On behalf of the Politburo and the Standing Secretariat, General Luong Cuong signed and issued Conclusion No. 80-KL/TW (dated May 24, 2024) of the Politburo on the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050, and the Project to Adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065. VietnamPlus introduces the full text of Conclusion No. 80-KL/TW as follows: Considering the Submission and Report of the Hanoi Party Committee on the main contents of the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050, and the Project to Adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065, and the opinions of relevant agencies, the Politburo concluded: Over the years, Hanoi Capital has always affirmed its position as the national political-administrative nerve center. the heart of the country; a major center of economy, culture, education and training, science and technology, international integration; with a long history and culture with the largest number of heritages and relics in the country, a rich and unique system of scenic spots, playing an important role in economic and social development, ensuring national defense and security in the Red River Delta and the whole country. The Politburo basically agrees with the viewpoints, goals, visions and main contents of the plans. At the same time, it is important to emphasize the following contents: 1. The Hanoi Capital Planning for the period 2021-2030, with a vision to 2050 and the Project to Adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065 must ensure inheritance and development, have breakthrough thinking and strategic vision; closely follow and concretize the Resolution of the 13th National Party Congress, the policies, resolutions and conclusions of the Party Central Committee, the Politburo and the Secretariat; be unified, synchronized, and not overlap or contradict the national master plan, regional planning and national sectoral planning. The planning of the Capital needs to have a "new vision - new global thinking, Capital thinking and Hanoi action", creating "new opportunities - new values" in developing the "Cultured - Civilized - Modern" Capital both in the short term and in the long term. (Photo: Tuan Anh/VNA) Upholding the viewpoint that "people are the center of development," "culture and people are both the goal and the foundation, the driving force, and the most important resources for the development of the Capital;" identifying education, science and technology, innovation, high-quality human resources and talents as the fundamental pillars and core content in the strategy for building and developing the Capital; at the same time, focusing on promoting the building of synchronous institutions and modern governance in the spirit of Resolution No. 15-NQ/TW of the Politburo on the direction and tasks of developing the Capital Hanoi to 2030, with a vision to 2045. 2. Continuing to review and clearly define the functions, positions, and roles of Thang Long-Hanoi throughout more than 1,000 years of history and the potentials, advantages, and unique characteristics of Hanoi to exploit and maximize the development of the Capital. Specifically assess the limitations and shortcomings to clearly see the root causes of bottlenecks and bottlenecks, thereby having innovative thinking, breakthrough solutions, strategies associated with priority implementation roadmaps. Solutions to implement planning need to be associated with perfecting the legal system and implementing laws in a synchronous, unified, effective and efficient manner with priority and outstanding mechanisms and policies to develop the Capital, associated with the Law on the Capital (amended). Research, forecast, and carefully calculate population issues, in accordance with the urbanization and development speed of the Capital in each period. Strengthening decentralization, delegation of authority, appropriate and effective pilot mechanisms for the Capital, focusing on the fields of investment, finance, attracting resources outside the state budget, public-private partnership mechanisms, planning, land, cultural development, urban development management, construction order management, traffic, sanitation, environment, climate change response, greenhouse gas emission reduction, population, apparatus organization, cadres, and payroll to create proactive creativity, increase autonomy, self-reliance, self-responsibility, and power control mechanisms in performing socio-economic development tasks, ensuring national defense, security, and foreign affairs of the Capital Hanoi. Focus on building urban development plans and programs according to the model of central urban areas, satellite urban areas, urban regions... to effectively implement the two plans of the Capital, clearly showing the tasks, programs, projects, and major projects that need to be prioritized, focused, and key, linked with time periods and implementation resources, while affirming the roles and responsibilities of all levels, sectors, and localities. (Photo: Tuan Anh/VNA) Strengthening the inspection, supervision and evaluation of planning implementation results and planning discipline; researching and building the Capital Planning Exhibition Palace to publicize planning, provide planning information, receive feedback, comments, and monitor planning implementation from the community to improve the quality of construction, implementation of planning and tourism products... 3. Arranging and distributing socio-economic development space according to the center-line structure of corridors, economic belts and development axes, associated with the mobilization and effective use of resources, regional connectivity, cultural connectivity and digital space connectivity, science, technology and innovation. Strengthening regional connectivity, especially traffic and logistics connectivity to promote the strengths of the waterway, road, air and railway transport systems of the Capital Hanoi, gradually narrowing the gap between Hanoi and localities in the region and the whole country. Agree on the need to add dual-use functions to Gia Lam and Hoa Lac military airports; at the same time, research to establish a second airport. However, it is necessary to carefully study and calculate the suitability and impacts on the socio-economic situation of the capital and neighboring localities to determine the location of the second airport, ensuring efficiency and suitability with the development practice of the capital and the Red River Delta region. Priority should be given to early implementation of the development of the urban railway system; in particular, the proposal of the high-speed railway line on the North-South axis running through the center of Hanoi city, through Hanoi station as proposed by the Government Party Committee, it is recommended to continue to carefully study, evaluate the feasibility, efficiency as well as suitability and synchronization with the Railway Network Planning. 