Conclusion of university admission inspection: Majors exceed targets, majors have not recruited students for 5 years

The Inspectorate of the Ministryof Education and Training has just announced the inspection conclusion on the establishment and operation of the school council; enrollment, management, conditions for opening majors and maintaining majors at all levels of university education; training, management and issuance of certificates for Hanoi University of Natural Resources and Environment and Hung Vuong University.

Many majors have not recruited students for more than 3 consecutive years.

According to the recently announced conclusion, Hung Vuong University ( Phu Tho ) has shortcomings in not yet merging the party secretary and chairman of the university council.

The school board's reorganization and addition of school board members does not demonstrate sufficient steps according to regulations.

The school board's approval of the 2021 and 2022 civil servant recruitment plan by decision is not in accordance with the regulations on the working principles of the school board.

The school board has not yet implemented the process and procedures for deciding on the principal's personnel for the 2020-2025 school board term as prescribed.

According to the inspection conclusion, Hung Vuong University has not organized enrollment for the majors of physics pedagogy, biotechnology, agricultural economics, agricultural engineering pedagogy, graphic design, agronomy, educational management, Vietnamese studies, forestry, and mathematics pedagogy (math - physics) at the university level for more than 3 consecutive years; the master's degree in botany has not organized enrollment for more than 5 years.

Regarding violations in enrollment, Hung Vuong University enrolled students before allocating quotas and enrolled students beyond quotas for some majors.

At the same time, raise the standards of music pedagogy, fine arts pedagogy, and literature pedagogy in Ha Giang in 2022 when quotas have not been allocated.

In 2021 and 2022, the school transferred Ha Giang's enrollment quota to Dien Bien. According to the inspection conclusion, the school's implementation of enrollment quotas was not in accordance with regulations.

In 2021, the school recruited 80 more students than the target for group III, equivalent to 43.2%; 3 more students than the target for group VI, equivalent to 6%, and 39 more students than the target for group VII, equivalent to 12.3%.

In 2022, the school's computer and information technology field will recruit 10 more students than the school's self-determined quota, equivalent to 10%.

The school's enrollment in the fields/majors exceeds the quota but does not exceed the number prescribed in determining the quota for that field/major of training of the school.

In 2021, the school recruited 28 students for the part-time university-level art pedagogy program in Dien Bien, equivalent to 90.3%; in 2022, the enrollment for the upgraded history pedagogy program in Ha Giang exceeded 2 students, equivalent to 10%.

In 2021, the school determined the master's degree quota for economic management, mathematics teaching theory and methodology, and literature theory in 2021 to be incorrect.

In 2022, the school determined and announced the master's degree quota in economic management in violation of regulations.

In 2021, the school recruited master's degree students exceeding the number prescribed in determining enrollment quotas: economic management exceeded 21 quotas, equivalent to 40.38%; mathematics theory and teaching methods exceeded 12 quotas, equivalent to 50%; literature theory exceeded 3 quotas, equivalent to 14.28%.

"By the time of inspection of violations in the school's enrollment work in 2021 and 2022, the statute of limitations for considering administrative sanctions according to regulations had expired," the inspection conclusion stated.

According to the inspection conclusion, the school has not been able to enroll students in the livestock industry since 2022. At the time of the inspection, the school did not arrange lecturers with the title of Associate Professor or Professor to preside over the organization of teaching programs according to regulations.

The Inspectorate of the Ministry of Education and Training recommends that Hung Vuong University have a roadmap to implement the Party Secretary and Chairman of the University Council in accordance with regulations; and to exercise the responsibilities and powers of the University Council in accordance with regulations on autonomy of higher education institutions.

Enrollment without specifying quota

According to the inspection conclusion of the Inspectorate of the Ministry of Education and Training on June 18, Hanoi University of Natural Resources and Environment has shortcomings in not merging the Party Secretary and Chairman of the University Council according to regulations.

The responsibility for this shortcoming belongs to the Ministry of Natural Resources and Environment; the school board, and Hanoi University of Natural Resources and Environment.

Regarding the violation, the Hanoi University of Natural Resources and Environment's school council has not issued regulations on the organizational structure, functions and tasks of the school's units as prescribed.

Violating enrollment regulations, Hanoi University of Natural Resources and Environment announced the 2021 master's degree enrollment without clearly stating the quota for each training major as prescribed. The school's enrollment in full-time undergraduate programs in 2022 in the field of computers and information technology exceeded the school's self-determined target by 10%; in the field of environment and environmental protection exceeded the target by 19.7%, but did not exceed the school's training capacity in the field.

The Inspector of the Ministry of Education and Training recommended that the Hanoi University of Natural Resources and Environment have a roadmap to implement the Party Secretary and Chairman of the University Council in accordance with regulations.

At the same time, review all internal regulations of the school, promptly amend and supplement them to comply with the regulations of the Ministry of Education and Training, especially the school's credit-based university training regulations.
