According to the inspection conclusion, during the inspection period (from January 1, 2021 to June 1, 2023), EVN and related units made important contributions to meeting the electricity demand for the country's socio-economic development and people's lives.
However, in the direction, management and operation of electricity supply in the period of 2021-2023, EVN and a number of units related to electricity supply have encountered shortcomings, limitations, shortcomings and violations.
Hydropower operation is not close to reality
According to the inspection conclusion, from July 2022, EVN units will continue to increase water exploitation to serve the power generation of large hydropower plants in the Northern region. Including 8 hydropower reservoirs: Hoa Binh, Son La, Lai Chau, Ban Chat, Tuyen Quang, Thac Ba (in the Red River basin); Trung Son (in the Ma River basin); Ban Ve (in the Ca River basin).
This reduces the water level of the lakes compared to the 2022 Power System Operation Plan, although it has been forecasted and observed that hydrological data on water flow only reaches 60-80% compared to the average of many years.
The inspection conclusion stated that: The mobilization of the above-mentioned hydropower reservoirs reduced the water level of the reservoirs compared to the annual plan and was significantly lower than the normal water level, affecting the regulation of water preparation for power generation in the dry season of 2023 and leading to operations that were not close to hydrological reality, and were not proactive in response scenarios, ensuring electricity supply.
In March, April and May 2023, hydropower plants will still be highly mobilized, leading to a decrease in water levels in hydropower reservoirs.
According to the inspection conclusion, the direction to lower the water level for the end of 2022 caused the water level of hydropower reservoirs to decrease compared to the water level in the approved power system operation plan, affecting the regulation of water preparation for power generation in the dry season of 2023. This is not in compliance with the plan approved by the Ministry of Industry and Trade in Decision No. 3063/QD-BCT dated December 31, 2021.
By the end of April 2023, the water storage output in the entire hydropower reservoirs was 1.632 billion kWh short (of which the North was 576 million kWh short) compared to the National Power Supply and Operation Plan for 2023, reducing the reserve capacity and electricity of the power system, especially the Northern power system. This also caused some hydropower reservoirs to violate the operating water level during the dry season according to the regulations of the Inter-reservoir Operation Procedure.
Some factories have local coal shortages.
According to the inspection conclusion, the total output of coal-fired thermal power sources in 2021-2022 was lower than the National Power Supply and System Operation Plan approved by the Ministry of Industry and Trade.
In the first 5 months of the year, TKV and Dong Bac Corporation basically provided the full amount of coal committed in the signed 2023 Coal Purchase and Sale Contract, and it is expected that in 2023, the coal supply will reach and exceed the committed amount in the 2023 Contract. However, there was a local shortage of coal at some thermal power plants (TPPs) at the beginning of the year and lasted until May.
EVN issued Official Letter No. 5188/EVN-KTSX dated July 31, 2020 on coal inventory standards for thermal power plants. However, monthly coal inventory statistics show that coal inventory in 2022 and the first months of 2023 of many thermal power plants (including EVN thermal power plants and GENCOs) is lower than the standard. In particular, some thermal power plants maintain low inventory levels for a long time or are so low that they require shutdown of the generators.
The Ministry of Industry and Trade's inspection team concluded: "Thus, the investors of the thermal power plants have not strictly complied with EVN's regulations on coal inventory levels, affecting the provision of reserves for stable and safe plant operation, as shown by the lack of enough coal for electricity production at some points in 2022 and some early months of 2023."
Power supply is slow to come on
The delay in investment and construction of power sources is one of the most important reasons why the North has recently experienced power shortages.
The inspection conclusion stated that: The implementation of the power source and grid projects that did not ensure progress according to the approved adjusted Power Plan VII is the responsibility of EVN, Power Project Management Boards 1, 2, 3, EVNNPT, GENCO3 and 5 Power Corporations under EVN.
However, the inspection conclusion also pointed out that many power source projects are behind schedule due to objective reasons.
From January 1, 2021 to June 1, 2023, EVN and its member units will invest in 13 power source projects with a total capacity of 8,973 MW.
At the time of inspection, EVN's investment in the Quang Trach I Thermal Power Project was 3 years behind schedule.
O Mon III Project, according to the adjusted Power Plan VII, is expected to be put into operation in 2020. EVN has completed a number of investment preparation procedures. However, the O Mon III Project is behind schedule according to the adjusted Power Plan VII. The inspection team pointed out the reason beyond EVN's control, which is that the progress of gas supply to thermal power plant projects in the O Mon Power Center is behind schedule compared to the plan approved by the Prime Minister.
Similarly, with the O Mon IV project, EVN has completed the investment preparation procedures to implement the project. However, due to the slow progress of gas supply from the Block B gas field, the project is behind schedule according to the adjusted Plan VII and the Prime Minister's Decision approving the plan to exploit the Block B gas field (Recently, the Vietnam Oil and Gas Group has received investment in the O Mon III and O Mon IV thermal power projects from EVN - PV).
For Dung Quat I and Dung Quat III projects, EVN has completed investment preparation procedures to implement the project. However, the inspection conclusion stated that: Due to the undefined progress of the Blue Whale gas field, EVN cannot approve the investment project and implement the next steps.
The Tri An Hydropower Plant Expansion Project, at the time of inspection, had not been approved by the State Capital Management Committee at Enterprises (SCMC), so EVN had no basis to implement the investment according to regulations. The project was about 1 year behind schedule compared to the adjusted Power Plan VII.