4. Continue to review planning options to promote potential and specific advantages, taking the economy and urban space development as the main driving force, while improving the quality of life of the people. Linking the arrangement and spatial distribution of economic, cultural, social and environmental activities with urban space, combined with industries and fields that are strengths and have good development trends such as e-commerce, retail through supermarket systems, convenience stores, tourism, education-training services, high-quality healthcare, financial services, banking, insurance, cultural services, entertainment and high-quality urban services. In particular, in the historical inner city area, attention should be paid to urban renovation and embellishment based on the principle of closely combining conservation and development, maximizing land value, value of cultural-historical relics (with digital technology enhancement), old headquarters, old quarters, French architectural works left behind to strongly develop tourism, service and trade activities; Continue to increase commercial and service business area by synchronously and effectively exploiting overhead, ground and underground spaces. Pay more attention to exploiting the advantages of Hanoi's rivers and lakes, especially the potential of West Lake, Red River, Duong River, To Lich River. Identify development reserve areas for future generations. 5. Arrange and allocate space reasonably to focus on developing cultural industry, entertainment industry, and tourism to become a key economic sector. Prioritize the preservation, exploitation, and effective promotion of a number of cultural spaces serving the development of cultural industry such as the space of Thang Long Imperial Citadel connecting Ba Dinh; the space of the old quarter connecting Long Bien bridge; the space of Co Loa relic complex; the space of Duong Lam ancient village; the space of a number of traditional craft villages. Constructing a number of new, unique, and modern cultural works that are symbolic of the new period of the Capital. In particular, it is necessary to focus on studying the development plan of the Red River axis so that the Red River can truly be the development center of the Capital with a harmonious distribution of ecological spaces, cultural and historical spaces, green spaces, and modern urban spaces on both sides of the Red River, contributing to creating a new look for the cultural-civilized-modern Capital, with the goal that the development space of the Red River will be the "new development symbol" of the Capital. In addition, it is necessary to study and supplement the planning and make planning decisions to effectively use the land fund on both sides of the Red River and Duong River for socio-economic development, especially for tourism and service development. 6. Identifying environmental protection issues, handling environmental pollution in rivers, lakes, air, etc., planning waste and solid waste treatment areas to ensure science, safety, and efficiency is an urgent requirement that needs to be focused on and prioritized. Promoting breakthroughs in infrastructure, in which prioritizing planning and construction of transport infrastructure and urban infrastructure systems, striving to complete the construction of 14 urban railway lines and belt roads, gateway intersections, and a bridge system across the Red River before 2035 to expand development space, enhance connectivity, and reduce traffic congestion; paying attention to regional and international transport systems, including railways, waterways, roads, and aviation. At the same time, fundamentally solve the problem of clean water, wastewater treatment, and thoroughly handle the problem of flooding. Have a roadmap, mechanisms, and policies to effectively relocate production and medical facilities that are not in accordance with the planning; move universities, headquarters of agencies, and headquarters of large enterprises outside the inner city; have a plan to expand development space to the North of the Red River; at the same time, renovate and reconstruct urban areas to improve the quality, living conditions, and safety of people. Convert the functions of the headquarters of a number of ministries, branches, and large enterprises to prioritize the construction of museums, especially the Museum of the Communist Party of Vietnam at the Ba Dinh Political Center; Cultural and creative spaces, public spaces, green parks... Building a green and ecological district model into a typical model for the whole country; increasing green corridors, green wedges, green carpets to increase green land area, not only in suburban areas but also in the inner city, especially greening the historical inner city area. Developing digital infrastructure, creating a foundation for developing digital economy, digital society, digital citizens, considering this an important premise for Hanoi to make a breakthrough in the coming period. 7. Continue to review and perfect solutions for organizing the implementation of planning, especially solutions for exploiting, mobilizing, and effectively using development resources such as expanding development space through the construction of Ring Road 4, Ring Road 5 and development axes to effectively exploit land funds; exploiting more effectively overhead space and underground space; promoting digital transformation, digitizing planning, building large databases, and forming digital resources. Emphasize more clearly the tasks and solutions for harmonious development of urban and rural areas towards constantly improving the quality of life for people in both urban and rural areas. Inherit the urban development planning orientation according to the urban cluster model with central urban areas and cities in the capital, satellite cities, ecological towns; develop urban areas according to the TOD model, green, smart, modern, unique, creating development momentum, spillover effects, linking the northern urban area and the whole country. Build a typical urban city model in the capital with specific conditions on governance models and institutions to become a new development driving force; renovate, embellish, and reconstruct the inner city area in a green, civilized, and modern direction. Build rural areas with criteria approaching urban criteria; build craft villages into cultural spaces serving the development of eco-tourism, craft village tourism; develop rural tourism and agricultural tourism models. 8. Implementation - Assign the Standing Committee of the Hanoi Party Committee to coordinate with the Government Party Committee, the National Assembly Party Committee to direct the maximum absorption of opinions from the Politburo and relevant agencies, promptly complete the planning dossiers, submit them to competent authorities for consideration, comment and approval according to regulations. - Assign the National Assembly Party Committee, the Government Party Committee, based on this Conclusion, to lead the organization of completion to carry out the commenting and submission for approval of the planning to ensure progress, quality and efficiency. - Party committees, party committees, party delegations, party committees directly under the Central Committee; provincial and municipal Party committees nationwide, especially in the Capital region, the Red River Delta region and the Northern key economic region, to actively coordinate with the Hanoi Party Committee to concretize and organize the good implementation of this Conclusion, ensuring that it is suitable to the situation, requirements and political tasks of each locality, of the whole region and the whole country. In the process of implementing tasks, if there are difficulties or problems beyond their authority, the Standing Committee of the Hanoi Party Committee, Party delegations, Party executive committees, and Party committees directly under the Central Committee shall report to the Politburo for consideration and decision./.
