Results of Binh Thuan's Administrative Reform Index in 2024: Has the highest increase in the country

Increase points, increase rank many levels

At the regular Government meeting in March 2025 held on the morning of April 6, Minister of Home Affairs Pham Thi Thanh Tra reported and announced the results and rankings of the People's Satisfaction Index with the Services of State Administrative Agencies (SIPAS) in 2024 and the Public Administration Reform Index (PAR INDEX) in 2024 of the People's Committees of provinces and centrally run cities.

For Binh Thuan , the results of the 2 indexes PAR INDEX and SIPAS in 2024 have improved significantly compared to 2023. The PAR INDEX reached 88.26%, ranked 34/63 provinces and cities, up 27 places, thanks to an increase of 6.39% compared to 2023, which is considered the highest increase in the country. The SIPAS index reached 82.63%, up 3.39% compared to 2023, ranked 42/63 provinces and cities and up 14 places compared to 2023.

The above results are not outstanding, but in the context of 2023, Binh Thuan's ranking is 61/63 provinces and cities with the PAR INDEX index and 56/63 provinces and cities with the SIPAS index, which shows a breakthrough. The increase in the PAR INDEX index, which the Ministry of Home Affairs' report assessed as the highest increase in the country, clearly shows that. It is calculated that thanks to 6/8 component indexes having high increases in scores and rankings, despite 2 component indexes having decreased scores and rankings.

Most notably, the Index on administrative reform direction and operation, Binh Thuan reached 99.24%, an increase of 15.19% and an increase of 35 ranks compared to 2023; ranked 25/63 provinces and cities. PAR INDEX and SIPAS are two important tools to evaluate the results and impacts of administrative reform in a comprehensive, objective and multi-dimensional manner, helping localities analyze, compare and clearly identify the positive aspects and point out the shortcomings and limitations in each content and task of administrative reform in order to have measures to overcome, improve the effectiveness of administrative reform and improve the quality of service to the people. For Binh Thuan, the results of the above two indexes in 2024 clearly show that, especially based on the starting point of the results in 2023.

According to the analysis of the Department of Home Affairs, in 2024, Binh Thuan will continue to implement Directive No. 11-CT/TU dated September 7, 2021 of the Provincial Party Standing Committee on strengthening the Party's leadership in improving the province's indicators for the period 2021 - 2025 and the 2024 theme of the Provincial Party Committee on "Improving competitiveness and satisfaction of people and businesses". At the same time, leaders of the Provincial People's Committee and departments and branches regularly work to inspect and urge the implementation of tasks to improve indexes at agencies and localities.

Meanwhile, with the reform of the provincial state administrative apparatus, Binh Thuan focuses on implementing the arrangement and consolidation to ensure quality and progress as required; completing and promulgating regulations on functions, tasks, powers and organizational structures of agencies and units and implementing the structure of the number of leaders at administrative agencies in accordance with regulations. In fact, administrative reform has had a positive impact on local socio-economic development; the contribution rate to the provincial budget revenue of the business sector increased compared to 2023 and the province's annual budget revenue exceeded the assigned estimate; people are more satisfied with the service of administrative agencies.

However, in addition, there are 2 component indexes on institutional reform and administrative procedure reform of the province that have decreased in points and rankings compared to 2023. The main reason is that some units have not promptly advised on handling legal documents proposed by competent authorities; the advice of the Chairman of the Provincial People's Committee to announce internal administrative procedures between agencies has not been timely; The electronic information pages of some units publicizing administrative procedures are not really convenient for organizations and individuals to look up...

From the results of the 2 PAR Indexes in 2024, we can also see the efforts and endeavors of all levels and sectors in leading, directing and advising on the implementation of administrative reform targets and tasks according to the direction of the Central Government, the guidance of the Ministry of Home Affairs and the Province. From here, we can draw conclusions for the hope of continuing to improve the PAR ranking in the coming time.

The provincial administrative reform index includes 8 assessment areas, 38 criteria and 88 component criteria; the total assessment score is 100 points, of which 68 points assess the results of administrative reform and socio-economic development indicators, and 32 points are assessed through sociological surveys.
