Here, Mr. Ngo Ngoc Cuong, Chairman of the Board of Directors of Bac Giang Industrial Park Infrastructure Development Joint Stock Company, said that the Company has 99.93% of its charter capital owned by the State; the province assigned it to be the investor, manager, operator, and exploiter of Dinh Tram Industrial Park and Song Khe - Noi Hoang Industrial Park (North).
During the implementation process, besides the advantages, the Company still encountered some difficulties and problems related to the management, operation and exploitation of the two above-mentioned industrial parks.
For Dinh Tram Industrial Park, after merging with Dong Vang Automobile Industrial Park (in 2011), management became more difficult because Dong Vang Automobile Industrial Park did not have land to invest in a shared infrastructure system (including: Roads, wastewater drainage system, lighting, trees, etc.); there was no detailed planning.

There is a customs office in Dinh Tram Industrial Park. Every day, many containers come in and out for customs clearance, causing traffic jams, posing potential safety risks, and affecting the production activities of other businesses.
In addition, the rainwater and wastewater drainage systems of residential areas near Dinh Tram Industrial Park are being connected to the general drainage system of this industrial park, negatively affecting the quality of wastewater discharged into the environment by the enterprise.
After handing over land in Dinh Tram and Song Khe - Noi Hoang Industrial Parks to the state for implementing traffic projects, these two industrial parks did not ensure the area of land covered by trees and traffic land as prescribed. At the same time, up to now, the Company has not received compensation for the recovered assets.

Both Dinh Tram and Song Khe - Noi Hoang industrial parks were built and put into operation nearly 15 years ago. Up to now, part of the technical infrastructure such as communication systems, telecommunications, electricity, etc. has been degraded, not synchronized, and not aesthetically pleasing. This infrastructure system was invested and built by other service providers, so the Company has encountered difficulties in upgrading and renovating. From the above difficulties, the representative of Bac Giang Industrial Park Infrastructure Development Joint Stock Company proposed and recommended that the province pay attention to directing remedial measures.
During the discussion here, representatives of departments, branches and units answered and clarified a number of issues related to the difficulties and obstacles the Company is facing.
After listening to opinions, comrade Pham Van Thinh directed the People's Committee of Viet Yen town and Bac Giang city to coordinate with the Investment and Construction Project Management Board at the same level to promptly approve the compensation plan for site clearance for the recovered land area in the two industrial parks and pay compensation according to current regulations.
Agree with the plan to adjust the average height from 2 floors to 5 floors for buildings in Dinh Tram Industrial Park to increase land use efficiency, meeting the production needs of enterprises. At the same time, the Company needs to pay attention to building urban landscapes, protecting the environment; reviewing all vacant land and planting trees in April 2025 to ensure the land area is covered with trees according to regulations.

Propose that the People's Committee of Viet Yen town coordinate with relevant units to survey, research, and invest in the construction of a drainage system for the residential area adjacent to Dinh Tram Industrial Park. In case it cannot be built immediately, research and build a separate tank to solve the immediate problem. The company also needs to control the discharge of waste from enterprises operating in the two industrial parks; promptly detect violating units to handle according to regulations.
The Provincial Industrial Parks Management Board shall coordinate with the customs unit to review the remaining spaces that can be utilized, such as vacant land in the wastewater treatment area and parking lots in Dinh Tram Industrial Park, as places to park containers.
Regarding the electricity and telecommunications systems, the Company is interested in reviewing and investing in the construction of underground trench systems to ensure safety, uniformity and aesthetics. At the same time, it coordinates with tax authorities to monitor and adjust land rental prices accordingly.
