Heavy rains following Typhoon No. 3 have submerged thousands of homes in Tan Tien and Nam Phuong Tien communes (Chuong My district, Hanoi) for several days. The situation is particularly serious in Tan Tien commune, where the Bui River overflowed, causing deep flooding in two villages, with water levels reaching over 1 meter in some areas, exceeding even the historic flood of July 2024. Residents in the area are facing hardship, with many families forced to evacuate and suffering significant property damage.

This is the second time in just over a month that residents of Chuong My have had to endure widespread flooding.

Ms. Nguyen Thi Danh (from Nam Phuong Tien commune) said that the water for drinking and cooking is almost gone. For the past two days, her family has been collecting rainwater to wash clothes. Although she is used to flooding, the woman is still anxiously waiting for the floodwaters to recede.

Mr. Nhuong (a security guard at Nam Phuong Tien Secondary School) paddles his boat around the schoolyard, taking the opportunity to cast his net and catch fish.

Schools in the commune have been closed for several days. This situation is expected to last for another week as the floodwaters recede very slowly.

Previously, students had only been able to attend classes one day after the start of the school year due to flooding.

Mr. Do earns his living by fishing on the Bui River every day. Recently, he has been using his boat to transport people within the commune because the land routes have now been converted into waterways.

The communal house in Nam Phuong Tien commune is the highest point in the commune and is used to receive relief supplies from all over. Thousands of residents had previously been forced to evacuate to safety. Those who remained to guard their property had to sign a commitment with the local authorities guaranteeing their safety.

The grocery store has remained open, selling essential goods to villagers in recent days. Ms. Xuan said that for villagers still living in houses that haven't been deeply flooded, her store can still provide enough essential items.

Mr. Vinh (from Hanh Bo village) said that Nam Phuong Tien commune is flooded every year, but this year has reached a record high. All families have boats so they have a means of transportation within the village when the water rises.

Ms. Anh and her son, sitting on a float in front of their house, said that the water had receded by about 20cm compared to September 11th.

Many houses in the communes of Nam Phuong Tien, Tan Tien, and Hoang Van Thu remain empty because the evacuated residents have not yet been able to return.

On the afternoon of September 12th, the rain subsided and the sun came out, but the water level in Nam Phuong Tien commune remained deep, at 1-1.5 meters. The commune's People's Committee has placed warning signs and prohibited people from traveling for the past week. A representative from the Chuong My District People's Committee stated that the rising water level of the Bui River has flooded many villages and hamlets along the river in Nam Phuong Tien, Tan Tien, and Hoang Van Thu communes. District authorities have gone to the affected areas to direct efforts to mitigate the consequences of the floods.
