Conclusion of the Provincial Party Committee on the plan to arrange and streamline the organizational apparatus in localities, agencies and units in Nghe An province

At the meeting on December 27, 2024, after listening to the report on the implementation results of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" in Nghe An province (referred to as Resolution No. 18-NQ/TW), the Provincial Party Committee discussed and basically agreed with the report assessing the situation and results of the implementation of Resolution No. 18-NQ/TW and the proposed plan to reorganize the apparatus of the political system of Nghe An province.

Conference to review the implementation of Resolution No. 18 - NQ/TW, dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" chaired by Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

Implementing the new direction and orientation of the Central Committee on the arrangement of the apparatus organization, the Provincial Party Executive Committee agreed to adjust and supplement a number of contents in Plan No. 01-KH/BCĐ, dated December 13, 2024 of the Provincial Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW (referred to as Plan No. 01-KH/BCĐ) to orient the arrangement of the apparatus organization in localities, agencies and units as follows:

1. For provincial level

1.1. Adjust the structure of two newly established Party Committees under the Provincial Party Committee, specifically:

- Party committees of Party agencies, unions, People's Councils, and provincial judiciary, including: Party organizations in advisory and support agencies, public service units of the Provincial Party Committee, Office of the National Assembly Delegation and Provincial People's Council (including full-time delegates at the National Assembly Delegation and Provincial People's Council), Fatherland Front and socio-political organizations, People's Procuracy, Provincial People's Court.

- The Provincial People's Committee Party Committee includes: Party organizations in specialized agencies, public service units under the Provincial People's Committee, agencies and units under the Central vertical sector located in the area, mass associations assigned by the State to perform provincial tasks, and a number of state-owned enterprises (depending on the scale and importance of the enterprise Party Committee).

1.2. Supplement the assignment of the Department of Industry and Trade to receive the original status of the Market Management Department of Nghe An province from the Ministry of Industry and Trade and reorganize it into the Market Management Department under the Department of Industry and Trade according to the Central direction.

2. For district level

2.1. Supplement the establishment of the Economic, Infrastructure and Urban Department on the basis of receiving the functions and tasks of construction, transportation, industry and trade at the district level from the current Economic Department and Urban Management Department (for cities and towns), or Economic and Infrastructure Department (for districts).

2.2. Supplement the establishment of the Department of Culture, Science and Information on the basis of receiving the functions and tasks of the Department of Culture - Information and the functions and tasks on science and technology from the current Department of Economy (for cities and towns) or Department of Economy and Infrastructure (for districts).

2.3. Supplement the establishment of the Department of Agriculture, Natural Resources and Environment on the basis of receiving the functions and tasks of the Department of Natural Resources and Environment and the functions and tasks of the Department of Agriculture and Rural Development (for districts) and the functions and tasks on agriculture and rural development from the current Department of Economy (for cities and towns).

2.4. Adjust the content of the arrangement of the District Health Department:

- For localities that currently have a Health Department, this Department will take over the functions and tasks of social protection, children and prevention and control of social evils from the current Department of Labor, War Invalids and Social Affairs.

For localities that have merged the Health Department into the Office of the People's Council and the People's Committee at the district level, based on the situation and characteristics of the local agency, decide to assign the Office to receive the functions and tasks of social protection, children and prevention and control of social evils from the current Department of Labor - Invalids and Social Affairs or establish a Health Department to perform the functions of this Department and receive the functions and tasks of social protection, children and prevention and control of social evils from the current Department of Labor - Invalids and Social Affairs.

2.5. Adjust the content of the arrangement of the District Ethnic Affairs Office:

Transfer the functions and tasks of poverty reduction from the Department of Labor - Invalids and Social Affairs and the functions and tasks of religion from the Department of Home Affairs to the Department of Ethnic Minorities for places with an Ethnic Minorities Department; for places without an Ethnic Minorities Department, leave these functions and tasks at the Department of Home Affairs and Labor (after merger).

2.6. Do not establish two new Party Committees of Party agencies, mass organizations, People's Councils, and District-level judiciary and the Party Committee of the District-level People's Committee directly under the District-level Party Committee as directed in Plan No. 01-KH/BCĐ.

3. Assign relevant Party committees, Party organizations, localities, agencies and units to closely follow the above orientations to complete projects/plans, and submit them to the Provincial Party Committee Standing Committee before January 10, 2025 (through the Provincial Party Committee's Organization Board) for synthesis and appraisal.
