Results of handling violations of electronic information on the Internet in Ho Chi Minh City

"Social Media Listening" software is capable of identifying positive and negative information.

According to the report of the Inspectorate of the Department of Information and Communications of Ho Chi Minh City, since the beginning of 2024, this unit has received a total of 251 complaints and denunciations, of which 186 were directly related to information on the Internet. This reflects the increasing level of violations and the growing concern of people about information issues on the network environment. The handling of electronic information violations this year mainly focused on violations related to general electronic information websites and social network accounts.

Of the 43 decisions on administrative sanctions issued by the Department Inspectorate in 2024, the total fine amounted to VND 785.5 million. In particular, 26 decisions on sanctions were related to violations of electronic information on the network, with a total fine amount of VND 467.5 million.

Common violations include non-compliance with the provisions of the License to Establish an Electronic Information Site, inaccurately citing sources of information, establishing an aggregator site without a license, and violations of advertising. A typical example is the penalty imposed on Thinh Phat Marketing Joint Stock Company for inaccurately citing information on the aggregator website cafeland.vn. The company was also stripped of its License to Establish an Aggregator Website for three months.

Violations on social networks mainly include providing false information, distorting, slandering, and insulting the reputation of organizations and the honor and dignity of individuals. These acts not only cause confusion in public opinion but can also lead to serious legal consequences for the offended individuals and organizations.

One of the notable cases in 2024 was the handling of violations by influential figures on social networks such as Ms. Nguyen Thi Le Nam Em, Miss Phuong Le and TikToker Hua Quoc Anh. These cases not only caused a stir on social networks but also attracted the attention of the media, leading to an increase in complaints and denunciations related to violations on social networks.

According to the Inspectorate of the Department of Information and Communications of Ho Chi Minh City, after these outstanding cases, the number of complaints and denunciations about social network-related behaviors has increased significantly. However, many of the complaints are only notification in nature or do not have clear grounds for handling, making it difficult to handle and increasing pressure on functional officers.

Despite many efforts in handling online information violations, the Inspectorate of the Department of Information and Communications of Ho Chi Minh City still encounters some difficulties in the process. One of the major problems is verifying the information of the violators, especially when social media accounts operate across borders. The lack of information about the violators makes it impossible to thoroughly handle many cases, even though the violations are clear.

In addition, the work of receiving information is mainly passive, handling incidents after they have occurred. The proactive provision of official and timely information to prevent false information and guide public opinion is still limited. The application of measures to prevent false information on cross-border platforms is also difficult due to dependence on the cooperation of foreign enterprises.

To improve the effectiveness of handling violations of electronic information on the Internet, the Department of Information and Communications of Ho Chi Minh City has proposed a number of solutions. In particular, promoting the effectiveness of the software "Listening to social networks - Social Beat" is considered an important tool to monitor, detect and handle bad and toxic information in a timely manner. Methods of propaganda, public opinion orientation, and proactive communication policy building will also be promoted, in order to provide accurate and timely information to the press and the public.

In addition, the Department of Information and Communications Inspectorate also proposed a number of measures to strengthen cooperation with the Ministry of Information and Communications in proposing policies on decentralization and authorization for the city in managing information on cross-border platforms. This helps improve the effectiveness of handling violations and reduce dependence on foreign enterprises.

The handling of violations of electronic information on the Internet in Ho Chi Minh City in 2024 has made significant progress, especially in handling violations on general electronic information websites and social networks. However, difficulties still exist such as verifying subject information, propaganda work and preventing false information still need to be improved. With the right solutions and directions, Ho Chi Minh City can build a safer and healthier network environment in the future./.
