Recently, Hung Nguyen district organized a voter consultation on the Project on rearranging commune-level administrative units for the period 2023 - 2025 in 6 communes subject to merger: Hung Thong, Hung Tan, Hung My, Hung Thinh, Hung Phuc and Hung Loi.
The results of the voter consultation in 6 communes subject to merger with the percentage of voters agreeing with the Project on rearranging commune-level administrative units in the period of 2023 - 2025 in Hung Nguyen area are quite high. Hung Tan commune reached 83.11%; Hung Thong commune reached 99.36%; Hung Thinh commune reached 95.49%; Hung My commune reached 96.95%; Hung Phuc commune reached 99.11%; Hung Loi commune reached 99.24%.
Details of the results of the consultation in 6 communes:
Hung Loi Commune, the number of voters who voted was 2,755/2,755 total voters who were made and finalized the list, reaching 100%. As a result, 2,734/2,755 voters who were made the list agreed on the plan to merge Hung Loi and Hung Phuc communes, taking the new commune name after the merger as Phuc Loi, reaching 99.25% (the remaining number includes the number of votes that disagreed and the number of invalid votes).
Hung Phuc Commune, the number of voters who voted was 2,711/2,711 total voters who were established and finalized the list, reaching 100%. As a result, 2,687/2,711 voters who were established the list agreed on the plan to merge Hung Loi and Hung Phuc communes, taking the new commune name after the merger as Phuc Loi, reaching 99.11%.
Hung Thinh Commune, the number of voters who voted was 2,927/2,946 total voters who were registered and finalized, accounting for 99.35%. As a result, 2,813/2,946 voters who were registered agreed on the plan to merge Hung My and Hung Thinh communes, taking the new commune name after the merger as Thinh My, reaching 95.49%.
Hung My Commune, the number of voters who voted was 2,917/2,918 total voters who were made and finalized the list, reaching 99.97%. As a result, 2,829/2,918 voters who were made the list agreed on the plan to merge Hung My and Hung Thinh communes, the new commune is expected to be named Thinh My after the merger, reaching 96.95%.
Hung Tan Commune, the number of voters who voted was 2,457/2,748 total voters who were made and finalized the list, reaching 89.41%. The result was that 2,284/2,748 voters who were made the list agreed on the plan to merge Hung Thong and Hung Tan communes, taking the new commune name after the merger as Thong Tan, reaching 83.11%.
Hung Thong Commune, the number of voters who voted was 3,169/3,169 total voters who were made and finalized on the list, reaching 100%. The result was that 3,149/3,169 voters who were made on the list agreed on the plan to merge Hung Thong and Hung Tan communes, taking the new commune name after the merger as Thong Tan, reaching 99.36%.
According to Article 132 of the 2015 Law on Organization of Local Government, after consulting voters on the establishment, dissolution, merger, division, and adjustment of administrative boundaries, if more than fifty percent (50%) of the total number of voters in the area agree, the agency developing the project is responsible for completing the project and sending it to the People's Councils in relevant administrative units for comments.
Based on the opinions of local voters, the draft project on establishment, dissolution, merger, division, and adjustment of administrative unit boundaries sent by the responsible agency, the People's Councils at the commune, district, and provincial levels concerned shall discuss and vote on approval or disapproval of the policy on establishment, dissolution, merger, division, and adjustment of administrative unit boundaries in order from the commune level to the district and provincial levels.
Resolutions of the People's Council at the commune level on approval or disapproval of the policy of establishing, dissolving, merging, dividing, or adjusting the boundaries of administrative units shall be sent to the People's Council at the district level; resolutions of the People's Council at the district level shall be sent to the People's Council at the provincial level; resolutions of the People's Council at the provincial level shall be sent to the Ministry of Home Affairs for general synthesis and reporting to the Government and competent authorities for decision.
Thus, according to the provisions of Article 132 of the Law on Organization of Local Government, the results of the voter consultation of the 6 merged communes in Hung Nguyen all reached over 50% of the regulations; from 83.11% to 99.36%.
Based on the results of the high consensus of voters, the People's Councils of 6 communes will hold a meeting to approve the Project on rearranging commune-level administrative units and the next step is for the People's Council of Hung Nguyen district to meet to approve the Project on rearranging commune-level administrative units for the period 2023 - 2025 in the district, expected to be completed in May 2024 to submit to the Provincial People's Council.
