construction.

"Due to a number of objective and subjective reasons, the progress of relocating the power poles was not completed as planned. The locality committed to completing it by the end of August this year. Project Management Board 7 is actively coordinating with the locality to urge the power relocation unit to complete it soon according to the above schedule," said Mr. Thang.

The investor also proposed that the People's Committee of Phu Yen province consider requesting the Department of Natural Resources and Environment and the People's Committee of Tuy Hoa city to soon complete the procedures to put the dumping site at the 3-2 Company's quarry into service for the project in August.

In addition, the investor also requested local authorities and organizations to propagate and mobilize people to support the Prime Minister's policy of 3-shift, 4-shift construction. In particular, at construction sites and material transportation routes through residential areas, the working hours are extended to 10 p.m. every day.

"Regarding difficulties and problems arising during the construction process that need to be technically handled, Project Management Board 7 will actively resolve procedures as quickly as possible to reduce the impact on construction progress, striving to shorten the project's progress compared to the original plan according to the Prime Minister's direction," Mr. Thang committed.

The North-South expressway project, Chi Thanh - Van Phong section, has the same starting point as the end point of the Quy Nhon - Chi Thanh (Phu Yen) section.

The end point of the project connects to National Highway 1 and the Deo Ca tunnel project in Dong Hoa district, Phu Yen province. On the route, there is the Tuy An road tunnel, 1,020m long.

The investor is Project Management Board 7 (Ministry of Transport). The project started construction in January 2023, with a total investment of more than VND 10,700 billion, and will be basically completed in 2025.
