Overcoming difficulties caused by natural disasters, accelerating the implementation of important national projects and key projects in the transport sector

On the afternoon of September 17, at the Government headquarters, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired the 14th meeting of the Steering Committee. Attending the meeting were comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister; leaders of a number of central ministries, departments and branches.

The meeting was held in person and online between the Government headquarters and 44 provinces and centrally-run cities with important national projects and key transport sector works and projects.

Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee reported on the progress of investment procedures for the CT.08 expressway project, section through Nam Dinh - Thai Binh province.

Attending the meeting at Thai Binh bridge were comrades: Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Lai Van Hoan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; representatives of leaders of a number of departments, branches and localities.

At the 13th meeting, the Prime Minister assigned 42 tasks to ministries, branches and localities, focusing on removing difficulties and obstacles, speeding up the progress of site clearance and providing construction materials, especially for key transport projects in the Southern region. To date, the units have completed 11 tasks on time and are actively implementing 28 tasks.

Delegates focused on discussing and evaluating the progress of important national and key projects in the transport sector; supplementing and clarifying the causes of difficulties and obstacles in implementing projects and proposing solutions related to investment procedures, site clearance progress, etc.

Speaking at the meeting, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee reported on the implementation of the investment project to build the Ninh Binh - Hai Phong expressway (CT.08), the section through Nam Dinh - Thai Binh provinces under the public-private partnership model.

Accordingly, up to now, the project feasibility study report has been appraised by the interdisciplinary council and the conclusion has been announced. The Provincial People's Committee and the investor proposing the project are reviewing and studying the opinions of the appraisal council to complete the report. The compensation, support and resettlement policy framework for the project has been approved by the Prime Minister. The province has completed and revised the environmental impact assessment report, consulted the Ministry of Transport on the content of using sea sand for leveling and embankment work for the project as a basis for reporting to the Appraisal Council; completed the survey of investors' interest in the project; focused on directing relevant departments, branches and localities to urgently complete procedures to prepare for site clearance to ensure compliance with legal regulations. The work of extracting and measuring has been basically completed. Regarding materials for the project, according to calculations, about 15.7 million m3 of sand is needed; Of which, Thai Binh needs about 8.85 million m3. Currently, the province is coordinating with the investor to propose the project to calculate and accurately determine the supply of materials (soil, rock, sand) to serve the project. In the coming time, the province will continue to closely coordinate with the Ministry of Planning and Investment, the Ministry of Natural Resources and Environment and relevant ministries and branches to strive to complete the appraisal work in September 2024. Approve the project in September 2024. Complete the organization of investor selection, sign the project contract. Strive to start the project in December 2024.

In his concluding remarks, Prime Minister Pham Minh Chinh acknowledged and commended the active participation of ministries, branches, localities, project management boards, contractors, consultants, officers, workers and laborers at project sites.

Emphasizing the goal of striving to complete and exceed the target of 3,000km of expressway by the end of 2025 according to the Resolution of the 13th National Party Congress, in the context that the northern provinces have just experienced a historic natural disaster and storms and floods causing great damage to people and property, the Prime Minister requested that ministries and local branches, based on their assigned functions and tasks, focus on leadership and direction, enhance their role and responsibility with the highest spirit, speed up the implementation of key projects and works, and promote public investment. It is necessary to promote the national spirit and traditional strength to overcome all difficulties, especially the damage caused by natural disasters, storms and floods in the northern provinces to urgently restore the economy. In particular, focusing on speeding up the progress of site clearance and handover to construction units according to plan; Project management boards and contractors need to mobilize maximum human resources, machinery and equipment to work in "3 shifts, 4 teams" to ensure progress, technical quality, and aesthetics of the projects; ensure safety, environmental sanitation, green, clean, and beautiful.

Regarding construction materials, the Prime Minister requested that localities assigned as project management agencies proactively search for and identify material sources; closely coordinate with localities with material mines to complete procedures for granting mines to ensure the source of filling materials, meeting project progress.

Assessing the implementation of the conclusions and directions at the 13th meeting of the Steering Committee, the Prime Minister commended the ministries, branches and localities for performing well the assigned tasks; in which, Thai Binh province has closely followed the directions of the Government and the Prime Minister in accelerating the progress of investment procedures for the CT.08 expressway project, the section through Nam Dinh and Thai Binh provinces. The Prime Minister also pointed out a number of shortcomings and limitations that need to be overcome and shared lessons learned in management and operation; promoted the strength of solidarity, mobilized the participation of the entire political system in handling arising difficulties and problems.

The Prime Minister also assigned specific tasks to ministries, branches and localities in implementing important national projects and key transport sector works and projects; at the same time assigned the Government Office to synthesize and coordinate with the Ministry of Transport to transfer to relevant ministries and branches for settlement according to their authority.
