(Baothanhhoa.vn) - According to the plan for developing industrial clusters (ICs) for the 2021-2030 period, with a vision to 2045, approved by the Prime Minister, Thanh Hoa is planned to develop 126 ICs, with a total land use area of ​​5,893.65 hectares. Of which, in the 2021-2030 period, 115 ICs are planned to be developed, with a total area of ​​5,267.25 hectares. Many ICs completed and put into operation not only contribute to economic restructuring and industrial value growth, but also create many jobs for local workers.

In order to develop modern and sustainable industry, in recent years, Thanh Hoa province has promoted the improvement of the investment environment, paid attention to the development of concentrated industrial zones and clusters, and built specific mechanisms and policies to attract resources and investors. In addition to promoting traditional industries such as: Mechanics, manufacturing, deep processing investment in mineral exploitation... the province has oriented the development of industrial clusters in many localities to attract clean and high-tech industries. Up to now, the whole province has 45 industrial clusters under investment, with a total area of ​​1,584.89 hectares and a registered investment capital of 11,216.9 billion VND. Currently, there are 5 industrial clusters that have basically completed the investment in industrial cluster infrastructure or in phases; have invested in centralized wastewater treatment systems, meeting environmental protection requirements and have been granted environmental licenses, such as: Bac Hoang Hoa Industrial Cluster, Thai Thang Industrial Cluster (Hoang Hoa); Hoa Loc Industrial Cluster (Hau Loc); Quan Lao town industrial park (Yen Dinh); Van Ha town industrial park (Thieu Hoa). In addition, there are 29 industrial parks that have had their Environmental Impact Assessment Reports approved and are continuing to complete investment procedures to put them into operation...

Dien Trung Industrial Park (Ba Thuoc) was established and allocated land at the end of December 2023 with an area of ​​34.5 hectares, Bao On Hoa Nang Company Limited is the investor with the following business lines: garment, leather shoes, handbags, wooden handicrafts, electronic components, fertilizer production, animal feed production, mechanical industry, rattan and bamboo for export, construction materials production... It is known that after the Provincial People's Committee approved the investment policy in Dien Trung Industrial Park, Ba Thuoc District People's Committee coordinated with Bao On Hoa Nang Company Limited to carry out site clearance well. At the same time, the district actively supported the investor to resolve problems related to administrative procedures and called on secondary investors to build factories for production and business. Bao On Hoa Nang Company Limited is focusing all resources to complete the construction of infrastructure. When put into operation, it will create jobs for thousands of workers.

In addition to the positive results, in the process of infrastructure investment, industrial parks are still facing many difficulties and problems that need the participation and resolution of difficulties from departments, branches and localities. Specifically, the number of industrial parks that have completed infrastructure and met environmental protection requirements is still small; Some industrial parks were planned when there were existing operating facilities, but there were no infrastructure investors, no synchronous investment in separate rainwater and wastewater collection systems, no investment in centralized wastewater treatment systems, and temporary solid waste collection areas, leading to the risk of environmental pollution... The management of production and business enterprises in industrial parks is still overlapping and not strict, especially the management and supervision after investment of production and business projects, leading to many difficulties in State management of industry... The province's viewpoint is to accompany and share with investors to speed up the progress of projects, but will also resolutely handle and recover projects where investors still deliberately delay implementation. Specifically, 2 industrial parks had their projects revoked, namely Industrial Park No. 2 in Quan Lao town (Yen Dinh) and Phuc Thinh Industrial Park (Ngoc Lac), and investment in Hoang Son Industrial Park (Nong Cong) was temporarily suspended.

To make the industrial clusters operate effectively and attract more investors, currently, sectors and localities are focusing on implementing well the propaganda work, mobilizing enterprises to comply with the provisions of the law in investment, production and business. At the same time, promote administrative procedure reform, enhance the sense of responsibility in handling procedures for investors; review and monitor investment activities in industrial clusters and handle violations for projects that are not implemented, are slow to implement according to the plan, committed progress or production and business are not in accordance with the purpose of land use. Localities with industrial clusters proactively grasp the situation of enterprises' operations to remove difficulties and obstacles in the process of project implementation; strengthen investment management of investors in construction and business of technical infrastructure. Inspect and handle violations; accelerate activities to support enterprises in trade promotion, finding markets for product consumption and export.
