In his opening speech, Mr. Nguyen Manh Dong, Vice Chairman of the State Committee for Overseas Vietnamese, said that the Vietnamese community has now reached about 6 million people, present in over 130 countries and territories. It is a mature, strong, highly qualified community, increasingly younger, present in almost all economic, political, cultural - social, scientific - technological fields, with a voice and influence that is increasingly respected in the host society. “The community is an inseparable part and a very important resource of the Vietnamese people. The country and the community are linked and intertwined, bringing great opportunities to further enhance the nation's foundation and position,” said Mr. Nguyen Manh Dong.
According to Mr. Nguyen Manh Dong, the Global Startup Mentoring Program has been conducted over the past 3 years in an extremely difficult context, with countless challenges, especially the COVID-19 pandemic that has almost completely halted economic and social life and a series of political and security fluctuations across regions, disrupting supply and production chains. The implementation of this program seemed impossible. However, we have made great efforts and achieved many important results in implementing the Program. These are significant and commendable advances in the above difficult context. The State Committee for Overseas Vietnamese and the Ministry of Foreign Affairs are pleased and proud to have accompanied the Department of Science and Technology Market and Enterprise Development, the Ministry of Science and Technology, ministries, branches, localities, a large number of overseas Vietnamese and the domestic and foreign business community in this common effort. The results achieved show that we are on the right track and these results need to be promoted. This is also one of the important results leading to the Cooperation Agreement between the Ministry of Foreign Affairs and the Ministry of Science and Technology in April 2024.
On this occasion, Mr. Dong proposed that it is necessary to continue to strengthen and diversify the forms of connecting the network of Vietnamese experts and intellectuals abroad; Strengthening connections and building data on the network of experts and intellectuals across continents; especially finding ways to turn these connecting efforts into more practical results, not just stopping at the playground level, but needing to turn innovation support activities into new markets and marketplaces.
Affirming the role and position of the Global Startup Advisory Program, Mr. Pham Hong Quat, Director of the Department of Science and Technology Enterprise Market Development, Ministry of Science and Technology, emphasized that it is necessary to turn all potentials into real opportunities, connect all sources of knowledge and experts with startups, innovation, create a playground, and from the playground lead to real results, cooperation agreements, contracts that bring mutual benefits to all parties, contributing to the development of the country and the community.

It is a country with solid political stability, increasingly enhanced potential in all aspects, rapid and sustainable economic growth, and extensive relations with most countries in the world. Through that, we continue to consolidate and enhance activities to attract and connect the network of Vietnamese experts and intellectuals abroad, and concretize the cooperation agreement between the Ministry of Science and Technology and the Ministry of Foreign Affairs..." - Director Pham Hong Quat said.
At the workshop, Ms. Le Nguyen Thien Nga, chair of the Project From Policy to Life, Chief Researcher of the National Data Strategy pointed out a number of criteria for enterprises in the leading group and the effective connection of the model of linking experts and consultants on a large scale with the cross-border space. Meanwhile, Mr. Hoang Nam Tien, Vice Chairman of the Board of FPT University recommended that more than ever, it is necessary to emphasize the story of "responsibility and mission" associated with experts and consultants, especially with Vietnamese people abroad, as well as the Government, Ministries, branches and localities can proactively propose "difficult and interesting problems" for leading scientists. Sharing this view, from the Australian bridge, Mr. David Nguyen, Macquarie University, said that there needs to be more breakthroughs in policy thinking as well as reducing the time to carry out administrative procedures related to cooperation procedures and documents, and implementation in practice...
